Nod To Passport Service Centers


    Right now Punjab State is divided into three zones as per area wise to apply and get passport by residents of Punjab, and for this formality required by applicants to submit application is either through agent along with required documents and almost double fees charged by passport department which include his commission and then wait for next level formalities from passport office and sometimes objections by passport department has to be deal by applicants itself or submit application by visiting passport office along with required documents and duly filled application form plus actual fees but for this applicant need one whole day considering the traveling time, office timings, rush, although time to time passport office use to hold public meetings in the areas that comes under there office to give public services’ on the spot relating to passport but frequencies of these meetings in any areas it takes time of year or more. It is good news for the peoples of Punjab that Ministry of External Affairs has given its nod for four Passport Service Centers, it will help people to visit service centers and do the formalities at service centers itself and beauty of these service centers will be whole procedure will be based on electronics techniques, it will help department to release passport to the public fast, plus it will also help department to get rid on to the problem of people getting second time passport.
     Ministry of External Affairs has given nod to open four passport service centers in Punjab, and hopefully will be operational from August this year, although service centers at Chandigarh are already starts its working, selected places of service centers are –
  1. Jalandhar – Guru Nanak Mission Chownk
  2. Jalandhar – Nakodar Chownk, near Aman Plaza toll
  3. Hoshiarpur – Arora Galaxy Tower
  4. Amritsar
  • How these centers will work?
  • Answer of this question is that applicant can submit new application or renewal of his/her passport, it will be fully online service, and people will ask online to do the formalities by visiting service centers, at these centers facilities of getting fingers prints and picture of eyes of applicants will be install just to take control of problem of anyone applying for second passport, service centers will get police verification through email, after getting police verification reports detail will be forward to the regional passport office by service centers, then last and final formality of preparing passport and dispatching it to the applicant address will be make by passport office. Service centers will be jointly operated by TCS employees and government department employees.
Hopefully based on the words of Regional Passport officer, Jalandhar Mr. Parneet Singh that probably Passport service centers will start working from August month onwards at four places’ in Punjab, it will help public to submit there passport application personally at service centers and will get passport very fast compare to present time, as every formalities will be execute through electronically, so it will help to zero the mistakes, applicants wont be able to get another passport and also end the problem of tampering passport.

Last Year of Alliance Rule in Punjab

As Punjab’s Akali BJP alliance enters in the last year of their rule, and early next year state legislative assembly’s election is due, so this year state’s alliance government will do all the efforts to woo the public in its favour and avoid to take any harsh, anti public initiatives/policies which can put effect on to the result of assembly’s election. Simply one can say that this year will be populist year as far state government policies are concern and it will try to satisfy every section of society whether it is teacher, government employees, electricity, inflation or any issue which keep on simmer among state residents but ignored by state government, so if Akali BJP alliance wants to come to power again then they have to get rid on to below coded issues’ on priority basis –
  • Teachers- Although teacher profession is treated as one of the highly respected profession because they are who enlighten blank minds with knowledge and put them on to the track where individual can prosperous in his/her life with hard work and ambition but unfortunately they themselves are living in dark even lack of basic facilities and for there basic rights they get down on roads often, from past two years now different teacher unions was very much in news because of there agitations against the state government like-
         Computer Teachers Unions
         Unemployed Teachers Unions
        Primary School Teachers Unions
        B.Ed Teachers Unions
       Government Teachers Unions
they keep on doing there agitations against state government but instead of getting any positive response from state government pictures published in the newspaper teachers being beaten by the authorities thus it keep on angry teachers unions against state government , now as they know in the election year they can get some favour from state government as ruling alliance wont do any aggressive
approach, so they can hope to get relief from government.
  • Doctors – State government has hire the services of Doctors on contract basis and they are recruited in different villages to provide basic medical facilities to the public in the villages, but in the past they demanded for permanent appointment and other benefits from the state government but there demands were not listened by state government authorities with any assurance thus they force to end there agitation without any ray of hope, but now if they convince state government officials about there demands then they likely to get additional benefits.
  • Electricity – Punjab state is going through the worst phase of electricity crises’ and state government assuring public that they will make Punjab state as surplus of power and efforts from state government are under way at different places in Punjab state as government is erecting power plants thus it is matter of time now, but right now at ground level power crises’ are so much severe that despite in the summer season other then from its sources state government is getting power from other states on banking system, still it was not able to meet the demands of power and spending time through load shedding, that’s not all and in the winter season state government has to return power to the states from where it has get power in the summer season thus again power cuts impose on the state and people are spending time throughout year under power cuts ,yes period very in season to season, so public waiting for coming years in hope of surplus and free of load shedding time.
  • Inflation- One of the biggest demon which spilling intolerable fires with all cylinder is inflation and time gone by of almost one and half year public keep on grinding in the wheels of inflation without any respite and one after another essential commodities has make public vocal against ruling alliance, but shockingly BJP is blaming inflation as failure of Central Government wrong policies and time to time gets on roads to demonstrates against the Central Government, which is ridiculous as in the state it’s the liabilities of ruling party and if they find it any wrong policies of Central Government then they can reduce the taxes and give relief to the public.
So for everything above coded if state government wants to take action then they need money, but if one has to believe on to the reports then state government has given nod for development project in one of the big districts of Punjab through land assets of government by mortgaging it, then how government will face extra financial burden on to all the problem it is facing, so it will be interesting to visualise state government steps during last year of there governance.

Service Act 2011 in Back Burner?


      Mr. Nitish Kumar, Chief Minster of Bihar has done lost of impressive work in his state, hence become motivation to other states of the country and even to Central Government as few states and central government has follow his footprints in some of there works after modification. Punjab State Government has cleared the Service Act 2011 Bill in the Punjab Assembly, but its becoming buzz among peoples of the state as it is creating the atmosphere of frustration among aspirants youth to join government departments, due to score of proposals which are anti government employees, like-
  • Now new government recruitment will get only basic salary
  • They will not be entitle for bonus or perks like permanent government employees for the period of three years from there appointment
  • Hence there service during three years phase will be temporary in nature
  • Still its not guarantee that there status will be turns into permanent after completion of three years period, even they are bound that his/her service will be terminated if any complaints lodge against them
  • Maternal and other leave of women cuts drastically
  • This act appears and promotes contract system by state government
It will encourage youth of the state to make distance from state government jobs as they will get only basic salary nothing else, along with it sword hanging on to there head of termination and after period of three years its not sure that they will become permanent government employees, so considering the above mentioned possibilities its appeared that state government has put this bill into back burner for the time being draft was sent to get the legal opinion and they get back from the forwarded with remarks that it is better to get the view of the concerned departments where it is going to implement, and concerned state government departments response is till date pending except one department which responded and categorically coded that they are already facing problem of shortage of employees, in this scenario its not possible and recommended to go ahead with this bill, moreover Right To Information Act and Service Act 2011 together will make employees to work in tough environment, thus they will come under tremendous physical and mental pressure and its not good by any mean. As per information it will take six months period, due to its journey to Chief Minister, Cabinet and Governor for there nods on to bill. Government employees recruited after 5th April,2011 are entitle for basic Salary only, they wont get any allowances even dearness allowance which is not possible for anybody to work, its impact is visible as one employee working at Punjab Secretariat has forward his resignation and other from Public Relation department’s information officer tender his resignation due to there recruitment was after 5th April,2011 and they were entitled for basic salary of 10,000 rupees instead of 35,000 to 40,000 rupees per month. State Government had received proposal from different government departments of state requirement of thirty thousand employees but state government was able to recruit only eight thousand employees that is also on less salary packages’.
    Claims of Deputy Chief Minister of state that financial status of government is much more improve, but there recent action is pointing there claims have no grounds when time comes to recruit fresh government employees in the scenario of inflation with only basic pay scale without any allowances, are not rosy for young government job seekers in the state.

Fraudulent Minds


       In the country news of frauds from civil domain often becomes highlights but it’s very rare that frauds on to the name of Para military force happened in the country, just recently case registered against Kulbhushan Khosla, Kamlesh Khosla, Anita Salaria and Sarpanch Dalbir Singh. These were accused by local residents that not only they have collected from them huge money plus also hand over to there children fake appointment letter of Central Reserve Police Force(CRPF), while taking action on to the complaints of villagers police arrested Anita Salaria, who is former secretary of congress party’s Gurdaspur unit.
      Gang of four members were active in and around Dorangla area of Gurdaspur district, and they were racketeering innocent people of the area on to the name of recruitment in the CRPF and collecting money from them but in return handing over fake appointment letters. Modus operandi of the gang was that Anita Salaria, who was former secretary of congress party from Gurdaspur district and have contacts with high level leaders of party, taking advantage of it she convince local villagers to send there children to join the Para military force, in this process she was supported by Sarpanch also, so that she can easily motivate them in her motto, it was operated by Kulbhushan Khosla, retired Deputy Commandant of CRPF, and also responsible for the interview of the aspirant candidates. Explaining further about there strategy complainants told that completing all the formalities in this regard then they had issued fake appointment letters to the candidates because when they made contact with the office of CRPF they get information that these appointment letters are fake, victim families of this fraud met the Police Commissioner of the area and had given in writing all the information and after probe demand to arrest the accused persons, complaint was filed by the local villagers in the month of December last year. While taking action on to the complaints of the villagers Police Commissioner ordered DSP Garib Das to probe the matter. After long period of investigation it was proved that accused misguided peoples and skullduggery of lakhs of rupees from them and as per Mr. Das amount stands to 1.8 million rupees only from villages comes under the Dorangla. Police party was able to arrest one of the accuse Anita Salaria, when they get secret information that she come to the Dorangla to threat complainants and if police party seal the area then they can nab her, and when she was waiting for bus at bus stand police party arrested her and then she was presented in the court, court sent her to jail till 27th April,2011. As per local peoples this gang is not only active here but chances are they had there activities in the Himachal Pradesh state also, as peoples had registered there complaints against them but police never took action against them. To give justice to the innocent peoples and recovered money from them, it is the responsibilities of the police department and these fraudsters should be handled severely so that in future nobody can dare to cheat innocent people on to the name of recruitment in defence force.

Law To Save Wastage Of Grain?


      As per estimates India has one fourth of world’s poor & hungry population and 218 million people’s of the country are victim of malnutrition; rotten of grain in government warehouses’ are quite common practice on yearly basis and it is around thirty eight percent grain that is rot in the government go downs every year, insult to injury is that India import every year grain from other country. The way grain stored in the government go downs if it properly store then not only crises relating to grain will over but then there will be no need to import grain from other country instead it can be export, but Union Food and Consumer Affairs Minister of country Professor K V Thomas has some other plans to get rid on to the problem of wastage of grain in the country and announced his ministry is considering to aware peoples to make one dish in the public gatherings or marriage ceremonies, as our motto is to save wastage of grain and on these ceremonies wastage of grain is reported almost around twenty percent, which is matter of concern for his ministry and challenge to get rid on to this problem.
       It is ridiculous that country is producing in such a large amount of grain that it can be use by whole country for the period of more then year easily, but negligence in the storing facilities at government ware houses’, resulting wastage of one third of grains production as few spells of rain are enough to rot the stored grain, score of time question raises in the country that if government has problem of storing grain in right way then why not it distributed among needy peoples of the country as score of countrymen have not quality food access of two times full tummy, its answer was based on the trading terms that it will result in slump phase in grain trade, but along with it there is another story that is India import grain from other countries every year, instead of taking care of its system Food and Consumer Affairs Minister is thinking to make aware people of the country and if it won’t work then they can make law also of one dish in marriage ceremonies and at social gatherings, it is on the pattern of Pakistan where it is law. Around twenty percent grain wastages’ are cause of concern to his ministry, so they are thinking to make set up in the country that will help to get rid on to the problem. This was topic of discussion in one of his ministry recently held meeting which was held last week, and when asked by present media’s representatives that if his ministry has any intention to make it law of one dish, he respond that right now they are going to make aware peoples but if needed then they can make it law also.
     It’s really a good and positive move to save grain from wastages by public in there functions by tightening the law, but it is directly interference in the freedom of public as we are citizen of democratic country, it is better and good instead of making harsh law, government should take care of its storing facilities of warehouses’ which is responsible for rot of grain thirty eight percent every year, even it is accepted by former Food and Agriculture Minister Mr. Shard Pawar that tens of tons of grain rot in the government warehouses’, but if ministry is considering to make law of one dish in marriages and social gatherings and let grain rot in there go downs is a ridiculous move.

Increasing Loss to Oil Companies


      Thanks to Assembly elections in four States and one Union Territory, oil companies have not increase the price of petrol which is despite free from government price control mechanism and one can understand why oil companies are not taking steps in this regards to lessen their financial loses’, until and unless there is sword hanging on to government of Assembly elections, oil companies will keep on reeling under the financial loses. Right now crude oil is hovering around 112.29 dollar per barrel at American market which is its highest level since September, 2008, hence Public domain Oil Companies are bearing huge loses on to the sale of every liter of diesel, kerosene sold at ration shops and on to sale of every domestic gas cylinder.
     Due to tension in western Asia and north Africa, speculation is looming of fear of disruption of supply, crude oil has touches highest level of its two and half years and Organisation of Petroleum Exporting Countries (OPEC) have not announce extraordinary meeting, both these factors support rise of crude oil, it is 123.99 dollar per barrel at London Brent Crude Oil Prices on 22nd April,2011 and 112.29 dollar per barrel at American markets, thus its impact can be seen in world’s other markets. In India as other then petrol all other petroleum products like diesel, kerosene sold at ration shops and domestic gas cylinder are still under government’s price control mechanism and government has not given any sign or take initiatives to increase the prices, even Public domain oil companies are not increasing prices of decontrol mechanism for government that is petrol, one can understand easily as due to assembly elections in the country. One government official of oil companies express his opinion on to the current situation, that public domain oil companies lose can touch 1.74 trillion rupees figure in the just started new financial year from April month, last financial year ended in the March on to sale of petroleum products that comes under government control price mechanism oil companies have registered revenue lose of 78,600 Crores rupees it include cash help from government of almost 21,000 Crores rupees. Public domain oil companies like Indian Oil Corporation, Hindustan Petroleum Corporations and Bharat Petroleum Corporation due to high crude price had lose of 1.74 trillion rupees and it will continue to rise as government is unable to show courage to increase the prices’. Even in the financial year 2008-09 oil companies had lose of 1 trillion rupees, which was compensate to then by government through releasing oil bonds as crude oil prices were touches 147 dollar mark. Right now oil companies are bearing lose on to sale of different petroleum products that are under the domain of government price control mechanism –
  • Diesel – lose of 16.76 rupees on to sale of every liter.
  • Kerosene Oil – 28.33 rupees on to sale of every liter at ration shops across country.
  • Domestic Gas Cylinder – Rupees 315.86 on to sale of every cylinder.
Thanks to Assembly elections in the country that government has keep its eyes closed on to the movement of crude oil and not only allowing Public domain oil companies to bear the lose on to sale of petroleum products but also oil companies are unable to increase the price of petrol, but once the period of assembly elections over in the country then certainly public is going to feel the heat of price rise.

Inflationary Move ?


     Centre had intense pressure from states to amend the section 15 of Central Sales Tax which is hampering states to collect more Value Added Tax(VAT) on schedule B items as states are not allowed to impose more then four percent tax on schedule B items, but finance bill 2011 which is pass by the parliament and now is going to send President of India for sign and once it is sign by the president of India then it will pave the way for union and states government to implement Goods & Service Tax(GST), but will bar on small scale industries to get exemption of excise tax they are getting right now on to the production up to 15 million rupees, so in coming days state and central government will use this opportunity to increase there revenue through sales tax and excise tax but at the behest of general public as it is going to feel the heat of inflationary move of amendment of Central Sales tax section 15, companies will pass on the increasing cost to the end user of there products.
     Finance bill 2011 which is clear by parliament in which Central Sales Tax section 15 is amended from present four percent slab on to schedule B items to 5 percent mean state governments due to ceiling on schedule B items were unable to increase VAT or surcharge will get right to increase it to five percent, some of the main items which are in this list and will effect public are –

  • Coal
  • Cotton and cotton thread
  • Jute
  • LPG
  • Mustard oil
  • Pulses’
  • Sugar
now finance bill 2011 will send to the President of the country for sign and after the clearance from President then State Governments will allow to increase VAT on schedule B items to five percent, right now Punjab state has already 10 percent surcharge barring on to schedule B items and collection of is reserve for the cities municipal committees of state and some experts have opinion that post finance bill 2011 it can be taken up to 4.4 percent by adding 10 percent additional surcharge, once it is sign by President then it will allow state and central government to implement long awaited Goods and Service Tax, which is in the news for quite a long time now in the country, but it will effect small scale industries of the country which are getting benefits of exemption of exercise tax on to the production up to 15 million rupees per year, but once GST comes into force then they wont get the facilities of exemption and they are also aware of this, that is why excise department is approaching by score of small scale units, along with it excise tax department of the country is also keeping eyes on to small scale units which till date have not make contact with them.
     Once finance bill 2011 sign by the president of India, then prices’ of Schedule B items bound to increase and GST will comes into force both will affect general public of the country and they have to feel the heat of roaring inflation demon.

Controversies to Malign Image of Civil Society Members?


    On 5th April, 2011 Anna Hazare protested against Indian Government through fast unto death, on to its failure to implement Lokpal Bill, which was hanging for forty long years period, as it was not pass in spite of presented eight times, but Anna Hazare wanted instead of Government Lokpal Bill which as per his opinion has no teeth or nails to punish tainted leaders, ministers and bureaucrats, so he wanted Jan Lokpal Bill and it should be drafted by joint committee members, representative by half the members from government side and half from civil society, plus head of joint committee should be from civil society. On 9th April, 2011 Government accepted all his demands, thus joint committee constituted -

but on the very fast day from its inception, civil society members getting fingers pointing towards them, as when name declared of civil society members Swami Ramdev raise his objection that in the five members team two are father and son, which encourages nepotism, then later on he retracts from his words and said his words were presented wrongly, he fully support anti corruption movement of Anna Hazare and has no differences’ what so ever with Anna Hazare or other members of civil society.
   Within time span of mere one week controversial stories relating to the members becoming news, it may be to malign the image of members of civil society plus it may have support of some section in the power, but certainly efforts are on to derail the anti corruption campaign, which got over whelming support from countless Indians. The controversial stories that has become talk of the town among every section of society are –
  • Shanti Bhushan – CD released by former Samajwadi party General Secretary Amar Singh, it contains telephonic conversation of Mulyam Singh, Amar Singh and Shanti Bhushan, in which Shanti Bhushan is talking to give 40 million rupees to judge for fixing a case, but as per words of Shanti Bhushan he never met Amar Singh, when asked from Amar Singh about the authenticity of CD, Amar Singh deny to respond, but as per civil society members reaction on CD they said that CD is doctored and six parts are tempered as it is prove by Hyderabad Truth Lab and American Forensic Lab, so all around there is confusion in the air and who is right or wrong but certainly targeting Shanti Bhushan who is co president of Joint drafting committee of Lokpal Bill, his image is malign by this so called CD.
  • Anti Corruption Campaign of Anna Hazare – Congress Party General Secretary Dig Vijay Singh in a statement on Saturday said that socialists had spent on anti corruption campaign 5 million rupees but Arvind Kejariwal on Sunday said Dig Vijay Singh’s stats are wrong and they spent on the campaign 3.2 million rupees, while talking to media persons he said on our four days movement we had not spent 5 million rupees, perhaps he have not read our release details. We had received 8.2 million rupees and had spent 3.2 million rupees in the last four months time, it included money spent on different places including six to seven lakhs of rupees at Mumbai, it was needed response from our side as Dig Vijay Singh said if socialists can spend 5 million rupees then why they are targeting leaders?
  • Anna Hazare – As per news corruption case against Anna Hazare in the year 2005, in which Justice Sawant investigation reports declared Anna guilty of corruption, is soon going to hit news, to tarnish his image, if he himself is guilty of corruption, then his own image is not clean on to the corruption movement.
So for civil society members days ahead are not rosy, and they are bound to get lot of negative stories about them, just to defame them and try to derail there anti corruption movement, it will be interesting to see how they get rid from these fake or true stories?

Punjab’s Right to Information: All is not Well


Union Government has given tool to the public of this country of Right to Information Act on 12th October,2005, through this act he/she can get any information within specific time from every government’s office barring Jammu and Kashmir state, and failure to provide information within stipulated time is entitle for monetary punishment.
  • Q. What does information mean?
  • A. Information means any material in any form including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force but does not include "file notings".
  • Q.What does Right to Information mean?
  • A. It includes the right to -
  • i. inspect works, documents, records.
  • ii. take notes, extracts or certified copies of documents or records.
  • iii. take certified samples of material.
  • iv. obtain information in form of printouts, diskettes, floppies, tapes, video cassettes or in any other electronic mode or through printouts.
but in Punjab state Right to Information Activists are raising fingers on to the decisions of Punjab state information commission and they bundled hundred such decisions which are not proving in the right spirit of the act as per there opinion, more over published hundred decisions are based only of one and half years period. On 12th April,2011, Chief pattern of RTI activists Federation Advocate R.S.Bains release the book in the presence of other members like President H.C. Arora and State Secretary Anil Vashist, when section of media make contact with the Punjab Chief Information Commissioner R.I. Singh and try to get his opinion on to the book which was published by RTI activists federation, he responded that he has not read the book, but still if anybody has any objection on to the decision of the Punjab state information commission then he/she are free to take it at higher levels of commission.
     Right to information activists federation of Punjab raises there objections on to the verdicts of state information commission, which they compile hundred such cases’ whom they consider are not satisfactory, these are of last one and half years period, and these are published in a book. The book was release by federation Chief Pattern Mr. RS Bains and on the stage he was accompanied by President and Secretary Mr. HC Arora and Mr. Anil Vashist respectively, while expressing the necessity to publish a book which contains one hundred suspicious verdicts of commission they said it was considered by the federation to publish controversial verdicts because state information commission is not doing justification with the basic purpose of RTI Act, moreover state government should consider at the time of appointing members of commission that they deserve to be part of he commission and any other criteria should not be prefer, plus commission’s fifty percent post should be pass on to the retired judge or RTI activists, so that not only it solve the purpose of act but public will also get correct information. They try to make contact with deputy CM of state but they were not succeed, now they will make contact with CM, Deputy CM’s advisors, personal secretary and political secretary through SMS’s, which they have plan to send around five hundred in a day, and in spite of that if they won’t get positive response then there federation has plan to protest on 16th May, the day when State Information Commissioners Mr. PK Verma and Mr. Surendar Singh are going to retire, at Chandigarh. While explaining some of the decisions which compile in the book and are suspicion in nature, they mentioned three such cases’-
  • A petitioner from the Hoshiarpur district of Punjab, through his NGO file appeal at state information commission, and commission while announcing its verdict on to the appeal said that only citizen of this country can get information through this act, not any NGO.
  • One another case commission issue notice to a person whose name was not in the complaint.
  • In one another decision commission said rejected candidates cannot get information about selected candidates.
RTI activists federation of Punjab state has try to bend government and state information commission with proves about hundred decisions of commission that were dubious in nature, so both need immediate attention plus there should be half the number of commission members from public domain, so that public can be benefited from RTI Act as it is meant for them.

Indians Answer to the World


Jammu and Kashmir state is integral part of India and it was prove by score of times by the local residents through there fundamentals right of democracy that is vote, not only they select there favorite representatives of different levels of democratic set up but by participating with impressive percentage, despite threats and warnings by the handful separatists leaders and Pakistan sponsored terrorist organisations. It is worth mentioning here that separatist leaders who wants boycott of elections by general public, always in search of moment to protest against government by hiring local innocent & poor youth whom they trap in there net of protest by offering some money. Separatists leaders which become so called self representatives of public and often announce that residents of state want separation from India, but there claim often turns upside down whenever public gets opportunity to declare there verdicts at the time of elections which is without anybodies influence, and they participate in higher percentage in every following elections, as below mentioned data speaks itself –
  •  In the year 2002, Assembly Elections were held in the state, despite the phase of terrorism and threats by separatists leaders and terrorists to boycott the elections, held successfully with few minor incidences of violence, at that time Atal Bihari Bajpayee was Prime Minister of country.
  • Then in the year 2008 elections held for Jammu and Kashmir state assembly, huriyaat conference chairperson SA Geelani called to boycott election, but sixty three percent of polling reported in the elections which is very good percentage in a democratic set up of a county, and slap on the faces’ of separatists leaders, terrorists organisations and Pakistan as they never miss opportunity at any international platform to raise the issue of Jammu and Kashmir, and declared Kashmiri wants independence from India.
  • Now underway, panchayat elections in the state, which will be completed in sixteen phases’ from 13th April 2011 to 10th June,2011, as usual Geelani calls to boycott the elections, but peoples of the state ignore his call and participated in the panchayat elections first phase with huge turn around, it is worth mentioning here that these parts are most effected from terrorism, report was seventy to eighty six percentage of polling held and it has break the records of even national average of polling in the country which is seventy percent, and crossing the percentage significantly from national poll is people’s verdict against separatists leaders and terrorists organisations, as whenever they get chance to express themselves if they like Indian democratic set up, then they comes up without any pressure despite threats from terrorists with heavy percentage of polling.
Successful and peaceful completion of first phase of panchayat election without any untoward incidence in the polling plus reduction of security personals points towards peoples preference and slap on to the negative approach of separatists leaders for public presence, as public now aware that they are puppets of Pakistan against it they are getting monetary support, there children are getting education from foreign countries and using poor youth of state for violent demonstration against government of stone pelting.
    Terrorism phase is supported by handful separatists leaders of the state, which they will keep on simmering, so that they will keep on getting uninterrupted finance from Pakistan, but rest of the world should understand the dirty game of Pakistan in Jammu and Kashmir and whatever separatists leaders of the state are saying not necessarily it is true voice of state peoples, local residents are keep on differentiating from them and at the time of there turn at elections times they comes out with huge numbers to cast there votes in polling despite threat and boycott call.

Applaudable Two Initiatives of Punjab Government


    Although Punjab is under severe shortage of power but as per words of state government next two years will make Punjab state a surplus power state, as at war level works are under way at different places of state to erect power plants, and then not only Punjab State residents will get uninterrupted round the clock electricity but state will be in position to sell power to other states also, hence power cuts in the state will be story of history books, but to give uninterrupted power supply even during rough weather is challenge in India, in this direction Punjab State Transmission Corporation has started work on project and will be able to supply power even during winds or storms; to protect the right of child state government had given in writing to high court that it will soon make law to protect child rights. Its worth mentioning here that centre in the year of 2005 had constituted National Commission and asked state governments to form commission, but in Punjab State issue of constituting commission was delay for more then five years, now it gets nod of cabinet. As per government plan till 30th April,2011 state government will appoint Chairman of commission and other members of commission, once the law comes into force then cases’ of exploitation, atrocity, right to education and other cases’ can be raise at commission.
      Punjab government to give better facilities to its residents announces two applaudable projects one is related to the right of child and second is to give uninterrupted power supply during any weather. Brief information about both the projects is as follow –
  • It is common scene in the country at the time of rough weather mean winds or storm power failure, and to restore the electricity some times it takes hours and in exceptional cases’ of days time, but on the advise of state government Punjab State Transmission Corporation Limited has make plan to get rid this problem and upgrade electricity transmission system with ultra modern facilities, which means that whole state will linked with 400 KV high voltage electricity lines ring, and work has started for this project in the state, cost of the project is 18 billion rupees and power supply will not fail at any time in the state. First time in the state, five specially 400 KV, five grid stations at Muktsar, Nakodar, Makhu, Dhuri and Rajpura will make and under construction new power plants will also attach with special electricity lines ring, during wind or storm power supply in the state gets effected in the past but now with electricity rings Punjab wont face such problem as power supply will continue during that time with the help of 400 KV high voltage lines.
  • Centre in the year 2005 constitute National Commission for the child rights and asked state governments to form commission, states like Assam, Bihar, Delhi, Goa, Maharashtra, Sikkim, Karnataka, Madhya Pradesh and Rajasthan have form Right to Child commission, but in Punjab state it was not constituted. As per reports state government had given in writing to court that soon it is going to form Child Commission, and now it has issue notification of forming commission for the protection of child right. It has given name Commission for Protection of Child rights, it will complete the formalities in this regards of appointment of chairman of commission and members of commission and as file reaches to Chief Minister of state. Department has forward information to all the departments finance commission heads, Deputy Commissioners by issuing letter. From next month onwards commission will operational and any child can file his/her complaints to commission of any nature like exploration, atrocity, right to education or any other issue
Both above coded are good news for the residents and children of state. As now children will be empower with the tool for there rights plus state residents will get uninterrupted power supply during any weather and once power plants which are under construction in the state will be operational then Punjab again can become one of the most prosperous state of the country, no doubt right now its dream but after the period of next two years or so it will be reality.

Hiccups Even Before The First Meeting


    Anna Hazare with his fast unto death agitation against failure of government to implement of Lokpal Bill, get support from score of peoples across country and with every passing day tens of thousands peoples were adding with his campaign, government of India which had taken lightly first two days of Anna Hazare but when it entered in the third day then movement seen from government side as it step ahead through Mr. Kapil Sibbal for dialogue with Anna Hazare’s representatives Kiran Bedi, Swami Agnivesh and Arvind Kejariwal, while talking to media persons Mr. Sibbal said that government has accepted Anna Hazare’s demand of five members each from Government and Civil Society joint lokpal bill rafting committee, but there are differences on other demands like government issue notification and head of the committee from civil society, but media’s uninterrupted coverage was adding more and more peoples with Anna and on fourth day succumbing to the pressure government accepted his all the demands, thus joint committee was constituted for drafting the Lokpal Bill.
      First meeting of Lokpal Bill committee is schedule to held on 16th April,2011, but fingers started raising towards committee after two days of its inception from different sections, like –
  • Swami Ramdev – Well known breathing exercise & Yog guru Swami Ramdev points fingers towards the members of committee from civil society and declare it nepotism as it had Shanti Bhushan and Shashi Bhushan are Father and Son, no doubt later on he retract from his statement and said his words were present by media in wrong way, he has no difference with Anna Hazare or committee members and he has full support to committee, but on to his reaction Mr. Bhushan said we are not in the committee to teach yoga.
  • Kapil Sibbal – One of the members from government side Mr. Kapil Sibbal while addressing the public gathering had said, “I want to ask a question, if a poor kid has no source of study then how Lokpal bill will help him/her? If a poor kid needs medical help then he will ring the politician, how lokpal bill help him? When asked by press correspondent later on about the demand of Anna Hazare, Sibbal responded that he is with Anna Hazare and he wants that as soon as possible bill comes into effect which should be effective to fight against corruption at all levels. Anna Hazare responded on to Kapil Sibbal remarks that if Mr. Sibbal has not belief in the draft of committee, then he can resigns, why he is wasting his and committee time?
  • Salmaan Khurshid – Jumping in the ring of controversy Mr. Salmaan Khurshid said that nothing will change from Lokpal Bill, and on to the demand of Hazare of videography of committee meeting and later on telecasting it Mr. Salmaan Khurshid said decision about videography will be taken by joint committee in the meeting, so out of five members from government side two are vocal in the span of just two days.
  • Pranab Mukherjee – Despite lashes on to BJP about there statement on to corruption, Mr. Mukherjee welcome for the support of BJP, in which BJP said that they will support the bill in both the houses’ to get it pass.
Anna Hazare words are proving right that in spite of government has accepted his demands but yet they have to cover miles in this direction to achieve the goal, as committee has yet to finalise the bill draft, then it has to be pass by both the houses plus by half the number of states of country.

Grain Story Maker Ingredient


     Grain is major ingredient in Indian cuisine during every meal, so without grain it is even hard to imagine of Indian kitchen existence, but now grain is buzzing outside from kitchen due to authorities’ one reason or another. In the past tens of thousand ton of grain was rot in the government ware houses’, thus not suitable for any lives to use mean even for animals, which could have been a sigh of relief for countless empty stomachs of country for period of months if it goes into there tummies, but instead of utilizing it in efficient manners authorities prefers to let them rot and turns into waste. Now recently news from two go downs in Punjab state that grain hand over to private contractor to store, worth 60 million rupees of government grain is missing, second story related to grain is that despite good news of bumper crop of grain in the Punjab state, migrant labour in the state that hails from Bihar state is no more interested to comes to Punjab due to opportunities created by chief minister of Bihar in their home town courtesy MGNREGA, so they are no more interested to leave there families behind, below is two stories created by grain recently –
  • Police has registered case against Iqbal Singh s/o Rajender Singh Sohal of m/s Prem Kumar & Company, Malout District Muktsar on the complaint of District Manager, Ferozpur of Marfed Mr. Azaib Singh Sandhu for embezzlement of Crores of rupees by contractor from Gurusahay and Makhu private go downs. As per words of Mr. Sandhu MARFED department had awarded contract to accused contractor Mr. Iqbal Singh for storing grain and at the time of suspicion, team from Ferozpur and Chandigarh visit the go downs for inspection and found 63,543 bags were missing at Gurusahay worth 5,19,27,600 rupees and 83,53,850 rupees amount grain is missing at Makhu, while adding further information to this story Mr. Sandhu said that when he got tips that from the go downs of Gurusahay and Makhu grain bags in massive quantity are missing, then acting on to this tip he took action on his behalf and sent the reports to Chandigarh and on the basis of his reports which reveals that almost 60 million rupees grain is missing, now as complaint is lodge and police party has started investigation against the accused person
  • Punjab state contribute 40 percent grain in the central pool and as the harvesting period in the state will start from 13 April onwards, state government has erect 1,738 purchase centre across state, as per information available in this regards that this time in the state total 35.15 lakh hectare area has been cultivated for grain crops and administration is hoping of 154 lakh ton of grain crops yield, state government has make arrangements for procumbent of 110 lakh ton of grain, but due to deepening labour crises in the state from last two years it can effect for successful procurement targets, reason behind shortage of labour in the state is that migrant labour is getting better opportunities in there home state, so they are now reluctant to leave there home town.
Police Party has started probe in the case of embezzlement and soon make arrest in this regard of accused person Mr. Iqbal and its really shocking that grain worth 60 million is missing, facts will known to the public once Iqbal Singh arrested; Punjab State is facing the shortage of migrant labour from last two years and it is visible in other sectors also as Punjab is depended on to migrant labour like industry and agriculture, but for Punjab state shortage of migrant labour is going to give tough time ahead.

Against Corruption Long Fight Just Begins


        Anna Hazare, 72 years old, socialist on 5th April,2011 started his fast unto death in protest against Government of India’s delaying approach towards Lokpal bill, which from last 42 long years waiting to get parliament nod and in today’s environment its necessities is feeling by every Indian very badly due to exposé on fortnight basis one after another of corruption and scams becoming news headlines but probe and action against tainted politicians/persons are not encouraging and effective to punish them, moreover draft of government lokpal bill has not power to punish the accused severely. After Anna Hazare’s fast entered into few hours more then fourth day, government of India accepted all his demands, then Anna along with score of peoples that were with him on Jantar Mantar on fast, end there hunger strike, but Hazare warn that fight just begins and if government does not show interest in passing the Lokpal Bill in monsoon session then on the day of independence that is 15th August, 2011 they will start there protest again and if they pass the bill during monsoon session then they will welcome and thanks the Prime Minister of India for keeping his words.
      On 5th April,2011 Anna Hazare protest against government and want instead of government lokpal bill it should be Jan lokpal bill, as there are huge differences in both the drafts of punishment and there nature, like –
  • Government Lokpal Bill needs Loksabha speaker or Rajya Sabha chairperson recommendations to act, and complaint from common people will not be entertained until and unless it get nod from any of the above coded where as Jan Lokpal Bill have provision for complaints from common people acceptable and power to take action on its own behalf.
  • Government Lokpal bill is without the power to direct police action and even without the power of FIR registration into criminal cases’ where as Jan Lokpal Bill, it authorise power to committee of FIR and Police action.
  • Government Lokpal Bill has provision of six months punishment to maximum seven years for corruption where as Jan lokpal Bill has minimum five years to maximum life imprisonment.
  • Government Lokpal bill draft give status to lokpal as advisor board and without the wings where as Jan Lokpal Bill allows power to lokpal take action against accused person and legal action.
So Anna Hazare demands that Lokpal Committee should have fifty fifty participation of government representatives and civil society, it mean that half the members of government and half from civil society. Demands by Hazare becomes obstacle for government to accept it early, like –
  • Government issue notifications
  • Head of the committee should be from civil society
But behind the curtain efforts were continue to end the deadlock from government side Mr. Kapil Sibbal and veerappa moily and from Anna Hazare side Kiran Bedi, swami Agnivesh and Arvind kejariwal play vital role to reach the deal accepted by both the parties. Now Hazare has plan to visit all the states of the country also in pipeline to touch other issue of public domain of the country.
     Now as joint committee constitute for the draft of bill which will complete its work before the 30 june,2011, then lokpal draft will present in the parliament’s monsoon session for becoming law in the country. Members of the Joint Committee are –

Radioactive and Adulteration


      Recently due to leakage in the Fukushima Nuclear Power Plant, radioactive spread around radius of 15 to 25 kilometer area, so it was harmful to intake any eatable food stuff which was exposed to radioactive, as it can become reason of score of deadly diseases’, taking notice of situation government of India immediately ban import of eatable items from Japan until and unless radioactive not comes under permissible level. It is really good and applaudable efforts by government of India.
     On other side on an average weekly basis news become headlines of adulteration or synthetic items sold by traders/ crooked minds to earn hefty profits but at the cost of valuable, innocent citizens of this country without there faults, items they purchase without having information they are getting original/genuine eatable food stuff or simply carrying with them hazardous, poison ness items for there dear ones that can kill them or make them cripple permanently. Unfortunately every eatable items of Indian cuisine have synthetic or adulteration contribution by money minded/crooked persons that are sold in markets. Below is list of items they are throwing in the Indian markets –
  • Milk – Not only it is the most used ingredients in the kitchen but it goes into score of confectionary items that are prepared from milk, but unfortunately despite information of synthetic milk, not only Indian government has closed its eyes from the synthetic milk trade, but also closed its ears from the news of its effect. Mawa and cheese are two products that go as major materials in the sweets made from milk but due to synthetic production it is not advisable to use by human beings. Material goes to prepare synthetic milk is very horrifying like chemical, shampoo, refined are some of the products used by money minded make synthetic milk.
  • Mineral Water – As per scientists human body has seventy percent of water, so for making balance of water in our body that goes out from body through perspiration or urination we need hygienic water, unfortunately in he country water sold through package bottle water more then sixty percent are not good for drinking as it was packaged in unhygienic environment plus traders to earn money filled tap water in famous brand of country.
  • Vegetables – In recent past sting operation by news channel expose that in the country’s different markets large number of vegetables are chemically prepared by injecting chemicals in it, which is not allowed by doctors to use by human beings.
  • Medicines – In a shocking story by news channel about medicines that are sold in the country one third either are of expiry dates sold after changing the date or spurious drugs which never benefit any patient instead can become reason of downfall in the health of patients.
  • Desi Ghee – Some times back private well known news channel expose the trade of money minded traders how they are sending item in the markets by name of Desi ghee which is prepared from dead animals bones whom they get after putting them over fire and material left they call it Desi ghee then they packaged it, and throw in the market.
  • Pulses and spices’ – Spices sold at remote areas and even in big cities are synthetic or adulterated and not permissible to use by human beings, rotten waste pulses which spoils at ports, after some dangerous and chemical retouch thrown back into markets, it expose score of time by media .
Question rises here why government does not take action against these deadly inhuman traders, which are playing with the lives and health of innocent peoples of the country, for just to earn money? Its answer is government of India knows that these items are selling in the country with the nexus of law and administration authorities few corrupt persons as they take money from these traders and then close there eyes on to there movements and let them play with the lives of innocent peoples. Need of the hour is to make harsh law against adulteration and synthetic food items and once any traders or businessmen arrested then verdict should be deliver through fast track court and should have provision to seize the property plus execution if found guilty, other wise with lenient law they will keep on playing with the health and lives, if government can take immediate action against banning import from Japan then what is stopping it to take harsh step against inhume Indians, answer lies with government only.

Anna Hazare’s Campaign against Corruption


      Country’s well known socialist, Anna Hazare, 72 years old goes on fast unto death on 5th April,2011 in protest against, delaying by government to constitute joint committee for Lokpal bill draft. Anna Hazare form ‘India against Corruption’ organisation and well known faces’ of public domain like former IPS officer Kiran Bedi, Swami Agnivesh are part of it. As per words of Anna Hazare almost six and half lakhs people have shown there willingness to join his movement and pledge to with him on to the issue of fight against corruption, large numbers of peoples supporting him and had gone for one day fast from two hundred cities of country. Anna Hazare has opinion that how government can pass anti corruption bill without contribution from civil society? There should be fifty percent partnership between government and civil society. In the country corruption has cross all the limits. Nobody afraid from law and government, law is very weak and it cannot fight against corruption, so to get the Jan lokpal Bill clear if I need to scarify my life, then I won’t hesitate. As per Hazare demands Jan Lokpal bill should be autonomous body like Supreme Court and Election Commission and should be free from government interference by any mean, probe of every case should be completed within one year period and verdict should be deliver in next year, so that corrupt politicians or bureaucrats can be send to jail as early as possible.
     On 5th April,2011, well known socialists Anna Hazare, 72 opted the path to protest against government’s dilly dally policies of implementing lokpal Bill which should be on to the complaints and probe of corruption issues’, before going on to fast till death Hazare paid his tribute to the father of nation Mahatma Gandhi at his Samadhi along with huge rush of peoples, Anna start his fast to death at Janter Manter which is near to parliament, although Anna has support of BJP and JD(U) even Sharad Yadav had address the gathering before Anna starts his fast to death but now his supports are not allowing any politicians to reach at his place of fast to death as they want this campaign without any political party back and moreover they believe every party in the country are coloured in the corruption, hence that was the reason leaders like Uma Bharti and Om Prakash Chautala were not allowed to reach near Anna. While talking to media persons Hazare said that I am sadden as Prime Minister of India has refuse his proposal of equal participation of well known public figures and group of ministers in preparing the draft of Jan Lokpal Bill. Jan Lokpal Bill has very significance in present scenario as UPA government is badly trap in corruption, but Government Lokpal Bill if it implemented in its present form, then it has no significance which have no teeth and nail this is the opinion of intellectuals, so Anna wants instead of its present draft it should have more strong proposals, while explaining there objection Kiran Bedi said that bill has not neither powers nor it support recovery of money, plus complaints cannot be file without permission of Lok Sabha Speaker or Rajya Sabha Chairperson, so it needs amendment and preparing of Jan Lokpal Bill draft by forming joint committee, and then law relating to corruption can make but as per need of hour.
     Coming days will unfold how much successful Anna Hazare in his campaign to fight against corruption and able to bend Government to form committee having fifty percent representation from public domain and rest from government, and it is pleasing to code here that Anna is getting support from Government minister, Sharad Pawar has left GOM as head of Lokpal Bill and even Sonia Gandhi Chair person Of UPA has request Anna to call off his fast and she fully support anti corruption bill, on behalf of government Mr. Sibbal Met Anna’s follower and has accepted fifty percent representation of public domain, differences is now head of committee and of notification it will be discuss next day.

People’s Party of Punjab


      Manpreet Badal, former Finance Minister expelled from Sharomani Akali Dal six months ago, since then speculations were in the political circle that he will join other party, and people of the state was waiting anxiously for his next step? Later on Manpreet Badal was successful in getting support of public in his rallies throughout Punjab state, so it was evident that he will not join other party instead he will make his party soon, rush in his rallies is giving air to speculations that his party will emerge as third front in the Punjab politics. Manpreet Badal keep on delaying announce his party. Although both Indian National Congress party and alliance of Sharomani Akali Dal and Bhartiya Janta Party had declared that Manpreet Badal is not going to make any impact on to the Punjab Assembly elections which are under less then one year period from now, but it will known to everybody only after the Punjab Assembly elections that public support his agenda by giving votes to his party candidates and make them winner or reject him and consider one more party in Punjab ‘s political ambit, as leaders have there opinions but ultimately in the elections its public votes which counts and choose there representatives.
     Manpreet Badal, former finance minister of Punjab and expelled Sharomani Akali Dal leader, on 26th March, 2011 resigned from Gidderbaha assembly seat which he had won on SAD ticket in the 2007 Punjab Assembly elections and on 27th March, 2011 he launch his Party and choose the khatkar kalan to announce his party which is native village of Shaeed Bhagat Singh and his party comes into existence with the name People’s Party of Punjab amidst huge gathering of public and declared that his party will get rid on to the demons of corruption, poverty, unemployment, illiteracy and communalism, while addressing the huge gathering he said Punjab state is under the grip of corruption demon and if his party get chance by the verdict of state’s peoples than he will end the corruption demon from the state. Now time has come to built new Punjab and for this task honest people required from the state. In his speech he put stats in front of gathering and said despite the path is full of difficulties but he and his party has full faith on to the people as they support them despite obstacles created on there way to reach on rally place. As per words of Manpreet Badal Punjab has lost its direction due to political parties leaders as they are hungry for money. Punjab is cash strapped hence every new born baby has debt of rupees 28,000, so he announced that he cannot see Punjab to trap further in debt. After him score of other party leaders also address the gathering and present the picture of Punjab it stands right now.

Manpreet Badal after declaring the name of party in the rally also presents the constitution of the party-
  • Membership period of the party will be of four years and after this period they have to renew there membership, anybody can become member of party by paying membership fees of rupees one.
  • Colour of the flag will be primavera.
  • Headquarter of the party will be Gidderbaha, Muktsar.
  • The constitution of the party states that no party member, on reaching the age of 70 years, will hold a position of office as a Minister, Speaker, and Parliamentary Secretary in the Union or the State Council of Ministers.
  • Party will not discriminate any religion, caste; there will be no place for dynasty.
After delay, Manpreet Badal on 27th March, 2011 open the cards of his future planning, by choosing khatkar kalan to announce his party name and constitution, his motive was that he wants youth to step ahead for the welfare of Punjab and help him to built new Punjab as he wants to pull out Punjab from score of demons like corruption, poverty and unemployment.

India is 1.21 Billion


        The latest census commenced on 1 May 2010, which is 15th National Census of the country, provisional data is release on the basis of 2011 census by the Central Home Secretary Mr. G.K. Pillai in the presence of Registrar General of India & Census Commissioner of India Mr. C. Chandarmoilly in New Delhi on 3rd March,2011. Last two National censuses which held in the country in the year 1991 and 2001 increase of 23.87 percent and 21.54 percent of population were registered respectively but provisional data 2011 census reveal increase of population of 17.64 percent. World’s 17.5 percent population is reside in India and it is more then the combined population of Bangladesh, Indonesia, Brazil, Pakistan and America.
      After the gap of ten years national census held in India, first time it was held in India in the year 1881, but after independent India it was held in the year 1951. As per provisional data of 2011 national census population is increased 181 million from 2001 national census but in percentage it has registered drop in almost 4 percent and 6.23 percent from last two national censuses held in the country in the year 2001 and 1991 respectively. 2011 provisional data of census show jump of 9.21 percent literacy rate, which was 64.83 percent in the 2001 census it now stands 74.04 percent, out of it 82.14 percent are men and 65.46 percent are women as compare to 2001 census which was 75.26 percent were men and 53.67 percent were women, so there is jump of in literacy rate of 6.9 percent of men and 11.8 percent of women from last census. Five most populated states in the 2011 census are-
  • Uttar Pradesh
  • Maharashtra
  • Bihar
  • West Bengal
  • Andhra Pradesh
But contrary to this all the above mentioned five states and Madhya Pradesh have registers drop in there population from last census. Five states appears in the 2011 census as least populations are –
  • Lakshadweep
  • Dadra and Nagar Haveli
  • Daman and Diu
  • Andaman and Nicobar Islands
  • Sikkim
North East state of country Nagaland get privilege of drop in population register from 2001 national census, talking to media persons on that occasion Mr. C Chandarmoilly said that although country’s every part is covered under 2011 census including naxal effective areas, but it cannot deny some areas of the country may be miss, before giving final status to these stats, there will be survey after census which will start from next month. There are 940 women counts behind every 1000 men and it is increase of seven women from last census, as per stats of 2011 census total men in the country are 62.37 Crores and 58.65 Crores are women and it is drop in rate of 17.19 percent of men and jump in the rate of women of 18.12 percent, but its matter of concern in the widening gap between the population of six years boy and girls as it was 927 in 2001 census and in 2011 census it is 914 yet it has register drop in compare to last census which was 16.38 Crores and in 2011 census it is 15.88 Crores. Highest density of population areas in the country are-
  • Delhi – 11297 per square kilometer
  • Chandigarh – 9252 per square kilometer
Least density areas of the country are –
  • Arunachal Pradesh – 17 per square kilometer
  • Andaman and Nicobar Islands – 46 per square kilometer
National census 2011 provisional data is quite encouraging as it has register significant drop in population compare to last two censuses, plus increase of women numbers behind every thousand men and literacy rate has shown jumps of almost double digits.

Increasing Numbers of Good Work


    Work speaks louder then words, it applies every sector of this globe thus there is no need for anybody to claims, especially if is in India and arena is political, as politicians need public votes after every five years to govern, different level of democratic set up of country, but shockingly it has seen often that after wining leaders forget there promises, liabilities and responsibilities as if there will be no five years term is going to end for them and during last year of there governance they wake up from long sleep at fag end took some populist steps to convince voters and then making big claims through media by using rather wasting tax payers money, which infect not visible on grounds, resultants defeat, but at the same time it is worth mentioning here that it not applicable on every party as there are very few still exit and its example is Nitish Kumar, chief minister of Bihar, who is doing such a good work that it surprises everybody and become example for other states or union government if they want to do good work, then they need to follow him by taking leaf out from his book of good governance as score of his good work has become buzz of country because in the span of just six years he have changed the image of Bihar. Below is list of his applaudable works which speaks itself –
  • His administration arrested criminals in the state which are almost half a lakh of numbers.
  • To strengthen the police departments work more efficiently and effectively recently recruited police personals.
  • Invites known Industrialist’s houses of the country to invest in the state so that GDP of the state can be improved consistently.
  • Basic facilities in the state get support of Nitish administration and these are improving significantly.
  • Distributed four lakhs cycles to the girls students of the state so that they wont face problems to reach at there educational institutions which are situated at little distance from there houses’.
  • He made it mandatory for his ministers to announce there properties and now it is uploaded on to the states website, moreover he even himself declare his property also.
  • Later on he added in this list IAS, IPS and Bureaucrats of the state to declare there assets and failure of this list can face government action, till date almost ninety percent of the bureaucrats have declare there property and it is also available on to state’s website, now his administration is going to take action against remain ten percent that are failed to declare there assets.
  • Now just recently to control the misuse of Public Distribution System he is going to add bar code on to the PDS coupons, as they will be included bar code which will contains dealer name, customer name and customer code, to make duplicate of this it wont be easy and moreover if any complaint lodges against any dealer and find he is tainted then there is provision of jail up to one year period, it will stop crooked mind to misuse the PDS.
In present scenario when public is fed up by reading, watching and listening the involvement of leaders in the corruption, scams on an average fortnight basis it is the responsibilities of the government whether it is states or union government to control the corruption and scams, instead of pointing fingers towards others or looking for excuses to cover up the issue and cool down the public and opposition parties, they simply follow the foot print made by Mr. Nitish Kumar and his administration, certainly it need will power and guts to implement such steps.

Two Contrast Stories


      Just few days ago two contrast stories published in a newspaper, in which property of one state’s minister shoot surprisingly by 790 times in the span of just five years which rise almost eighty times per year and it is accepted and declared by minister himself through affidavit courtesy state assembly elections, and other stories was applaud able efforts of Punjab state government in which it is going to follow model of Bihar state that will help financially weaker but brilliant students throughout state to get free I.I.T. coaching along with free education of 11th and 12th standard plus free hostel facilities to them. Although we live in democratic set up of nation and after the gap of five years choose our representatives through votes of every levels of our system, hence our representatives only duties and liabilities is to serve the nation and public, yet corruptions, scams and shocking stories of our leaders exposed by media often that is enough to spin the heads of common peoples of the country which are already confuse because of political parties and there leaders.
      As Country’s four states and one union territory are going to have assemblies’ elections within next one and half months time and courtesy election norms every candidate has to submit affidavit in which he/she has to declares there assets whether they are movable or non movable, Food Minister of Tamil Nadu state Mr. E.V. Bellu had contested election from Tiruvannamalai assembly seat during 2006 elections, had declared his property of one lakh at that time, other then this he declared his movable and non movable property that was 1.1 acre of agriculture land whose price was 60,000 rupees, cash deposits of 25,000 rupees and gold ornaments worth 15,000 rupees and on to name of his wife there was no property what so ever. Now after the gap of five years again he has submitted affidavit and detail of Mr. E.V.Bellu’s property is eye openers as it jumped to 790 times, which is almost eighty times per year and detail of his assets are –
  • He and his wife have 78 million rupees property,
  • Bank deposits stands at 17.47 lakhs of rupees,
  • Agriculture land worth 1.75 Crores rupees,
  • House worth 40.5 million rupees,
  • His wife owns gold ornaments of 5.76 lakhs of rupees,
  • Under his wife name agriculture land worth 5 lakh rupees,
When asked by a press correspondent about the source of his income and how it jumps to 790 times, then his only answer was that due to market value his property increase many folds, and as per the election commission of India’s guidelines now every candidate has to submit lot more information, that is why his property and details are looking too much.
  • Second story was from Punjab state that it is going to start Super50 project for the financially weaker section but brilliant students and they will get free I.I.T. coaching, taking steps in this direction state education department has demanded the list of tenth standard students from all the districts of states. As per the details available education department has requested to send name of brilliant students of rural area from all the districts that stands on to first five places on merit basis, report should reach to department before 20th April,2011, project is started with the assistance of Punjab Technical University’s Shaheed Bhagat Singh college of Engineering and Technology, Ferozpur, after getting list, in the first week of May, state level examination will held and deserving candidates would be entitle for free coaching of I.I.T. along with free eleventh and twelfth standards education plus free hostel facilities at Shaheed Bhagat Singh college of Engineering and Technology, Ferozpur, and the cost will be borne by Punjab Technical University.
Both the above coded are contrasting and eye opener stories in which one state’s minister property jumps to 790 times in the span of mere five years and other state step ahead following the model of Bihar state to support students that are financially weak but brilliant and project bundle to fully support them in getting free coaching of I.I.T, free study of 11th and 12th standards and free hostel facilities.

Elections and Freebies

Four states and one Union territory of the country are going to have assembly elections-
  • Assam : Two phases’ 04th April and 11th April, 2011 for 126 assembly seats,
  • Kerala : 13th April, 2011 for all the 140 assembly seats,
  • Tamil Nadu : 13th April, 2011 for all the 234 assembly seats,
  • West Bengal : Six phases’ 18th, 23rd ,27th April, 03rd ,07th and 10th May for 294 seats,
  • Puducherry ( Union Territory) : 13th April,2011 for all the 30 assembly seats,
but Tamil Nadu state has catch the eyes of experts and public due to political parties trend of offering freebies to the state voters if they comes in to power, in there respective manifestoes, it has seen that political parties skip to fight election on to issue base instead they woo voters by freebies, and offer of freebies is simply just purchasing votes of public.
     Tamil Nadu state political power moves around two parties, M Karunanidhi’s Dravida Munnettra Kazhagam (DMK), since 1969 DMK is headed by M Karunanidhi and All India Anna Dravida Munnettra Kazhagam (AIADMK) led by J. Jayalalithaa. Despite election code of conduct comes into force, political parties not follows the code practically, thus election commission needs to jumps and take action against them, ruling alliance especially DMK is its latest example when actor Khushboo who was on publicity campaign for DMK with the caravan of eight cars, two cases’ have been registered against her plus cars have been seized, plus election commission bar DMK to distribute among public free lakhs of colour television sets, below is glimpse of three political parties that have announced freebies for public in there respective manifestos :
DMK, if comes into power –
  • Will distribute free laptops to the students,
  • For issuing passes age will reduce to 58 years from present 60 years to old age persons,
  • Will distribute free rice,
  • Free medical insurance policies to the state public,
AIADMK, if comes into power –
  • Ration card holders of state will get free rice of 20 kg per month,
  • Free medical insurance policies,
  • Poor women of state will get free gold Mangal Sutter of 4 grams,
  • Six months maternity leave,
  • Allowance of 12,000 rupees to pregnant women,
  • Families living under the poverty line will get free 20 liters mineral water every day,
  • Public will get cheap cable connections,
along with above coded it has freebies items like laptops, fans and mixies as offers once it comes into power.
B.J.P., if comes into power –
  • Students of 11th and 12th standards of state will get free laptops,
  • In a year two times students will get pencils and pens,
  • Poor students of state will get free medical check ups once in a year,
It is worth mentioning here that although parties have announced freebies to the public from laptops to rice, free medical insurance policies, but they will not available to them free of cost and they will distribute after paying the cost to the manufacturers or dealers, which will put hole in the government corpus or perhaps they have other sources of income to pay the cost of goods, it needs to be investigate but for public servants of government its not possible to work against any ruling party, hence it will never comes into light.

How’z That?




Public is crazy for the Actors and Cricketers and if anybody ever get chance to meet them, then they don’t miss the opportunity, I am also fan of Actor in the picture and have desire in my mind & heart to meet him one day, talk to him, have his autograph, pictures with him; so recently he was in Himachal Pradesh with his troops to perform and I was lucky to have pass of his show. I enjoy his programme, then request him for photo with me which he accepted and one of them is posted here, but before I left his show arena, my eyes open and folks it was a dream, nothing with him was real and even picture with him is just a trick created through photo editing software, but to remind everybody that today is 1st April that is celebrated across globe as fool’s day, so folks it was my efforts to trap you in the net of day, do enjoy 1st April without harming, hurting anybody physically.
