Advance Vat Tax will be new name for Entry Tax


    Governments across the globe, their main source of revenue are taxes. In India, Punjab state government had entry tax on the goods which were coming from outside Punjab as raw goods for production or prepared goods sending outside state for selling, and state was getting huge money in the exchequer through Entry Tax, but as per experts and concerned department in the current financial year that is 2011-12 there will be downfall of around twenty eight to thirty percent on to collections of Entry Tax simply due to challenge in the High Court by some traders, hence court issue stay order on to Entry Tax, but it is not easily absorb by state government and it is looking alternative ways in place of entry tax so that it cannot make dent on the revenue of state government and in this regards government officials were busy and have made mind to impose Advance Tax in place of Entry Tax by amending VAT before High Court announce its verdict on to stay order of Entry Tax.
       As per Excise and Taxation department of Punjab State during financial year 2010-11 department had collected 25.29 billion rupees as revenue from Entry Tax which will be around 18 to 19 billion rupees during current financial year, it is drop of around 30 percent and it is due to some traders challenge Entry Tax in the Punjab and Haryana High Court as there argue was that before the sale of goods it has not relevance of Entry Tax. Punjab and Haryana High court has ordered stay on Entry Tax, then department left with no other option but to stop collecting Entry Tax, on the goods either it was entering in the state as raw material goods from outside or prepared goods were being sent outside for sale. In this list plastics, poultry and electronics were major products, but state government still not ready to forget one of the major source of their revenue by waiving off fully Entry Tax, infect it has made mind to amend VAT by ending Entry Tax and in place of it Advance VAT Tax, before high court give its verdict on to Entry tax. Punjab Government has found alternative way to continue getting revenue from erstwhile Entry Tax, only name will change but the procedure will be same as was of Entry Tax like it will be collected onto barrier. State Government has issued ordinance, so soon it will be implemented in the state. Deputy Excise and Taxation Commissioner (VAT) Mr. Virk accepted that department is ready to implement Advance VAT Tax in the state, and soon it will be start in the state, further adding to it he said Advance VAT Tax will be on the pattern of Entry Tax, any goods enter into state from outside will be liable for Advance VAT Tax. So after getting relief from High Court for some period by traders on to Entry Tax they are going to face its new avatar as state government is fully prepared with effective alternative way and going to tightening the noose on to the revenue which was appearing high court has snatched from it.

Money and Development Projects


Punjab state is just under the shade of five months period for the assembly elections, ruling alliance in the state Shiromani Akali Dal(SAD) and Bhartiya Janta Party(BJP) will now announce, implement schemes for the development projects or populist initiatives so that they can woo and strengthen their vote banks as state just comes out from the restrictions of election code of conduct which was effective in the state because of SGPC elections, but for the development projects or populist schemes state government need money. In recent times SAD has left behind his ruling partner as far urban development projects are concern. Below is look of areas where state government has approved money for development projects with the financial help of PIDB, GLADA and GMADA, total amount is 7.33 billion rupees, last year –

It appears that SAD is trying to spend maximum money on to the areas of the states which are known for its vote bank, but it is giving very little space to its partner BJP by allocating paltry money for development projects, hence it can be very awkward situation for BJP to strengthen its vote bank by implementing development projects which come under its vote bank.

Government Vision on Poverty


     Although Indians are churning in the grind of inflation from more then two years now, and often government officials (Ministers & Bureaucrats) keep on giving dose of false hope after the gap of few months by giving new deadline to get control on inflation, but at the same time does not forget to take care of Indians who are working with them or employees of central government by revising the DA which stand right now at 58 percent amended recently, and even politicians does not ignore themselves by revising their salaries and perks but left rest of Indians in the hands of their lucks and God to look for sources to increase the strength of their pockets to meet the inflation. Planning Commission has submit affidavit in the Supreme Court in which it has given new definition of poverty line, which infect is far far from the reality to accept in spite of the fact it has signature of Prime Minister of India.
    Submitted affidavit in the Supreme Court by Planning Commission of India that if a person reside in the urban parts of the country and spending rupees 965 per month on to his/her livelihood and other person who is spending 781 rupees monthly on to his livelihood and residing in the rural parts of the country then both set of persons will not comes in the category of poor, so it mean 32 rupees is bar set by planning commission for urban and 26 rupees for rural area if he/she spends in a day then both are not eligible for the benefits received under the Below Poverty Line(BPL) disburse by government. Setting new criteria for poverty line for four metros of country by name Dehli, Kolkata, Chennai and Mumbai for the set of four family members poverty line is rupees 3800 then as per planning commission report they wont be clubbed in the poor category list, but if we go through price of essential commodities of Indian kitchen then its not easy to count any item from score of items below thirty five rupees, as per report of planning commission money spent in a day by Indians on to below coded items, then he/she is above poverty line –
·        Pulse –  Rs. 5.50 paisa
·        Rice/Grain – Rs 1.02 paisa
·        Milk – Rs 2.33 paisa
·        Oil –  Rs 1.55 paisa
·        Vegetables – Rs 0.44 paisa
·        Sugar – Rs 0.70 paisa
·        Salt/Spices – Rs 0.78 paisa
·        Other Stuff – Rs. 3.75 paisa
·        Fuel –  Rs 3.75 paisa
·        Rent - Rs 49.10 paisa 
its enough to live healthy life in India and wont treated as poor. Planning Commission also describe spending capacity of Above Poverty Line (APL) of Indians on to other items like –
·        Health services’ -  Rs 39.70 paisa monthly
·        Education – Rs 0.99 paisa daily
·        Shoes –  Rs 9.60 paisa per month
·        Personal goods – Rs 28.80 paisa
Question rises here how planning commission prepare the data, what was it’s source? Well it is based Tendulkar Commission 2004-05 price index and Industrial Workers Consumer price index. Certainly coming days will give wind to the debate on different platforms in the country on to planning commission Affidavit.

Petrol Unendable Price Rise


   In spite of decontrol of petrol price by Government of India last June, Indian oil companies are not independent and setting price of petrol as per international markets but works behest of Indian government, it appears as if subsidies on to other petroleum products like Kerosene, diesel is absorbing by petrol as always other petroleum products  untouched but without any second thought petrol price increase by government, since June last when petrol price comes out from government control, it is tenth times that price are increase and in rupees terms it is 19 rupees but when price falls then instead of reducing price of petrol statement issued that oil companies are still bearing loss of some paisa on to sale of petrol per liter and when price will further fall then it will pass on to consumers as recently price of crude oil falls from 105 dollars to 70 dollars. It has seen that while government made mind to increase price then they come up with different excuses’ like- rising price of crude in the International markets, middle east crisis’ or this time government said due to weakening of rupees against dollar price of petrol has been increase.
   At midnight of 14th September,2011 oil companies increase the price of petrol by 3.14 rupees per liter, but its worth mentioning here that price of petrol in the international markets are falling, and Indian consumers are paying highest money on to purchase of petrol which is self explanatory compare to international markets –
·        America – 42.85 rupees per liter
·        Bangladesh – 44.80 rupees per liter
·        India – 68.84 rupees per liter in capital
·        Nepal – 63.24 rupees per liter
·        Pakistan – 41.81 rupees per liter
·        Sri Lanka – 50.30 rupees per liter
with increase of petrol price it will help state governments to inflate their exchequers without imposing any taxes and facing the wrath of public, every state has different tax on to petrol products, like –
·        Haryana – 20 percent
·        Himachal Pradesh – 24 percent
·        Chandigarh – 22 percent
·        Punjab – 27.5 percent VAT, 10 percent surcharge, 1 rupees development cess & 1.5 
                      percent octroi( total 32.75 percent)
increase in the price of petrol by 3.14 rupees per liter as per rough estimates it will add 5 billion rupees to the exchequer of Punjab state without any new tax, but ruling party leaders don’t miss the opportunity by blaming central government for inflation and price increasing and not acting to reduce the taxes on petrol, now price of petrol in Punjab’s major cities are –
·        Jalandhar -  74.30 rupees per liter
·        Amritsar -  74.07 rupees per liter
·        Ludhiana – 74.03 rupees per liter
·        Patiala – 74.00 rupees per liter
shockingly Punjab is the second highest as far petrol price are concern after Karnataka. Along with it is worth mentioning here that minister of Government of India are releasing statements that soon inflation will be control but on other hand it is taking care of its employees as on same page there was news of increase of dearness allowance(DA) by 7 percent from present 51 percent to 58 percent plus increase of Dearness relief(DR) to pensioners, it will benefit 5 millions employees and 4 millions pensioners, but effect of revise petrol price will pinch deep to other Indians. That is not all even government of India is thinking to implement new policy on to subsidies LPG by putting cap of 4 to 6 cylinder in a year and rest if required then they have to pay full amount around 700 to 800 rupees per month.
   UPA government in its second edition trying to squeeze Indians with its harsh policies but taking full care of central government employees, pensioners and oil companies; perhaps for UPA their world start and end with these categories and rest of Indians are not in the list of their priorities of policies, schemes and benefits.

   Indian hockey team returns victorious, but unfortunately it did not get media coverage, so in India until and unless Indian hockey won the tournament nobody in India was aware that Indian hockey team is playing Asian Championship in China, even when it won the tournament media only flash the news but still it was not their one of the major headline, had it been cricket then it would have been race among channels to cover not only activities on the ground but also off the field. When victorious Indian hockey team landed India then hockey India announced prize of 25,000 rupees to every players but players refuse to accept the prize, then immediately Union Sport Minister Mr. Lalit Makan declared prize of rupees 1.5 lakhs to each player and fifty percent to other assisting staff and coach, also try to clarify that Government of India has distributed Rupees 48.14 crores of rupees to the victorious sports persons barring Cricket, and Government of India has policy to award sports/players on below coded patterns –
  • Olympic Games - An individual winning a Gold medal gets Rupees 50 lakhs, and each players will get Rupees 25 lakhs if a team wins Gold medal.
  • Commonwealth Games - An individual winning a Gold medal gets Rupees 20 lakhs, and anyone in the team gets Rupees 10 lakhs each. 
  • World Championship- The individual Gold medalist gets Rupees 10 lakhs and team individuals get Rupees 5 lakhs when the team wins.
  • Asian Championships - An individual Gold medalist gets Rupees 5 lakhs and team individuals get Rupees 1.5 lakhs when the team wins.

     Mr. Lalit Maken said the Indian hockey team has already won Rupees 1.5 lakh each under this scheme. Punjab Government announced prize of Rupees 25 lakhs to the Asian Championship winner team and in the team seven players were from Punjab state. Maharashtra Government announced Rupees 10 lakhs to Yuvraj Valmiki who is from Maharashtra state.
    Hockey India should understand that if players won’t earn hefty money from the game they are playing, then it will distract young aspirants to choose hockey as their career as ultimately its money which is attractive point in anybody’s  career.

Worst Cricket Tour


Since end of West Indies tour of Indian Cricket team this year in the month of 10th July, 2011, Indian cricket team was riding on the horses’ of success in all the three versions of Cricket and these are Test Cricket, One Day Cricket and T20 of ICC, from 19th February to 2nd April 2011 India, Sri Lanka and Bangladesh jointly hosted the ODI World Cup and India won the tournament, then all the players of Indian cricket team were busy in IPL IV, after the gap of one week and completion of IPL IV Team India flew to West Indies, but as Indian team landed on the soil of England it faces all type of problems which were not only related to the game of cricket but also off the filed whether it was injuries or personnel remarks by commentators or former British players. List of injured players were stretching with progress of Indian cricket team tour and now just only one game left of Indian tour which is last ODI and it is schedule to held on 16th September,2011 and players like – Zaheer Khan, Gautam Gambhir, Harbhajan Singh, Yuvraj Singh, Virendar Sehwag and Sachin Tendulkar are in the list of injured players, plus along with it Indians not only appeared pathetic on grounds in all the departments of games but also at receiving  end of personnel comments like –
·        Michael Vaughan tweets when hot spot unable to show the contact between bat and bowl delivery faced by VVS Laxman but sneak meter was showing noise when ball pass the bat but it can be also due to bat hit the pad or hit the ground, then Michael Vaughan tweets that hotspot unable to show the contact because VVS Laxman had Vaseline on to his bat, but it was deny by bowler itself and he declared that he have not found anything suspicious on to bat.
·        Than one newspaper publish picture of Virendar Sehwag, blaming him and Rahul Dravid that both were involved in tempering the ball.

  4. 18th August to 22nd August,2011 – played at Kennington Oval, London, England won the toss and elected to bat first, England first innings – 591 for 6 declared, India first innings – 300 all out, India second innings – 283 all out,England won by an innings and 8 runns, IR Bell declared man of the match, England won the series 4-0.
Indian cricket team was before the start of test match series at top of ICC test match ranking but after the end of test match series they were slip to number three ahead of India are number one England, Number two is South Africa.
T-20 –
Only One Match – played on 31st August,2011 at Old Trafford, Manchester, India won the toss and opted to bat first, India  were all out at 165 runs in 19.4 overs, England made 169 for the loss of 4 wickets in 19.3 overs. JW Dernbach England declared man of the match, England won the match by 6 wickets while three balls remaining.
ODI Series
  1. 3rd September,2011 – played at Riverside Ground, Chester-le-Street, England won the toss and opted to bat first, England made 274 for 7 in 50 overs, India made 27 for 2 in 7.2 overs, match abandon due to rain, no result, series stand for 0-0
  2. 6th September,2011 – played at Rose Bowl, Southampton, England won the toss and opted to field first, India made 187 for 8 in 23 overs, England made 188 for 3 in 22.1 overs, England won the match by 7 wickets and 5 balls remaining. AN Cook declared man of the match. England took lead of 1-0.
  3. 9th September,2011 – played at kennington, Oval, England won the toss and choose to field first, India made 234 for the loss of 7 wickets in their allotted 50 overs, England made 218 for the loss of 7 wickets in 41.5 overs, England led the 5 match series 2-0. RA Jadeja declared man of the match.
  4. 11th September,2011 – played at lord’s London, England won the toss and elected to filed first, India made 280 for the loss of 5 wickets in 50 overs, England made 270 for the loss of 8 wickets in 48.5 overs, match stopped due to rain, and match declared tied on D/L method, RS Bhopra England and SK Raina India declared men of the match, England ahead 2-0 in the five match series.

England tour of Indian cricket team is one of the worst tour in recent times and till date all the official games of all the versions of cricket India is on losing side, players looks on the field directionless, clueless and without any strategy. BCCI hints that it will assess the poor and pathetic performance of the team after the end of tour, so folks be ready for the news of sack of newly appointed coach Duncan Fletcher after the end of world cup Gary Kerstin left Indian cricket team.

Delhi Bomb Blast

    7th September,2011 at 10.14 a.m. near reception counter at gate number 5 of New Delhi High Court powerful bomb blast killed till date 13 peoples and injured eighty nine peoples. As per reports of electronic media there was all around pieces’ of flash and human body parts and glasses’ were scattered at incident spot, incidence spot was without CCTV for surveillance on to the visitors movements, hence investigating agencies has to work hard to look for any clue relating to bomb blast. While recalling the moment one eyewitness explain the below coded story –
·        A person having briefcase in his one hand was stood in the queue, he had weared  white shirt, after few seconds bomb blast…name of the eye witness is Mahendar, who was in court for hearing of a case.
One news channel claims that it had received email from Harket ul Jihad-e –Islam( HUJI) in which it had taken responsibility of bomb blast and warns if Afzal guru accused of attack on Indian parliament, his death sentence  does not cancel, then group will carry more attacks. Injured were taken to Ram Manohar Lohia(RML) hospital and during the course of the day leaders of ruling and opposition parties visited the hospital just to meet the injured and express sympathy, but it made angry to the relatives of injured as  presence of VVIP at hospital premises creating  obstacles for the doctors to give medical treatment to the victims of bomb blast. One of the residents of NCR said that just recently he had received call from Pakistan that bomb blast will took place in the New Delhi, he had informed police also about the call and perhaps they had not taken it seriously as bomb blast in the capital. On 7th September, 2011 it was 19th bomb blast since 1996, brief info of these bomb blasts are –
·        23 May, 1996 – Sixteen peoples lost their lives in bomb blast which went off at central market of Lajpat Nagar.
·        1st October, 1997 – Two bomb blasts in Sadar Bazaar.
·        10th October,1997 – One person died the blast at Kingsway camp.
·        18th October,1997 – Twin bomb blasts at Rani Bagh Bazaar killed one person.
·        26th October,1997 – Thirty four persons lost their lives in twin bomb blasts which went off at Karol Bagh.
·        30th November,1997 – Three died in the twin bomb blasts at Chandni Chownk.
·        30th December, 1997 – Four persons died in the bomb blast which went off at Punjabi Bagh.
·        3rd January,1999 – Bomb blast at Chandni Chownk.
·        6th January,2000 – Bomb blast at old Railway station.
·        27th February,2000 – Bomb blast at Paharganj area of New Dehli which is famous for hotels.
·        13th December,2001 – Attack on Indian Parliament and at least twelve persons lost their lives.
·        22nd May,2005 – One person died in bomb blast which went off in two cinemas. 
·        29th October,2005 – Sixty two peoples died in three bomb blasts which went off in the areas of Sarojani Nagar, Govindpuri and Okhala.
·        14th April, 2006 – Twin bomb blasts inside Jama Masjid Mosque.
·        13th September,2008 - Twenty four peoples lost their lives in five serial bomb blasts.
·        27th Septeber,2008 – Four peoples lost their lives in bomb blasts at Mehroli.
·        19th September,2010 – Bomb blast at Jama Masjid.
·        25th May,2011 – Blast at New Dehi High Court.
Although police have released the sketches of two suspected persons drawn on the basis of eyewitness leads.
     As per words of UK Bansal(Internal security secretary) in the blast two kilograms of explosive was used and on the basis of primary investigation it is believe Nitrate based explosive was mixed with PETN plus right now it will be to early to say who is behind the attacks.

Bihar State Marching Ahead With Score of First In The Country

    
From the time Nitish Kumar becomes Chief Minster of Bihar state, wind of change is blowing in the state, government departments corrupt officers are facing hardest time of their lives, development projects in the state are completed without the shade of irregularities of funds, all these initiatives are enough for peoples of state to give him another chance so that he can continue his agenda without break, thus public at the time of their verdict fully support and endorse their approval by giving Nitish Kumar second chance to govern the state with landslide victory and reject other parties like RJD ( Lalu Yadav) LJD( Ram Vilas Paswan) and Indian National Congress totally as if these parties does not exist in the state. ·        Improve basic services’ in the state with whom public has to come across on daily basis like electricity, roads, bridges etc. etc.
·        Took decision to print “bar code” on ration cards, so that under PDS corruption can be halted.
·        Make mandatory to declare assets by bureaucrats and state administrative service members, failing of it stringent action against government employees, not only minister asked to declare their properties but he himself also declare his assets, which are available online on to the state website.
·        Thirty percent increase of women welfare amount in the state budget of financial year of 2011-12.
·        Motivating from the Anna Hazare’s campaign of India against Corruption and one clause of Jan Lokpal Draft of citizen charter, now every government department has to give time bound services to the public other wise concerned officer will be entitle for the monetary fine of up to five thousand rupees.
·        Informer or corruption in government development schemes will get award of rupees five lakhs which he /she will get once accused prove guilty.

If other state governments and central government follow it sincerely then there will be no need for common peoples of this country to go on hunger strike like we had seen in recent time hunger strike by Anna Hazare and  Baba Ramdev, but it is worth mentioning here that for this strong will power is required from ruling alliance or parties.

One of the surprising factors in this film will be character played by Rishi Kapoor as he is going to be seen first time in negative shade of his career which is spread over four decades. As per producer’s words on Rishi’s Character he was bit hesitant to play the role in black shades, now not only ready to play but also very excited how his fan is going to respond. One character will be missing in new version of Agneepath that is of Mithun Chakravorty. Film is on the floor and going to be release in the month of January on thirteenth of next year. On a lighter note Rishi kapoor said that by some reason if film wont do good business then it will be because of mine character, as far sequel history is concern barring very few films its track record is pathetic.

Smallest unit which will be of 300 square meters and for this interested parties have to submit 15 lakhs as security amount and biggest unit will be available for desired at 28 lakhs rupees security; other then security old age persons have to give twenty to twenty five thousand rupees per month as rent. While responding on to the questions why securities of these flats are so high? Director of UCC Care private Limited said project is develop having high middle class families in mind, but once anybody hire and start using flats then they won’t feel sorry or loneliness or insecure plus need not to bother spending time on to basic facilities, contrary to it they will enjoy from very first moment of their entries into flats and I can promise you that their time spent here will be one of the best time phase of their life as today’s generation has money for their dear ones but have shortage of time for their beloved ones.
