UPA 2 : All Is Not Well ?

Mr. Sharad Pawar Union Agriculture Minister is a former Congressman and then made Rashtriyawadi Congress Party, right now one of the major alliance partner in the United Progressive Alliance (II) has recently made negative comments on his alliance which can make happy leaders of the opposition parties but certainly raise eyebrows of UPA alliance partners leaders. It can be sign to followers of politics that despite UPA is in power for second consecutive time and also with improve number of representation in the parliament from 2004 first term of UPA, but something is simmering behind the curtain and it may be because of sideline of other parties by Indian National Congress in the UPA or may be because of short span of UPA 2 which is slightly just over the half term in the office and on an average monthly basis scams, corruption charges are unfolding which is giving very tough time to its leaders to face the nation and media and satisfied them. Now as coded leader of alliance party has first time made anti alliance comments openly, although in the past it has seen that often alliance partners are vocal on different occasions and blame that they were not discussed while taking decisions like at the time of price increase of petroleum products. Mr. Sharad Pawar not only raises fingers onto the leadership of alliance but also object on to amount spend by government to give subsidies to the different section of society of the country.
Recently function held in Mumbai hosted by Loksatta Mr. Sharad Pawar said that public is asking questions that why Prime Minister is not intervening on the issues’? He added that at the time when it was to show the public ability of leadership, Center is doing nothing. Different scams have tainted the image of Government, result of government’s inactiveness judiciary has taken score of good initiatives which are applauds by every categories of society. In this way Mr. Pawar has raised question on to the working style and efficiency of leadership that is Prime Minister of India; different scams comes into light government of India has not taken strong action against these scams, infect scams have weaken the leadership of UPA 2. Mr. Pawar further said that it is important that in the Centre there should be a strong government which should be able to fulfill the acceptations of public especially in a democratic set up, its example is that UPA 1 tenure was liked by citizens of the country that was the reason that UPA gets second term with improve numbers. He also raised the question on to the huge amount spend by government of India on to different subsidies which left little space for government of India to spend money on other subsides, like –
·        Fuel subsidies – 1.15 trillion rupees
·        Food subsidies – 0.80 trillion rupees
·        MGNREGA – 0.40 trillion rupees
He said that in a democratic set up elected candidates should execute their responsibilities strongly, other wise it give opportunities to societies other powers to expand its wings which is by no mean good for any democracy.
It is first time that UPA’s any alliance partner raised questions by speaking openly against alliance, which points that all is not well within alliance partners itself, and open objection of alliance partner’s motive will unfold in future and until and unless it has given wind to people to speculate.

Protection of Child Right Act 2005

In our society women and children are two most vulnerable human categories which needs protection from government as far their right and exploration is concern, so considering this government of India giving right to children pass protection of Child Right Act 2005, but some states of the country still not implement this act, Punjab state is one of in the list but recently Punjab state issue notification for the constitution of commission for the Child Act, with this not only right of children will be more secure but also it will tightened grip on to the persons which will try to exploit children in any form whether it is physically, mentally or emotionally. Below are different stats available which are related to children of Punjab state in the year 2005-06 –
·        Mortality rate of new born baby is 4.2 percent
·        Below three years age group under weight rate is 2.7 percent
·        Vaccination rate is sixty percent
·        Kids leaving school of first to tenth standard is 44.06 percent
As per words of social security and woman & child development department’s chief secretary T.R. Sarangla state government has already started the process of selection of commission chairperson & members and for chairperson they have received ten applications and for the interview date was fixed 13th October. On the recommendations and suggestions of selection panel final decision would be taken by Chief Minister Office and once the selection process of chairperson over then next step will be taken in this regard that is to select other members of commission, and as per words of Sarangla commission will have total eight members including chairperson and secretary.
Commission working area –
·        Commission will assess children rights from different ordinance and law, then will make it certain and take initiatives to protect, will pass on information time to time to state government through reports.
·        Commission will recommend requisite punishment to the complaints submit for child rights violations.
·        Commission will promote research relating to child rights.
·        Commission will inspect on time to time child amelioration home or other such institutions which are for children and then forward to the concerned departments its proposal of improvements.
·        After getting complaints commission will investigate for children rights protection or law implemented for developments of children which are not properly comes into force.
·        Commission will investigate for not implantation of policies and directives for reducing problems of children.
So hopefully once commission comes into operation in the Punjab State then problems of children will be taken care off by the child act commission effectively.

Post Office Deposit & Interest Rate

Post Office deposits are giving tough fight to Banks as far public deposit is concern in the country despite post office is doing business in limited environment, but banks has liberal hands to lure public and they keep on revising interest rates on to their different accounts hence able to snatch post office business as stats reveal that due to increase of interest rate by banks public deposit in post office small savings accounts is shrinking which effecting government also as it uses the money, not only rural areas of the country but also citizen of urban areas prefer to opt for post office schemes courtesy half a million agents attached with post office small savings deposits. Government of India was considering from quite some time to make post office deposits more lucrative by increasing interest rate comparatively to its major competitor that is banks and as per information recently proposal has been sent to Finance Minister to look into this matter generously and increase the interest rates on post office small savings.
Recently proposal forward to finance Minister Mr. Pranab Mukherjee which contain recommendations to make post office deposit more attractive by increasing the interest rates as it is losing its shine among the public that’s is why they are switching to banks for depositing money because there is significant downfall registered, so to give boost to post office deposits, below are some major points in the proposal –
·        Increase interest rates on post office deposit schemes
·        Ceiling on PPF deposit should widen from present 70,000 rupees to 1,00,000 rupees
·        End Kisan Vikas Patar
·        Reduce the commission of agents, but it is getting opposition from agents, they spread all across the country and as per rough estimates they are five lakhs in numbers
If proposal of increasing interest rates on post office small savings deposit accepted by government of India then it will be a good news for multi crore account holders as it was demanded by them for quite a long time now, soon it will be a reality, more over banks are giving interest rates on their deposits ten or more then ten percent, so in such condition it was hard for post office small saving deposits and agents to stand against banks and snatch business.
Soon post office small savings account holders will get pat on their back from government of India, it will help both Government of India and account holders because Government of India use deposit money and account holder will get more interest rates, so one can say that it will be a win win situation for both the parties.

Poor Patients & Private Hospitals

In the absence of mandatory health insurance policy for every Indians, at the time of treatment by middle class or lower middle class families it make very big hole in their pockets especially when they need to opt treatment from private hospitals, although it is responsibility of concerned government to provide basic facilities like education, health etc.etc. to citizen of the country, but in score of cases it has seen that despite policies in place government does not bother to follow strictly if schemes started for weaker section of society are reaching to the concern or not, hence officials and authorize misuse up to some extent. In this list one of the entry is benefits taken by private hospitals to give free or at heavily discount price medical treatment to the patients belongs to the poor category, but once hospitals start operating then management skip to consider their commitments and in this regards government officials can also be blame as they don’t bother to follow if private hospitals which have taken benefits from the government to give free or heavily discount medical treatment to the poor families. Government of India has policy in place not only to give land at almost free to private hospitals but also considering to give relief to the hospitals to import medical equipments from foreign countries and will waive off excise duty up to 1.74 trillion rupees in the current financial year that is 2011-12.
In the year 2007 one Public Interest Litigation(PIL) filed in the Delhi high Court relating to free medical facilities or at heavily discount rates medical treatment to poor families patients in the private hospitals which have taken benefits from government for lands and  have constructed hospitals on it. In its verdict Delhi high court ordered to the private hospitals management to give free treatment to the poor patients on the basis of contract they had sign with government for lease of land. Few private hospitals in the capital challenge the verdict in the Supreme Court that to give free treatment to the poor patients are not viable due to high cost diseases like Cancer, Surgery and Plastic Surgery. As per details thirty seven private hospitals in the capital have received lands to construct hospitals either on heavily discounted price or at nominal price after accepting that they will give treatment to poor families free of cost, but only ten hospitals are giving this facilities that is also little bit. Supreme Court in its verdict ordered that poor patients refer to private hospitals as government aspect and under this a separate account maintain which should have information of patients who get free treatment, also ordered to create 1,000 beds for poor patients who have monthly income of 6,422 rupees by private hospitals those who have get benefits from the government, so it mean that 25 percent OPD patients and 10 percent admitted patients mandatory for these hospitals to give free treatment, in response to this lawyer of private hospitals argue  its not possible to give free treatment to poor patients in all the cases, but Apex Court oversight this argument and add at the time of taking lands they had made commitments so now its their liabilities to keep their promise, and they can’t make excuses’ and skip from their responsibilities as they are bound to give free services to the poor families. So now it’s the liabilities of both the parties that is private hospitals and government to make it possible that targeted class of society get the advantages of free medical treatment from private hospitals.

Andey ka funda

Often we hear, read and watch stories of thugs how they rob peoples with their innovative new ideas, stories and its surprising that people trap or victim of their stories are not only illiterate but educated persons also, perhaps it is due to greediness, humanity, others helplessness or emotions to extent hands on to others problems but ultimately its create problems for persons who try to help them despite have no relation, seeing first time. Recently in a study by police department on to crime on national highways its disclose that crooked minds have generate new innovative ideas to rob vehicles on national highway, so it is alert to the travelers to avoid from the same trap created by the crooked minds after reading this material, below are glimpse of some such stories to trap vehicles during night on national highway –
·        If anybody is driving his/her vehicle on the national highway and time is of night, suddenly on front mirror if egg hits then do avoid to use wiper or water to clear the mess, as it can be chemical which with the mix of water or rubbing can reduce the visibility up to ninety three percent, and turn the screen into milky, then you are trap in the net generated by thugs to rob vehicles and when you stop the vehicle then they will rob you, so it is advisable to the readers that if such incidence took place with you and you are inside the vehicles as driver or passenger then do stop driver to run wiper or sprinkle water on to it, until and unless you do not comes out from lonely place and darkness & reach any nearby town or city, then there do clear it with the possible way, thus can dodge the national highway robbers, in this study it is also found that in majority of cases criminals use woman as their lead to trap unknown passing vehicles, as plying vehicles become victim of crooked minds by watching woman, criminals often choose spot on national highways which are slightly dark, lonely and surrounded by trees and bushes, so if any vehicle find fashionable woman or in pathetic condition better to ignore it and continue driving the vehicle, as once you stop the vehicle then you will be attack by woman’s gang members who was waiting for their target to stop the vehicle so they can rob it.
·        In some cases’ it is found that in dark and lonely places’ on national highway running vehicle find small kid, and once driver stop vehicle to extend helping hand, then do keep in mind it will be net created by thug to rob the innocent peoples, it is advisable that during night time of driving don’t stop vehicle in lonely and dark place, ignore showing sympathy in any form towards anybody, keep on driving your vehicle until and unless you don’t reach your destination, if you need to stop your vehicle for some reasons like food or freshness then do halt at a place which is in town or have other vehicles and peoples also. Other wise your feeling to help others put you in trouble.

Festival Season & Adulteration

We have just enter into the month in which coming days stored festivals, hence this period also known as festival season, but unfortunately from almost last two years during festival period news of adulteration, synthetic, stale and low quality sweets horrified every citizen of this country, so during festival season when public of this country is in colour of to go open heart to purchase traditional stuff along with sweets, now contemplate score of times to purchase sweets due to news of adulteration and synthetic stuff that goes into the preparation of sweets, like –
·        Milk
·        Cheese
·        Desi Ghee
·        Khoya or Mawa
·        Eatable Colour
·        Oil
Despite authorities across country knows that crooked minds active during festival season to sell synthetic, adulterated, low quality sweets which is just poisonous stuff to consume by human beings and experts advised to stay away from sweets. Just to earn money crooked minds play with the health and lives of innocent peoples by selling synthetic stuff and news start becoming headlines of seizing of such material in huge quantities and this is not restricted to any one place but throughout country it is same story. Question rises here if these crooked minds have no fear in their minds and hearts of law and administration? Answer of this question is that these crooked minds pass on little money to the concerned government officials that is the reason they are doing inhumane activities without any fear.
To get rid on to crooked minds and unfair trade there is necessity of strong law and stringent action them, because in the past at the time of seizer of synthetic stuff media asked the question why not central government take strict action? On to this question answer was quite shocking by the present Central Government Minister that they have their restrictions as central government can only pass on information and directions but ultimately action has to be taken by state governments, so selling of synthetic stuff which is just invitation to deadly diseases’ or hollowing bodies or deaths, in other words one can say these traders are doing activities which are more dangerous then terrorists as terrorists kill handful of peoples but these traders are playing with the lives of whole country, unfortunately central and state governments have closed their eyes and ears on to this issue that is the reason the voices’ of public and media are not reaching them, but if stringent law put on place on to adulteration and synthetic food items like life imprisonment, heavy monetary fine, close down of business and government control on to money minded traders business premises, then it will be lesson for all the synthetic  and adulteration food items producers to shun inhumane trader practice other wise it will be very tough for them to exit in this world, but unfortunately it is not appear that it is going to happen in near future, so for common peoples its better to turn their faces from sweets other wise it will pay them heavily on to their lives and  pockets.
