24th September, 2010

     24th September, 2010 is one of the most important day in the history of India and Judiciary, when Lucknow bench of the Allahabad High Court will give its verdict on to one of the most crucial and controversial case which takes almost sixty year for judgement and verdict is due for controversial land of Ayodhya. Honourable Court not only rejected the plea to defer the announcement schedule for 24th September or settle it amicably but also slap fine to Ramesh Chander Tripathi who file petition. In the year 1949 Ram’s idol was found in the Babri mosque and Hindu Muslim Communities claims their ownership in the Faizabaad Court. As per Muslim community it is the property belong to Bakf board and Hindu Mahasabha had there opinion that it belong to Hindus because it is the birth pace of Lord Ram and mosque was construct after dismantling temple, but as qurran never read in this deserted place, hence it should be handed over to Hindus. Considering the increasing controversy between two communities Central Government declared the place as disputed place and locked it. There are four main facets in this disputed case –

  • Bhagwan Shri Ramlala Birajmaan
  • Suni Bakf Board
     before the proceedings begins of the case last week Nirmohi Akhada file affidavit that it is ready to compromise if verdict delay for further ten days & allowed to all parties to settle it through dialogue but Suni Bakf Board against dialogue and will wait court’s judgment.
   Government of India and authorities are trying to ready the public especially both communities to remain calm, accept whatever decision comes out and take it with full respect and maintain brotherhood & peace, it will be a good move if leaders of both communities also issue statements to their followers to remain calm.

Mahatma Gandhi National Rural Employment Guarantee Act

    Government of India often comes with schemes for the weaker section of society but unfortunately schemes started for the poor not often reaches to the target audience as money evaporated more then half due to concerned officer’s and bureaucrats greediness which he/she uses to exploit general public share and thicken their pockets. Such views was also expressed by late Prime Minster of India Mr. Rajiv Gandhi that money forward for the welfare of public shrink to just one fourth before it reaches to the public. U.P.A. government have launched during its first term in the office National Rural Employment Guarantee Act, better known as NREGA but know change name by dedicating it to father of nation Mahatma Gandhi National Rural Employment Guarantee Act, its main objective is to provide employment to the unemployed youth of rural areas for minimum hundred days in a year and they are entitle for 100 rupees per day as remuneration, but as per news some states are not running the scheme with honesty and sincerity thus making the holes for agents and corrupt bureaucrats to siphon off money and even some cases’ despite doing work labourers not gets their remuneration and in some cases officers make job cards of dead persons and swallowing money on the name of dead persons, the Mahatma Gandhi National Rural Employment Guarantee Act is running by Central Development Ministry and to arrange work and payment of labours is conduct by concerned states different department. Below are some stories relating to Mahatma Gandhi National Rural Employment Guarantee Act as frauds in different part of country which highlighted by media –
  • Constituency of U.P.A. Chairperson Sonia Gandhi is not escape from the scam as labourers were not paid by authorities which reveal after the probe by deputy commissioner and it is prove that officers swallow the money of workers.
  • Across Utter Pradesh score of cases found in different district where workers exploited, and in one of the district of Utter Pradesh Chitterkute fake job cards were made and officers had swallow the funds and put the money in their pockets.
  • One of the district in Madya Pradesh job cards were issued to the persons which are dead and they are getting money from government on papers but in reality they are no more to work and paid.
  • In another case also from Madya Pradesh, one labour lost his life because he dare to ask his remuneration from the sarpanch and when sarpanch deny to pay him then he said that persons which are not even working are getting money but despite he has worked still not get money, it make angry to sarpanch and he killed the worker by beating him with lathi’s.
  • Still in Madya Pradesh in another district labourers were paid with Rupees one remuneration and total more then hundred persons employed under Mahatma Gandhi National Rural Employment Guarantee Act for one fortnight but only paid with rupees one remuneration against government fix price of Rupees hundred.
  • Bihar state also have cases of fraud related to Mahatma Gandhi National Rural Employment Guarantee Act and as per belief near about 110 billion rupees was siphon off in this fraud and it put under clouds of suspicion to Chief Minster of Bihar Mr. Natish Kumar.
     Words of Late Prime Minister Mr. Rajiv Gandhi are true that money spends by Government on social work often not reached its target and out of Rupees 1 only fifteen paisey reaches to the public. To check corrupt bureaucrats, Government of India is considering to constitute special team officers, and these officers could be recruited next year, there main responsibilities will be to have eyes on to the schemes started by government for society and they will make sure that these schemes reached at grass root levels. If everything will goes as per plan, then after getting green signal from planning commission, then three hundred officers will appoint as Independent Evaluation Officers (I.E.O.), and to recruit new cadre, bill will be present in the parliament, after the bill cleared by both the houses then in the next year, Union Public Services Commission (UPSC) will host, all India level examination, and these officers will be in Group A service of the country. Ambitious scheme of central government Mahatma Gandhi National Rural Employment Guarantee Act, its feedback reaching to the government is not encouraging as it’s benefit are not reaching to the poor people of the country for whom this scheme was started. That is why Central Government is enthusiastic to recruit these new cadres which will look not only effectively into the government’s plan to reach its beneficiaries across country but also stop misuse of funds.

    Across country incidence of thugs keep on becoming highlights in the media, it appears that the way they make fool and robbed innocent peoples it is the biggest fraud and hence equivalent of this magnitude fraud will never occurred in future, but crooked mind keep on playing and coming up with new style and spoofing not only general pubic but also not sparing hi fi section of society whom we put in the category of intelligent and educated, it is ridiculous to read, watch and listen, how they trap others in there net with mesmerising offers and elope without coming under the teeth of law. Recently stories of thugs which become attraction points in the media, they are below coded –
  • To make money double in very few days and after distributing mature amount to some persons, just to win the faith of peoples, then vanish along with collected amount.
  • Committee ( group created by local individuals, deposited money to a person every month) then awarded the amount to a person whose name comes from draw of lot, but often it has found that money collector disappear with money and left other person helpless and cheated.
  • Cleaning the gold free of cost, crooked roam in the streets, but in reality they chemically during cleaning process taken off gold from ornaments in front of the eyes of the owner without they notice it that they were cheated by him.
  • Because of crisis’ in the family, person (in real he is thug) has left no option but to sell the precious metal (gold) of ladies at throw away price and then show some part of ornament to have check it from their goldsmith if it genuine and if they found it original and satisfy then can collect it from his home place which is situated in other state and struck the deal at half the market price of gold, but at the time of delivery of gold crooked mind hand over gold polish ornaments and spoof them.
  • Giving new electronics products one tenth of market price after the period of one week because as per there words supply from their head office it takes maximum one week time as they place their requirement only as per order, but customers have to deposit money in advance and despite this it attracts locals as in the beginning for one month period or so they pass on the goods to some customers just to gain confidence of public and once they become believable and get huge money deposited then no body found at rented premises.
above coded are frauds it happen in recent times in different parts of the country but recently a story covered by a electronic channel reveal that its not that naïve public trapped in such lucrative offers but educated person are not escape from becoming spoof. Below is story of Devdass-
  • Mr. Devdass Reddy, sixty years old, resident of Chennai, illiterate, sold one hundred and sixty acres of sea to Indian Oil Corporation whom he claim it is his property at the cost of whopping 260 million rupees. The full story goes like this he prepared documents with nexus of revenue officers and become owner of one hundred and sixty acres of sea. Then he struck deal with Indian Oil Corporation but instead of verifying the documents, concerned officer hand over the money which was 260 million rupees, and later on it was found that Indian Oil Corporation was spoof by Devdass when Indian Oil Corporation scrutnise in depth. Devdass was held by police department only after passing of two years period since Indian Oil Corporation lodge complaint against Devdass. As per belief of Police authorities Devdass has back of powerful persons which will unmask only after investigation completed. One thing here is worth mentioning that he spoof only educated persons or corporation.
It is the liabilities and responsibilities of the person instead of straight way accepting the words of other party to check the black and white at his/her level then go in for final deal other wise in today’s time more then seventy five percent chances are that he/she will be cheated and then later on repent of deed its not wise.

Floods in India


     Last year Government of India declared draught in lot of parts of the country because of shortfall of rain in the monsoon season and scientists blame to global warming. This year during rainy season people of the country was scared because of last year’s horrifying impact of deficit of rain are visible all around them and which are still biting them, hence they have their fingers cross in spite of Metrology department of India declared that this year country will have normal rainfall during monsoon season. Until the month of July rainfall stats was not good and rain deficit was in double digit in almost every part of the country plus temperature touches all time high in northern part of country for first time, these factor increase the heartbeat of countrymen for second year in row of draught like situation.
     In the beginning of August month every part of the country starts getting spell of rain not scattered or few rain drops but with every passing day rainfall starts creating condition of floods as major rivers of the country starts flowing almost there danger levels and states like Punjab, Haryana, U.P., New Delhi, Assam and Arunachal Pradesh residents badly effected by the massive rainfall.
    On 11th September, 2010 water level of Yamuna river reaches one meter above the danger mark, which means low line areas of capital submerge into water and more rain will make the condition worsen in that areas. Heavy rainfall in Punjab and Haryana turns the states into flood affected as lot of rivers breaches the mark of danger thus Haryana has no option but to release the water, which means it will also go to Delhi and as per words of chief minister of New Delhi Sheila Dikshit Haryana has release nine lakhs cusec water in just last three days it is creating problem for Delhi’s low line areas as they submerge into water. As per reports water level of Yamuna river has touches 206.17 meters level and it is just one meter short of 1978 floods of Delhi which badly effected Delhi and as Haryana is releasing water from Hathnikund Bairaj and it is directly going to create problem for Delhi residents when it will reach Delhi, plus Met department has announced heavy rain from Monday onwards till Wednesday then combine of both can prove worse for Delhi, but on other hand along with it there is good news that water starts receding despite water of Delhi goes to Yamuna and as it flowing above danger level thus authorities has closed the drainage system, and it is reducing. Reports of worst effected areas of the country’s by rain till 11th September, 2010 are –

although authorities are issuing press releases that situation is under control people should not be panic and even from effected areas where water has submerge the low lines areas authorities have evacuated peoples. Coming days if pass without rain then water will reduce and normal life will begin but if effected areas of the country will get rain in next three days as per Metrology department announcement then it can create havoc in the affected areas.

Government & Supreme Court of India

Democracy has four pillars –
  • Judiciary
  • Legislature
  • Executive
  • Press
     but from past few years Indian Democracy’s two pillars are working not with its full strength and liabilities hence from time to time keep on getting alert from other pillars but sometime they take it as embarrassment and rebut back. Government of India procure food grains from market but due to lack of efficient storing facilities at warehouses’ the news keep on coming of rot of precious food items in multi metric thousand tons every years courtesy Right to information (RTI) act, horrifying side of this tragic story is that in the country people are dying due to hunger in some parts of country and rot food items are such in quantity that it can feed millions of people two times throughout year, but government instead of taking care of there citizen and distributing food items at discount or free among poor section of society, let procure food grain (wheat, rice) rot in the godown which resultant not suitable for any lives to consume. It is really shame for country like India despite having buffer stock of food items let its citizen die because of hunger, so intellectual or patriotic or vigilant take the help of law to flog on to sleeping, negligent governing bodies. Announcing its verdict on to the petition Supreme Court of India order Central government that single piece of grain in the country should not be rotten in the warehouses’ of government and if they have lack of facilities then it should be distributed among poor people for free. Union Minister of Food and Agriculture Mr. Sharad Pawar after verdict came from Supreme Court of India release press statement that Apex court only pass on suggestion not order to pass on wheat among poor people. Very next day reacting on to the statement Supreme Court of India lashes on to Food and Agriculture minister and said it has not request or suggest to Government of India but pass on directive to distribute food among poor section of society in place of rotting in the warehouses’.
      After next day Government of India held meeting of Empowered Group of Ministers (EGoM) to take decision on to the order of Supreme Court of India of distributing wheatamong poor people. Later on after meeting was over a press release issue by government that it will distribute 25 lakh metric tons of wheat     among poor people not free but at lesser price, but Prime Minster of India Doctor Manmohan Singh said that judiciary should avoid to interfere in the government domain and we can’t distribute free grain to countrymen.
      People of this country are surprise on to the statement of Prime Minister of India, because he is considered one of the most sensitive, intelligent, honest and sincere leader country has right now, and if Supreme Court of India order the government considering the failure of it on to the wastage of food grain, then government should take it alert and advise to it instead considering it as harsh, more over orders had not come if government would have taken proper care of its precious assets.

Bihar Assembly Election

    Election Commission declared dates for Bihar Assembly, Election will be held in the state in six phases’ which are spread almost for the period of one month, Bihar assembly has total 243 seats and the dates for all the six phases’ are-
  • 1st phase ( 47 assembly seats) – 21st October,2010
  • 2nd phase (45 assembly seats) – 24th October,2010
  • 3rd phase (48 assembly seats) – 28th October, 2010
  • 4rth phase (42 assembly seats) – 1st November,2010
  • 5th phase ( 35 assembly seats) - 9th November,2010
  • 6th phase( 26 assembly seats) - 20th November, 2010
over 5,50,88,402 electors were eligible to exercise their franchise through 56,943 polling stations. The model code of conduct comes into effect immediately and would apply to all candidates, political parties, the Union and the State governments. The notification for the first phase would be issued on September 27 and that for the sixth phase on October 27. The election process would end by November 26 and the term of the present Assembly would expire on November 27. Thirty-eight Bihar assembly seats were reserved for the Scheduled Castes and two for the Scheduled Tribes. Over 89 per cent of the Bihar voters were covered in the photo electoral rolls and 82.65 per cent issued Electoral Photo Identity Cards.
   Right now state is rule by the Janta Dal (U) and Bhartiya Janta Party alliance. Bihar state has five political parties and two alliances and one alliance or party will form next government in Bihar State and they are –

  • Rashtriya Janta Dal
  • Lokjanshakti Party
  • Indian National Congress
and Janta Dal (U) & Bhartiya Janta Party and Rashtriya Janta Dal & Lokjanshakti party will go into election as alliance partner. As per reports this time election is going to give slightly upper hand to Natish Kumar chief minister of state for other parties because his foray of development in the state has mesmerise the public(voter) of the state and during his term in the office lot of development took place plus improvement at administrative level satisfy the general public , like –
  • Law and order situation improve significantly
  • Lot of work done for the development of rural areas of state, condition of roads are now much better
  • Electricity supply in the state improved
  • Economical growth in the state has shown positive results
General public if it get good infrastructure and basic facilities with ease like electricity, roads and law and order during any rule then party is bound to get next term in office also, opposition parties of the state will try to woo the voters with populist announcements but it wont help them to turn the table and get magic figure to form the government, no doubt it will be interesting to note what is the final tally?

Festival of Salaries and Perks Hike


    Monsoon session of parliament inflate the pockets of members with hefty rise in their salaries and perks but along with this it was sure that soon state assemblies will also follow trend of amending salaries and perks hike reagrdlessly without considering the economical condition of there states exchequer whether it can bear avoidable financial burden or not, within the period of just fortnight three state assembly's revise salaries and perks of their members and they are –
  • Maharashtra State Assembly
  • Haryana State Assembly
  • Punjab State Assembly
the biggest shocking part of salaries and perks hike saga is that general public is vocal against rising price of essential commodities and inflation from almost more then year and government is giving false assurances to countrymen that it is in process to control price rise but on ground its not appearing that it has any stringent plan or initiatives to reduce the heat of roaring demon of inflation instead it was going to south end further with every passing day, but at the same time government not forget to take care of its employees by increasing dearness allowances or incentives. Below are details of amendment of salaries and perks hike of three state assemblies –
Punjab State
  • Chief Minster Salary increase from 30,000 rupees to 50,000 rupees
  • Cabinet Minster Salary from present rupees 15,000 to rupees 30,000
  • Legislative Members 4,000 rupees to 10,000 rupees
  • Constituency allowance 8,000 rupees to 15,000 rupees
  • Sundry Allowances from 2,000 rupees to 3,000 rupees
  • Daily Allowance from 5,00 rupees to 1,000 rupees
plus other allowances get hefty jump like telephone allowances, travel allowances.
  • Pension revise from 5,000 rupees to 7,500 rupees and other then this they are also entitle for dearness allowances separately.
Haryana State -
  • Members will get salary of rupees 10,000 per month
  • Constituency allowances 15,000 rupees to 20,000 rupees
  • Office allowances from 2,500 rupees to 5,000 rupees
  • Guest allowances 3,000 to 5,000 rupees
  • Daily allowances from 1,000 to 1,500 rupees
  • Traveling allowances 12 kilometers to 15 kilometers
so after this amendments comes into force then members will get allowances from present 35,500 rupees per month to 55,000 rupees per month, pension increase from 5,000 rupees to 7,500 rupees plus dearness allowance.
Maharashtra State
The total monthly salary and perks for a legislator, which now comes to rupees 44,500, should be raised to rupees 71,500. The Bill to approve the hike will be placed in the state legislature’s winter session in Nagpur. A pay hike has been a long standing demand of state legislators. While the panel has said the basic salary and other allowances, barring the stationery allowance, should go up by rupees 2,000 each, it has asked the state to clear rupees 21,000 hike in constituency allowance, thus taking it from rupees 25,000 to rupees 46,000.
Basic Salaries of some state assembly’s members are –
  • Gujarat rupees 21,000
  • Delhi rupees 90,000
  • Karnataka rupees 12,000
  • Assam’s legislators basic pay which is recently increased from rupees 12,000 to rupees 40,000.
Being representative of public and state they should first consider the economical condition of exchequer and public reaction before inflating there pockets as they themselves are entitle for amendment of their salaries and perks hike.

Lok Sabha Chairperson Active?

      First time in the history of Indian parliament (Lok Sabha) a woman elected as Speaker of the 15th Lok Sabha and she (Meera Kumar) is the daughter of well known politician Late Babu Jagjiwan Ram, but no body was impress that she will be able to deliver justice to her appointment as chairperson of Lok Sabha because from past few years it has seen quite often that opposition parties opted walk out and disrupt the house proceedings and even sometime create undemocratic scene which vow the head of general public in shame as proceeding of the house now telecast live. To control aggressive members of the house it needed speaker with some will power and character which have support of every single member of the house. So as time of the 15th Lok Sabha will pass it will unfold efficiency of Meera Kumar.
      Just concluded monsoon session of the parliament, this session was not exception from its previous one as opposition party’s members disrupt the house proceedings on different issues’, which resultant loss of total six working days of the Lok Sabha and even first week of the monsoon session was passed without any work as opposition parties want discussion on price rise under a rule which entails voting but government want debate in the house under rule 193, the reason that government avoiding cut motion debate was that it has not majority in the upper house which can become big problem for government and it even could fall government also, so the whole week passed without any work. As per calculation one hour of house proceeding cost the nation rupees 1.4 million. So stern action, decision and initiative required to avoid house from walk out, disruption of house proceeding. As per news speaker of the Lok Sabha Meera Kumar was sadden with the loss of six working days of the house during monsoon session ,she was considering how to get rid from this problem and if she get any way through negotiations then it wont hurt any party members and will be acceptable to everybody.
     Considering coming days of festival she opted to host dinner and invited members from different states including Bihar and Andhra Pradesh at her residence plus host Iftaar party. She also invited present and former Speaker of the house and total seven numbers of speakers were present in the party and the name included like Mr. Somnath Chaterjee, Mr. P.A. Sangma and Mr. Shivraj Patil.As per words of sources close to her she is working in the direction to interact with members directly so that precious time of house proceedings can be saved from wastage and without work and working environment of the house can be improve, but outcome of her efforts not yield any positive results and may be if she will keep on considering new ways in future also then she will be successful, but as per her nature she never miss any chance or opportunity to be personnel with members of the house and at the time of illness of the spouse she call them, get information and send bouquet to them. It all express that she try to be near with every members personally. All it points that she is not bias towards any party or members.
     Members of opposition parties often use walk out tool to register their protest but it cost heavily to the country as mentioned above it cost 1.4 million rupees per hour, so to avoid wastage of money because of not working in the house concerned authority should keep on looking new ways.

Boon or Bane : 498 A

     Indian lawmakers consider woman as vulnerable and to protect her from violent approach by her husband and her in laws have given power to them with section 498 A. In simple words if woman files complaints under section 498 A, then it is such a harsh section that husband and his family not allowed to put there side of story in front of authorities but entitle to put behind the bars. Under this section complaints files as per sources more then sixty percent are fake and girl is responsible for problems in her married life but taking the clutches of law blame her in laws that they are demanding money or some stuff from her parents , but in reality she force her husband to separate from his parents, not support his family financially, ignore the family crises’, support and stand for her family instead are some of the common factors which become cause of rift in there relationship and ultimately girl file complaint against her husband or her in laws under section 498 A. It has seen in some cases girl put pressure on her husband and in laws of her family influences thus they have to bend seeing the situation otherwise not only her husband but his whole family will have to face the heat of 498 A. So watching and considering the facts and misuse of 498 A section Supreme Court of India pass on directive to Government of India to amend the anti dowry law which is totally girl supportive and result of it girl are getting unfair advantages and result of it society which is becoming day by day unbalance courtesy section 498 A. Stories and cases are countless and its victims are scoreless husbands and their families who have no option but to live and tolerate the atrocity of girl and her family. Below are some of examples of bane for husband and his family but boon for girls because of 498 A -
  • A boy of Kapurthala district of Punjab married to a girl, but when he spent twenty four hours with girl he found that girl is not mentally sound and her behaviour is awkward lot of time during twenty four hours then he immediately raise this issue with his in laws and he was shocked when he get answer of his in laws that their girl was perfect mentally and physically but don’t know how you and your family spent one day that she is not mentally healthy as per your words, its husband responsibility to take care of his wife, now boy don’t know the solution of his problem , with whom he should meet to get rid on to his problem as neither he can spend normal life with his wife nor he file case of divorce as then he has to face his in laws who already blame him and his family for ill health of girl and they are even threatening him of 498 A section against him which resulted girl become ill only one day of relation.
  • Another Boy of Ambala district of Haryana married, but before marriage he had not seen or met the girl but he explained to the girl’s brothers of his physical problem of one leg movement whom he can’t move like a normal person otherwise he was alright. Girls brother responded that they mesmerize with the straight forwardness of the boy but said to boy don’t talk of this with their other family members. Then marriage was solemanise but after marriage girl behaviour was as if she doesn’t want to live in her in law house and for two months time she tried everything to provoke boy and his family and spent more time in her house then her husband house. When boy contacted with her brother in law they warn of 498 A, and said their sister was harass at his house by his family members thus step ahead to settle the case after taking huge money from him.
Hopefully with the directive of Supreme Court of India to amend weapon given to girls with sharp teeth of 498 A which always misuse by girl and her family, in near future soon it will blunt and it will help husbands and their families not to succumb to the pressure and compromise with the situation, more over it become liabilities and responsibilities of the boy and his family to enquire fully about girl before marriage and after satisfaction then go ahead with marriage other wise they are inviting unending problems in their lives.

Excuses: A Blame Game

    In the era of stiff competition sports persons, Companies, Government pass on buck of failure, inefficiencies and problems to others, as there is saying, “Success has lot of fathers but failure is orphan, so if mileage / achievements belongs to them then failure is also their kid, but in India Cricketers, Politicians, Companies and Film fraternity at the time of failure pass on blame to others. Below are examples in which instead of taking responsibilities of failure, they blame others –
  • India is cricket crazy country and its every version of game whether it is Test match, One day International or T20 watched by almost every age groups and by both gender male and female; every tournament get sponsors easily, companies happily appoints brand ambassador to the cricketers; all this put additional burden on to cricketers to perform consistently, but they always not in their good form and whenever any cricketer enters in the bad phase/bad form/bad patch then he either look for excuses’ or take rest even from important tournaments or declared himself injured, just recently Indian cricket team was in Zimbabwe to play tri series and third team was Sri Lanka and before this tri series India perform badly in T20 world cup thus senior players opt for rest or declared injured, experts were believing that India will play against Sri Lanka in the final as Zimbabwe had very poor records in ODI ,but Zimbabwe beat two times India thus India was out of the tournament and excuse made because of absence of senior players India not perform well. Now India is in Sri Lanka and tri series is under progress, before tri series India played three test match series against Sri Lanka and full strength India lost first test match despite lot of time waste due to rain, and second test draw, third and final test despite upper hand on fourth day last two batsman of Sri Lanka manage to drag the team score to 256 and it was appearing that Indian is going to lost third test also as they were at close 59 for the lose of three wickets but on fifth day some good play by VVS Laxman India won the match and team captain praise the team. Then started ODI tri series and despite second team of New Zealand India lost which was fourth biggest defeat of India as far run difference is concern. Now Captain and players are vocal of too much cricket which effecting there performance.
  • Punjab State is reeling under severe power shortage, and Powercom in the newspapers giving statement that there is no power cuts in the states as they have arrange power during summer season and if there is power cut then it is just for technical ground to repair, and next day in press declare due to increase in temperature demand shoot thus they are applying power cuts, and declared new and extended days of week off on to industry, but the day some rainfall in the state then they announce of end of power cuts on to every categories of consumers. N.R.I. Dupe

    Indians are very hard working by nature and whenever they got chance they prove it on many occasions. They become successful not only in there homeland but also flutter the flag of success in other countries, whether they were there as immigrant or citizen or on work permit, but despite becoming successful and earning money they never forget respect, opportunities and love for there country and try to comes to there roots by investing money or taking share in existing business or starting new plants. During the process of inception of project they are harass by different authorities which make them frustrated and sometimes they are exploited physically and financially, thus it make them hopeless to get justice, so Indian Government or State Governments should provide them single window clearance, from where they get each and every facilities, so that they avoid to visit one office to another for getting clearances or N.O.C.s’ this way they can be saved from the trap of corruption and bribery. Recently N.R.I. from England comes to India to invest but he had such a bad and bitter experience that he left hope of getting justice but with the initiatives of rural S.S.P. of Jalandhar Mr. Ashish Chaudary he got justice. The sad and shocking story of N.R.I, as per media news, goes like this –
  • Mr. Harbajan Singh Chopra, eighty years old, successful garment businessman of Birmingham, England comes to India for investing money in India, he chooses to start business in India from hotel industry, and opt for Clormount hotel which is located at Gurgaon Mehroli road with investment of Rupees 1.5 billion, but by investing money he invites unending problems for several months as he comes in the eyes of land mafia, they on the point of arms get his signature on 777million cheques, before he understand and comes out from the unexpected shock and take any action against it, police parties of Delhi, Goa and Utter Pradesh on the tip of land mafia harass him, He after becoming victim of land mafia and different states police left the hope to get justice, but a complaint lodge by land mafia against him to harass him, the complaints reaches to the S.S.P Rural of Jalandhar division Mr. Ashish Chaudary and Chopra’s miseries comes to an end and he got justice. As per words of Mr. Harbajan Singh Chopra, after he hand over the cheques to the land mafia of 770 million Utter Pradesh police lift him, and he was torture by police and they kept him in there illegal custody for almost eight weeks, and from there he was hand over to the police party of Goa and later on he spent time behind the bars in Ghaziabad and Muradabaad police stations for some months, he also adds that even police was not sure about the people who had lodge complaints against him, and later on complaint filed in rural Jalandhar police station ; where taking into consideration of all the black and white Mr. Chaudary S.S.P. comes on to the true conclusion. Mr. Chopra appeals to the Indian government that land mafia and tainted police officers should be punish as his family which is right now in England were scared because of atrocity on to him for several months and they and his friend circle had left the thought to invest in India, which is not good for the country as they had plan to invest in the country with hefty money and now in near future it is not possible they will invest in India after watching and hearing what happen to me without any fault of mine as I was in India just to invest money.
It is really a tragedy that such an inhumane incidence happened with a person who was in his homeland India just to invest but will return with horrify and unforgettable time of his life, without his fault he had gone for physically and financially exploitation. So Government should take action against the tainted government officers and land mafia so that in future other may not become victim of them plus make sure to help NRI’s who come to India with investment plans.

Right to Education

     Government of India was considering seriously to make it mandatory for kids of 6 to 14 years age group to have education, but to implement successfully it has lot of obstacles on its way like in some states because of poverty parents want their kids become source of income instead of going to school plus they are not in position to support them financially as they are leading very tough life. Under Right to education act government has taken care of major obstacles which can become reason of failure by taking care of financial side of this act which stops kids of poor family to come to school and have erect fund to support weaker section of society. By making mandatory it will help children of weaker section to move in society proudly independently as life is very tough for illiterate persons in today environment, and basic education can help anybody to do formalities required at almost every occasions like in banks, writing and reading letters, post office and filling forms; as in some cases’ agents are available but they often exploit illiterate persons because they are unaware but agent is doing.
      Children of age group of 6 to 14 are now comes under the right to education act and for them education is there fundamental right and to fulfill it government will support them. Union Human Resource Development (HRD) Minister Mr. Kapil Sibal initiatives succeed to give education to every kid of country up to 6 to 14 years old, but while replying to question in parliament just recently he accepted that in the country there is shortage of 1.2 million teachers to give education under the RTE law, that is not the only weak link in the RTE act but even teacher training institutes in some places of country are not best in condition even some have existence only in papers. As per report submitted to HRD ministry by National Council of Educational Reserach and Training (NCERT) in which it reveal that states like Madya Pradesh, Bihar and Maharashtra scores of training institutes have found which are lack of basic facilities and lot of are running only on papers. After receiving complaints which were not up to standard and directive of NCERT, from October 2009 to May 2010 probe were conducted by visiting the different training institutes spread across country. After investigation senior officer of NCERT said that after visiting such training institutes it was found that scores have not basic facilities and some have only fifty percent of basic facilities.
             So as from this year 1st April RTE come into force and government need to end its weaker links like –
  • Shortage of Teachers immediately fulfilled
  • Teacher training institutes should comply NCERT norms
  • Bogus Teacher institutes immediately bar to run
With the initiative of HRD ministry no kid in the country under the age group of 6 to 14 will left illiterate reagrdlessly they belong to affluent family or weaker section of society, and this way can help there family with better way and thus can prove better citizen.

Do They Deserve Salaries & Perks Hike?


    Members of both the houses were confident that current session of parliament will inflate their pockets once bill present in the house of salaries and perks hike of Members of Parliaments, but because of some reasons cabinet defer the bill and as the news came of delaying of bill, members next day disrupt the house proceedings and demand for Salary hike bill to be table in the house, then finance minister gave assurance to the members that it will present in the house during current session. Next day bill presented in the house which was pass without any debate and objection from any party whether it was ruling or opposition barring left, even after more then three fold jumps in the salary and almost double the perks members were not satisfied and want salaries increase to 80,001 rupees which is rupees one more from Secretary. Till date seven times bill was presented in the house of salaries or perks hike of members and they are -
  • First loksabha members salary was – 400 rupees
  • During 1964 it was revised to 500 rupees
  • In 1983 it was increased to 750 rupees
  • In the year 2006 it raised to 16000 rupees
Perks revised-
  • 1954 daily allowance was 21 rupees
  • 2006 it revised to 1000 rupees
Pension revise-
  • 1978 it was rupees 300
  • 2006 it amended to 8000 rupees
Recently after revision members of both the houses’ are entitle for below coded salaries and perks-
  • Salary – Rupees 50,000 from present 16000 rupees
  • Office Allowance – from present rupees 20000 to rupees 45000
  • Constituency allowances – rupees 20000 to rupees 45000
  • Daily Allowances – rupees 1000 to rupees 2000 attending parliament
  • Pension- rupees 8000 to rupees 20000
  • Free Air Travel – 34 in a year
  • Railways 1st class A.C .traveling – unlimited along with one other person
  • Interest free loan for car – from one lakh present it increases to 4 lakhs
  • Road mileage per kilometer – 13 rupees it increases to 16 rupees
  • Rent free house in posh area of new Delhi
  • along with above coded they get benefits on telephone calls, and electricity units.
      Despite all these facilities and benefits members were still not happy and demanding pay hike to rupees 80001, but it will be shock that number of working days reduce from 124 days in fifties decade to 81 days in nineties decade which is 34 percent but they never demand for increase in working days and that’s not all even they disrupt the house proceedings, stage walk out, absent from the house, skip for question hours which mean there presence in the house are far less then mentioned above days. It is worth mentioning here that cost of running house proceedings is 1.4 million rupees per hour.
     In the world there is nobody entitle for revision of their salary and perks hikes except Indian parliamentarians. It is high time that members should be strip off from the power of salary and perks hikes and autonomous body should be constitute which should look into the salary and perks of members and members should be entitle for jumps in salary and perks on to their performance like presence in house, else general public will keep on getting intolerable flame from M.P.s of inflating their pockets as per their desire as this is not happen first time and also this is not happen for last time.
