Electricity Price Hike in Punjab

    On 22nd April,2010, Chairman of Punjab State Electricity Regulatory Commission(PSERC) Mr. Jai Singh Gill announced revised tariffs plan for electricity for the year 2010-11.This is tragedy with the people of state that throughout year, they yet to receive non stop electricity, from almost more then decade now, but constantly, on an average after six months receive present from Government in the tune of price hike either through Punjab State electricity regulatory Commission (PSERC),or from Punjab Government through Budget or silently increase or add on cess, and confusing side of price hike is that price hike effective from past months, government or concerned department announced that it was effective from particular date but last time government declared they had roll back price hike, but in the bills it was present as an arrear and then department only responded that until and unless we will not get notification, customers have to pay the bills as per mentioned. Anyhow, this time overall price hike is 7.5 percent, revise tariffs of domestic, non residential and industrial categories are as follow –

   This is first time, tariff rates announced since Punjab Government unbundled Punjab State Electricity Board(PSEB) on 15th April.2010 and two corporations by name Punjab State Power Corporation Ltd. (Powercom) to manage generation and distribution and another Punjab State Transmission Corporation Ltd. (Transco) to manage transmission functions, comes into existence, and effect of corporation is seen in the 2010-11, new electricity tariffs plan on to the categories of farmers and backward class of society, as farmers were getting free power from past some years now have to pay bills and backward classes which were getting 200 free units will get only 100 free units, result of this government will get 603 Crores rupees and 333 Crores rupees from both the categories respectively.

Food Security & Standard Act

    One of the biggest demon, in India, which comes out of the bag through media and horrifying every citizen of the country is adulteration, persons involved in anti humanity trades, are doing adulteration and even producing synthetic food products which are simply a poison to consume, unfortunately these money minded people have left no eatable items untouched like milk, pulses’, vegetables, oil, ghee, drinking water, spices, medicines and tea are few names, but fact here is that they make all the eatable items, hazardous and horrifying to use across India, all these commodities are essential part of India kitchen and one cannot imagine Indian cuisine, without these mentioned food commodities. Shocking part of this unfair trade’s prosperity is that electronics media was exposing it on daily basis but government machinery was totally fail to control and stop them, which resultant for them, not only to earn huge money but also successful in passing to society, slow poison, as continue intake of these items not only make body victim of deadly diseases’ but also untimely end of lives.
    Last year during festival season, electronics media unearth synthetic sweets items selling in market like cheese, oil, milk, khoya, colours which goes into to make sweets, and as during festival season sweets demand increases five to ten times, but because of awareness created by media, among people, as per news, last year sale of sweets drops 30 to 40 percent across country.
   Yesterday, in the upper house of Parliament ( Rajya Sabha ) while answering to the question, Union Health and Family Welfare Minister Mr. Ghulam Nabhi Azad had said that Government is going to implement, Food Security & Standard Act, which was pass in the year 2006 by Parliament, it will comes into effect in coming three to four months. The Act contains life imprisonment and along with it provision of fine to One million rupees to the manufacturers. He said that adulteration in the food items are equivalents to cancer, but he added to check/control/stop adulteration law is ready. Once this act comes into force then it will be responsibility of the, enforcement agencies, making law as tool to erase these inhuman traders from the country, actively raids the premises of tainted traders, plus take help from public of whereabouts of such traders, as once these raids started in the country and some persons arrested under Food Security and Standard Act, then it will become lesson for others to shun the unfair trade or ready to face consequences.
   Hopefully in coming days, as per words of Union Health and Family Welfare Minister Mr. Ghulam Nabhi Azad soon, Food and Security Standard Act will be implemented, then for citizen of this country it will be sigh of great relief to use eatable stuff without any fear in mind of adulteration or synthetic product, as whatever we eat, it leave its impact on body and mind.

Scorching Heat in April

    Calendar wise, we just enter in the second fortnight of April month, but heat from sun is intolerable, even in the April, it is equivalent to the month of summer’s peak, that is June month. As per news in some parts of country, temperature has touches 45 degree Celsius. It may be because of global warming that instead of some rainfall, sun is shinning to produce severe heat. As lot of part of country, last year, declared under draught because of shortfall of rain during rainy season and its demon comes out in the disguise of inflation which boil further to every section of society, as price of every items of kitchen jumps three to four fold and spoil the budget of every body.
   Reports from north India is not encouraging during summer season, when temperature touches the mark of 42 to 47 degree Celsius and state electricity boards unable to generate additional power and uninterrupted power supply effect badly, which left people wait for rain to reduce the temperature, along with, it gives relief to the people from power cuts. Impact of global warming feels by north Indian states are-
  • Temperature rises, power cuts increases, people unable to use electrical devices, even fans to get some air automatically, they have to use hand made fans.
  • Shortage of pure drinking water supply by municipal committee or corporation to the residents, even water supply by them not good in quality for drinking for human beings.
In today’s environment after water, electricity become necessity, but government’s concerned department, instead of doing efforts to increase the generation of power, often pass the time through power shredding and every year demand increases because of heat and construction of new houses and new business. Government should do efforts, to help, people for passing the summer time as one more weather of year by taking some people friendly initiatives –
  • In the summer season, as in western countries, they set the clock one hour behind, this way not only we shall be able to save power, but also save the kids and working person’s to face heat, as they usually go for work or school at 9.30 a.m., but if we also follow the practice of setting the clock one hour behind, then time will be 8.30 a.m., to be at work place or school.
  • Make it mandatory for power supply to the institution and working places, or they should arrange alternative of power to produce uninterrupted electricity, so that instead of focusing on to get some wind, they focus on to their main object.
  • Make mandatory of water cooler with pure drinking water for twenty four hours, failure of it will be entitle of punishment.
  • Transportation system should have install A.C. for relax journey.
Well we cannot do anything with weather, but by taking some steps can face extreme weather with ease & without fear, and for this from government side there are some steps desired. Instead of pointing finger towards others, government cannot escape from their responsibilities.

Tharoor v/s Modi: One Wicket Down

    Every coming moment of life is unpredictable, no body knows what store next, and even little mistake can cost very heavily. The saga of Tharoor & Modi conflict is explanation of it, that how a small difference between them, will cost dearly to both the parties.
   On 22nd May, 2010, U.P.A. Government is going to complete its first year in the office, for second consecutive time, but in the span of less then one year, Mr. Shashi Tharoor Minister of State for external affairs, spent time with controversies one after another, and his involvement with IPL Kochi consortium, ends with his exit from the ministry.
  All it started, on 21st March, 2010, was the day for announcement and inclusion of two more IPL franchisees’, which will play in the fourth edition of IPL. Total five bidders were in the race for two franchisees’-
  1. Sahara Adventure Sports Group
  2. Rendezvous Sports World Limited
  3. Adani Groups
  4. VC Digital Solution (Videocon)
  5. Pune Consortium
and the base price for bid was $ 225 million ,first successful bidder who get the team was Sahara Adventure Sports Group, bid for three cities Ahmedabad, Nagpur & Pune for same amount that was $370 million (1,702 Crores Rupees), being highest bidder it allowed to opt for any one city and Group goes for Pune., second successful franchisee was unknown consortium Rendezvous Sports World Limited in India, bid for Kochi for a whopping amount of $333 million (Rs 1533.33 crore), with the award of Kochi team to Rendezvous Sports World, it lit the fire to the events, which were going to unfold in coming days, and then series of events as they become public, through media –
  • Mr. Lalit Modi tweets in his twitter accounts that one of equity holder in the Rendezvous Sports World, is Sunanda Pushkar, who get 70 Crores without spending single penny.
  • Kochi team consortium, responded immediately that Mr. Modi has violated the clause of confidentiality, by declaring the name of our one of the equity holder, and taking it into public domain.
  • Then media highlights the stories related to Sunanda Pushkar, and declared that she is friend of Mr. Shashi Tharoor and soon they are going to marry, perhaps that’s why Sunanda gets free equity worth 70 Crores, to halt controversies, Rendezvous declared that Sunanda gets “Sweat Equity” and she gets it because of her talent not because of Mr. Tharoor. Question rises here what is Sweat Equity? It is package (equity) awarded to a person, in place of salary for his/her contribution towards development of company/venture.
  • Modi again accused, Mr. Tharoor that during auction, he had phone me, if he has no personnel interests, then why he was so active. Mr. Tharoor responded he was interested that Kochi get franchisee because he want Kerala should develop as his liabilities towards his constituency.
  • Media then started blaming that “Sweat Equity” awarded to Sunanda Pushkar is proxy holding of Tharoor, because as far Pushkar background, she cannot be assets to the consortium for building their brand; along with it Rendezvous C.E.O. while talking to media pass on sensational news, that they were offered $ 50 million to exit from Kochi franchisee, and they were threaten in the presence of two cabinet ministers to quit or ready to face consequences.
  • B.J.P also jumps in this saga & declared that there is violation of company act –
  1. Company cannot give “Sweat Equity” before one year period of its inception.
  2. Only employees or director are entitle for “Sweat Equity”.
  3. Unlisted companies have to get nod from government if 15 percent or 5 Crores which ever bigger issued as “Sweat Equity”.
  • While seeing situation out of control, and Prime Minister was out of Country, Sonia Gandhi and Pranab Mukherjhee met Mr. Tharoor to get his side of story and from Monday as parliament session going to start it can become hard to face by government , after meeting news came that case will settle after Mr. Tharoor’s meeting with Prime Minister, and when Prime Minister returns Mr. Tharoor met him, decision on his fate was left after the meeting of core committee, which was schedule for Sunday, after two hours long meeting nothing pass on to media, but as assumption made by media that Mr. Tharoor has to quit, and before Monday he will resign, in the night news flash Mr. Tharoor resigns.
Mr. Tharoor lost his job, but now Modi also alleged with some more allegations and which will in the domain AGM of BCCI, schedule to held soon after completion of IPL 3,it appears that Modi is also entitle for some swear action in AGM. There is no doubt that personnel differences had cost heavily o Mr. Tharoor and next is Modi, due for hard action. Its famous saying-

Day of Demonstrations

     Union, is a word which gives protection to its members from exploitation, to raise voices’, protect their rights, united they can vocal against management without any fear, whether it is private, public or government sector, and history books are full of successful incidences’, in which unions mold management in favour of their rights.
    Day before yesterday, I pick the newspaper to read, and front page of supplementary edition of the newspaper, catch my eyes, because out of seven news, five were related to Punjab State government employees, in which different departments government employees unions demonstrate against state government, and question rises here if government employees are not happy, with the policies of state government, as they are also entitle for lot of other additional benefits, other then salary, then how much satisfy will be other groups ,who are working in private firms and have not directly any benefits from government. Below are the details of all the agitations held, day before yesterday –
Punjab Roadways Employees protest gate rally – On the call of Joint Action committee of Punjab Roadways Employees, workers held gate rally, and their demands were –
  • Already accepted demands of Roadways employees should be implemented immediately.
  • Fleet of 360 Buses’ should be included in the Roadways fleet.
  • M.A.C.T. claims should not be put on Drivers and other staff members.
  • Workshop staff should be promoted with immediate effect.
  • Contractor system should be abolish.
  • Direct recruitment in the department.
  • Outstanding T.A. & overtime should be disburse immediately
  • End of special time ahead of Roadways.
Demonstration against Corporation – Across district, on the call of Punjab State Electricity Board’s joint forum, second day also, there was complete strike, employees are on strike from 15th April, in protest against unbundling of Punjab State Electricity Board and dividing it into two corporation, Punjab State Power Corporation Ltd. (Powercom) to manage generation and distribution and another Punjab State Transmission Corporation Ltd. (Transco) to manage transmission functions. Both these companies would be fully owned and managed by the State government. Employees Union believes that with corporation of board, employee’s interests have not taken into care & decision of corporation is harmful for employees.
Municipal Committee Employees agitation on second day also – Municipal Employees action Committee Punjab, demonstrate outside municipal office, they were protesting in support of Punjab State Electricity Employees plus also for their co employees who are working part time and temporary basis and demands to make them permanent.
Farmers & Farm Labour Unions burn effigy of State Government – On the call of twenty two farmers and farm labour union’s, in protest against corporation of Punjab State Electricity Board, burn effigy of Punjab Government. During demonstration, while addressing the huge gathering, leaders reveal that with corporation it will end subsidies and harmful for farmers fraternity.
Eleventh day of Teacher’s strike – Teacher’s Union hunger strike enters in the eleventh day, union leaders told that D.E.O. have promise that up to 18th April, lay off primary teacher will be reconstitute, and if he fail to keep their promise then on 19th April, teacher’s will demonstrate in front of D.E.O. office.
        Unions are protesting in favour to protect their rights, but problems face by workers who are non government employees, no body knows, in front of whom, they protest, so that they get out from their problems.

Shashi Tharoor & Controversies: made for each others ?

It is less then one year period, Mr. Shashi Tharoor took charge as Minister of State for External Affairs, but his name becomes synonymous with controversies, as he get out from one controversy he trap himself in another controversy. Below is the list of controversies his name drags in –
  • In the month of September, 2009, Mr. S.M. Krishna and Mr. Shashi Tharoor asked by Mr. Pranab Mukherjhee Union Finance Minister, to vacate the five star suites they were living in, on daily basis, which they occupied soon after they inducted in the cabinet, due to their official residences were not ready to stay in, but both claimed that they were paying money from their pockets. This attracted the ire of many senior party’s leader, according to them, It is sending a wrong signal across the country, at a time when common man is combating a wide range of issues in the current year namely drought and price hike in daily use commodities, some of the members of the cabinet of Dr Manmohan Singh are enjoying luxurious life in the city’s five star hotels.
  • Then U.P.A. Government led by Indian National Congress, started austerity move to combat expenses, and pass on directive to all the ministries to follow it strictly, cut down expenses’ and if it is possible travel in economy class, reduce size of delegations and so on, but Shashi Tharoor tweets on to his social networking account Tweets that economy class is a Cattle Class, this make furious, scores of people of country, then Prime Minster intervene and said it was just a joke by minister.
  • Another controversy erupted on Gandhi Jayanti when Mr. Shashi Tharoor said people should be working rather than staying at home, rather than taking a holiday, thereby paying real homage to Mahatma Gandhi.
  • Mr. Shashi Tharoor was in the news again for publicly criticising the new visa guidelines adopted by the Indian Government in the wake of the gaps exposed by the arrest of 26/11 terror suspects, David Headley and Tahawwur Rana. For this, he was criticised for breaking ranks with the official position of the Government. He later met External Affairs Minister, S.M. Krishna and explained his position on the issue. The rules were subsequently partly modified.
  • In the month of January, 2010, Mr. Shashi Tharoor, who hit the media headlines once again for his reported remarks, this time on Jawaharlal Nehru, said sections of the media were doing a disservice to the country with inaccurate, dishonest, irresponsible and tendentious reporting. I am dismayed by the inaccurate and tendentious reporting of a statement attributed to me at a seminar organized by the Indian Council of World Affairs (ICWA) on Jan 8, Tharoor told reporters at a hurriedly convened press conference at South Block. Tharoor, who was caught in yet another controversy when he remarked that Nehru’s foreign policy had taken India to a new level in the International arena, he agreed with criticism that Indian diplomacy at the time was often seen as a moralistic running commentary on other countries behaviour. Tharoor spoke after British MP, Lord Bhikhu Parekh, delivered a lecture at the ICWA, during which he said Nehru’s policies presented India in a light of moral self-righteousness.
  • In the month of February 2010,Mr.Shashi Tharoor was part of delegation of Indian Prime Minister Manmohan Singh’s three-day visit to Saudi Arabia, Union minister Shashi Tharoor, who had sparked a controversy by saying Saudi Arabia, can be an interlocutor between India and Pakistan, saying he had said nothing about mediation. "It is totally false. What Tharoor had said has nothing to do with mediation (between India and Pakistan). What prime minister had clarified and what Tharoor said there is no room for any controversy," AICC general secretary Janardhan Dwivedi told reporters.
  • Now Mr. Shashi Tharoor is in fresh controversy, because of his association with IPL Kochi team, Rendezvous Sports World, but Mr. Tharoor clarify through media that he have nothing to do with IPL kochi franchisee, except he help them to make consortium, it was in the month of March when Rendezvous Sports World ,awarded Kochi team, but recently Mr. Lalit Modi(C.E.O. and Chairperson of IPL) ignited the close chapter by announcing on his twitter account that one of unknown stake holder in Kochi consortium is Sunanda Pushkar, who is as per media is friend of Mr. Shashi Tharoor, get free 700 million rupees stake in the consortium, then allegations and counter allegations are pouring in, on daily basis, from both sides and with every passing time, issue turns very ugly and dirty, as prime minister is out of country ,he while talking to media persons responded that after getting every detail he will in position to say anything, so it will be interesting to see in which direction this controversy leads both the parties.
In the span of few months, time spent by Mr. Shashi Tharoor as Cabinet Minister, time took him into controversies, which is not good for him and his party, because controversy can give nothing, other then negative publicity, whom party or public figures certainly want to eschew.

Child Labour Prohibition Regulation Act-1986

     Children are the future of country, for prosperity, it is mandatory that every child get education, so that they become assets for their nation. In develop countries, of Globe, basic right are protected of their citizens by law, it includes free education up to middle level, plus they are entitle for the monetary assistance from government, but developing and poor countries of the world are lack of such advantages, equivalents to develop countries, thus children often skip to go school because of poverty or financial reasons, opt to become helping hands in their family income.
     India has also problem of child labour, because lot of states area’s, are under poverty & backwardness, without proper guidance and knowledge of advantage’s of education, around them, often leads kids to skip from education, but later on when they grown up and unable to stands in society, as a responsible citizen, it hurts them and they repents of not getting education. It is obligatory for all countries to set a minimum age for employment according to the rules of ILO written in Convention 138(C.138). The stipulated age for employment should not be below the age for finishing compulsory schooling, that is not below the age of 15. Developing countries are allowed to set the minimum age at 14 years in accordance with their socio- economic circumstances.C-138 has also made provisions for flexibility for certain countries, setting the minimum age of 12 and 13 for their children - but only for partaking in light work. Light work can be defined as children’s participation in only those economic activities which do not damage their health and development or interfere with their education
     To avoid children, do work, at very tender age, Government of India has made Child labour Prohibition Regulation Act-1986, in which children under the age of 14, are not allowed to work in any industry, Restaurants, Home & dangerous places to work by kids –
  • Transport of passengers
  • Manufacture and selling of crackers and fireworks
  • Abattoirs
  • Carpet weaving 
  • Manufacture of Beedi, cement, matches, explosives, soap, slate pencils, agate products, agarbatti etc.
  • Building and construction industry
  • Hazardous processes under the factory act
  • Brick kilns etc
and anybody who found guilty of violating this act, then any person, police officer or labour inspector can file complaint in court, and there is provision in the act that court can fine 20,000 rupees or two years of jail, but despite these terms, owner prefer to hire kids as employees in place of adult, as they believe children are reliable, dedicated and hard working, along with it they will also get less money compare to grown employees, plus they never bargain, but using childhood in work, employers not only snatch golden era of child, which is suppose to make foundation for his/her whole life but also become source of irresponsible & illiterate future of country which by no mean good for country.
     So, it is the moral duty of every citizen of country to add their support in the construction of good, responsible and educated future of country instead of helpless, depress & pathetic citizen of future.

Happy Baisakhi !

      Usually, every year Baisakhi falls on 13th April, 2010, but this year Baisakhi comes on 14th April, India being land of agriculture, Baisakhi is related to harvesting of crop,farmers seeing their crop ready for harvesting and result of their hard work going to give financial returns, all it make them happy, and thus they celebrates the day with music and dance. Although Baisakhi is celebrate in northern India but in other part of country day is celebrate with different name festivals like in West Bengal day is celebrate as New Year, in Kerala it is celebrated as Vihu festival. Other then festivals, the day has historic importance also, which happened in the past, on that day –
  • Tenth Guru of Sikhs, Guru Govind Singh Ji, lay down foundation of Khalsa Panth, on 13th April, 1699, at Anandpur Sahib.

Sania Mirza, Shoaib Malik & Marriage

        It is almost week ago, marriage of Indian tennis player Sania Mirza with former Cricket Captain of Pakistan Shoaib Malik, becomes highlights of media both in India and Pakistan, but instead of marriage news lost behind other current main news gradually, it make other news less important with every passing time and till date getting detail & in-depth coverage from media, due to controversies adding with concern parties especially with Shoaib Malik, it is believe, it will keep on pouring, until 15th April which is the day of reception, yesterday marriage solemnized in Hyderabad. It is intersecting to note why it gets so much attention of media, and later on for media, marriage of Sania Mirza with Shoaib Malik remain hot selling cake for more then week, till date not loose its shine.
       On 2nd April, 2010, Pakistani media break the news that former cricket captain of Pakistan Shoaib Malik (facing ban of one year because of pathetic performance of team in all format of cricket in Australia) is going to marry Sania Mirza (who despite having engagement with her known friend, later on it was cancel, amicably) Indian tennis sensation, marriage will be held in Hyderabad, India, reception will held in Pakistani, and then couple have plan to settle down in Dubai. Pakistani media also reveals that family members of Shoaib Malik are going to visit India in the first week of April. News attracts Indian channels, then next day, Shoaib Malik name add with one more Indian girl, also from Hyderabad, Ayesha Siddique, who claims she married to Shoaib Malik in the year 2001, and Shoaib merry her on phone, before marriage both came close through internet chatting. In hour’s time, Shoaib Malik’s, brother in law, denies marriage of Ayesha with Shoaib, on behalf of Shoaib and also add Shoaib never met Ayesha and photographs he received was of other girl. Next day, was passed with allegations and counter allegations from both side as Shoaib was in Pakistan and Ayesha was in India, both ware represents by their relatives on media. On 5th April,2010 Shoaib was seen in Sania Mirza’s house, then it gave chance to Ayesha & her family to intensify their verbal attacks on Shoaib and declared that either Shoaib divorce Ayesha openly or ready to face the dire consequences ,and then don’t blames us that we had not inform you, in some minutes Shoaib responded through media that question does not rise of his divorce when he did not marry to Ayesha .Next day Siddique family files complaint against Shoaib in police station of cheating along with some other Indian sections and also hand over evidences’, which were enough to prove Shoaib Malik wrong . Police department taking action on to the complaints of Ayesha, grill Shoaib Malik and then asked him to surrender his passport and don’t leave India. Media cover this saga non stop, which make community people worried, elder of community jumps in the controversy and arrange meetings of concerned parties involve, to settle down the case, and after very long meetings they came up with conclusion that Shoaib will divorce Ayesha plus will give 5000 rupees for three months to Ayesha as per their religion, with this it appears that chapter ends here of controversies, but instead of drop down it was continue, then news came that on divorce paper Shoaib Malik mentioned wrong name of his father, then news came that Shoaib gave 150 million rupees to Ayesha to settle the case, then news came that P.M. of Pakistan will send special gifts to the couple, and also that PCB can lift the ban as present to the Shoaib on wedding days. Now news cover by the media what Sania will wear on her wedding day? What will be in the menus? Which types of celebrations will takes place before marriage? In other words every small activity was covered by the media, so until 15th April does not pass, folks be ready for many more stories.

Political Parties & Money

     We are living in the era of competition, every section of society namely religious organisations, business community and political parties use media extensively whether it is print or electronics to remain in the mind of mass, about their activities and often spend huge money. It is the tragedy that nobody can challenge about their source of money, they spend on advertisements especially two categories coded above in the list, and they are political parties & religious organisations, Political parties declares money under donation column thus escape to give specific information. In four years, combined exchequer of top five political parties jumps more then four folds, below is the list of income of top five political parties (money wise) ,in the year 2008,all figures are in Indian rupees –
  1. Indian National Congress – 3.4 billion
  2. Bhartiya Janta Party – 1.77 billion
  3. CPI(M) – 1.56 billion
  4. Samajwadi party – 1.44 billion
  5. Bahujan Samaj party- 1.18 billion
In the year 2002, the total figures lying in the income tax office of all the parties were 2.23 billion rupees, as per detail release by the income tax department the source of income of political party’s were donations. Important question rises here who donate money to these parties and certainly they are not common people of this country. It was tradition and culture in the past, Indian National Congress collects donation from common people through meetings, during election campaign , the fund had to be collected, there was no pressure on people to give donation and they can donate as per there capacity in the party fund, but in today’s environment everything has now change, so is the style of getting donation from public, no more meetings visible but now business houses’, Industrialists and traders give donations, but in return also seek favour from party when they comes in power, which is not good for common people and country as favour by political party to any individual or group would be anti public, that’s not end here, and whenever political party spend huge amount on the name of their party functions, then they use the opportunity, to show other party’s and common people their money power, its recent example is on the 25th anniversary celebrations of Bahujan Samaj Party, as per rough estimates because correct figures are not available from party sources ,that multi fold crores of rupees(2,00 crores) were spent on the function, even only one garland which was made of 1,000 rupees note was made of somewhere in figure between 15 to 20 crores of rupees but if we go through the financial stats of the state then we shall be shock that we are reading the stats of same state whose chief minister spend crores of rupees on their party function, but government has no money to spend on public and developments, in simple words state is poor and under cash crunch but party is rich and have no shortage of funds. Irony of the countrymen are that they can watch their leader’s spectacular spendthrifts calmly but have no tongue to speak against them, but once in every five years time, public get respect and regard from their party leaders, which is the time of elections.
     To cut the power and spendthrifts of ruling party leaders, there should be law that any function or anniversary celebrations of any party, financial details should be submitted and must be accessible to anybody without any fear or as we are in digital age may be online and source of funds must be transparent, but biggest question is why these leaders, will open the mouse trap which can boomerang on to them also, some day in the future.

P.S.E.B.: unbundling process begins?

      Punjab is one of the state, in the list of three, where electricity act-2003 has not implemented, and state government is getting extension to delay the act, courtesy sham’s, once again date is coming near of deadline that is 15th April, 2010, but it appears this time, considering the action of state government that, it is not in mood to supplication for further extension. The Bill seeks to create liberal framework of development for the power sector by distancing Government from regulation. It replaces the three existing legislations, namely, Indian Electricity Act, 1910, the Electricity (Supply) Act, 1948 and the Electricity Regulatory Commissions Act, 1998. The objectives of the Bill are "to consolidate the laws relating to generation, transmission, distribution, trading and use of electricity and generally for taking measures conducive to development of electricity industry Once electricity act-2003 comes into force then state electricity board has to be unbundled and make it into three companies –
  1. Generation
  2. Distribution
  3. Transmission
The Electricity Bill was introduced in Lok Sabha in August, 2001 and subsequently referred to the Standing Committee on Energy for examination and report. The Committee submitted its report on 19th Dec,2002.Lok Sabha has passed the Bill on 9th April, 2003 and by Rajya Sabha on 5th May, 2003.The electricity act-2003 completely eliminates section 5 of ES act-1948, thereby abolishing the existence of SEB’s as statutory autonomous bodies, in other words the Electricity Act 2003 by totally eliminating the Section of ES Act 1948, clearly converts the SEB’s into Companies under the Company Act 1956. The Electricity Bill, 2003 passed by Parliament promises to usher in sweeping changes. The Bill seeks to provide a legal framework for enabling reforms and restructuring of the power sector. It simplifies administrative procedures by integrating the Indian Electricity Act, 1910, the Electricity (Supply) Act, 1948 and the Electricity Regulatory Commissions Act, 1998 into a single Act. The Bill has become an Act now after the Presidential assent and notification by the Ministry of Power on June 10, 2003. The Electricity Act, 2003 is based on the principles of promoting competition, protecting consumers’ interests and providing power to all. The controversy of unbundling PSEB in three/ several companies had been going in for the last five to six years. Recently PSEB Engineers Association has suggested that it is possible to retain the board without disturbing the present set up of the PSEB to meet the legal requirements of Electricity Act 2003 .This can be done by creating a new company to “trade” power as per provisions of the Act 2003.
     Failure of reform process in different states is mainly due to political interferences in day to day working of the state power utilities. Delhi and Orissa are the best examples of failures of reforms. The performance of power sector and achievements depends a lot on Government support and policies. Gujarat is an example where the reforms have yielded results. 24 hour power supply without any cut during last one year is no mean achievement. Government is ensuring full and timely payment of subsidy besides states determination to check theft of power. Even the residences of political high ups have been checked for theft of power.However act extends to whole of India barring Jammu and Kashmir state.
     Considering the opposition, from electricity employees Union’s and supported by farmer union’s, if act comes into force,state government ask Deputy Commissioner's of all the districts to maintain law and order, in their respective areas with the help from police department. In a letter by home secretary of state, to all the D.C.’s, directing them to constitute ‘crises management group’, whose main purpose is to control the situation after Punjab State Electricity Board will become corporation, so on 15th April, 2010 it will be a day when mystery will unfold about state government decision if it implement electricity act-2003 or further delay it, and if act comes into force then what will be the mode of action of employees union’s and farmer union’s.

Power(ful ) Initiatives?

      Punjab, most prosperous northern state of India in the past, unable to carry on the pace of developments and loose crown of prosperous northern state of country, reason other states starts giving much better basic facilities at discounted cost to every sections of society which certainly attracts investor community to invest money, and investment in projects, existing and fresh ,by investment community is one of the sign without any controversy of prosperity and also prove, access to basic infrastructure, at ground level. Without any confusion, round the clock supply of power is the top most ingredients in today’s time, for money to pour in the state/country, courtesy investor community, both indigenous and international. Claims by Punjab state government that in coming years they will make state, surplus of power but it is not visible on ground because from last two years state was under power cuts, four to five hours, even in the winter season when demand of power dips to its lowest level ,which contradict governments claims in wrong directions.
     On, 3rd April, 2010, Punjab state Chief Minister Mr. Prakash Singh Badal at his residence had meeting with the joint delegation of SunPower Corporation and Entrepreneur Business Solutions from USA, as per plans EBS-SunPower, a joint venture company, will bring the latest solar technology ,along with it has plan of localised manufacturing facilities, which will be based in Punjab state, with a investment of Rs. 500 crores, to generate 1000 megawatts of power in phased manner over next two years, providing employment to the state and also setting up the first entrepreneur center in association with Punjab Energy Development Agency( PEDA) to impart training and certification in the field of latest solar technologies. It will be helpful in creating of jobs and investments in this field which in turn will benefit the state with more power generated through solar.
    Chief Minister Mr.Badal asked Secretary, Science & Technology, to make a detail plan to establish a network of solar power plants in the state in collaboration with SunPower and EBS through Punjab Energy Development Agency. Mr.Badal also asked the representatives of SunPower and EBS to set up a demo projects at the rooftops of the government buildings for tapping solar energy which could be later on replicated in other government buildings such as district administrative complexes, warehousing and Markfed go downs. Mr. Gurmeet Naroola, who is in charge of SunPower business development in India, said EBS-SunPower, was a joint venture to promote latest solar technology. The company plans to invest Rs 500 crore to set up manufacturing units in the state. Mr.Naroola said once the project is implemented it will expand employment opportunities in the state. The company would also help set up an entrepreneur centre in association with PEDA to impart training and certification in the field of solar technology. “EBS-SunPower has already started commissioning the first grid for a 5-mw solar power plant at Shaheed Bhagat Singh Nagar in Punjab which is expected to be operational in July,” said Naroola. Mr.Badal said that he would soon call on Union Renewable Energy Minister Farooq Abdullah to get solar power projects allotted for Punjab under various schemes.
    Hopefully solar energy projects will reach at its full capacity in Punjab state in next two years, then people of the state will get relief from long unschedule power cuts, especially in summer season when it’s really very hard to think of life without power due to scorching unbearable heat, last summer temperature had touched 47 degree mark, it may be due to global warming but the sufferer were common people of state. After the period of two years, as claims by the government, power crises’ in the Punjab state will be history and solar power will add prosperity to the state.

Infiltration will Increase

        Pakistan is epicenter of Indian terrorism activities, it indulge in giving shelter, training & financing different separatists outfits groups, for almost three decades ago, who are responsible for terrorists incidences’ happening in different parts of country. Pakistan motive is to destablise India and stop India’s steps of prosperity, so using misguided youth of India, as its tools, Pakistani establishment’s first brain wash these misguided youth, provoke them against India, then after training and financing insurgent them into India to do terrorists activities. Although process of infiltration continues throughout year but during summer season due to melt down of ice in the areas of Kashmir valley, insurgency bids increase significantly and that’s the reason during summer season news of encounters with terrorists /infiltrators by our security personals number increases. We are in the month of First week of April but news related to foil of insurgency bids and encounters are becoming part of media on an average twice to thrice times in a week, which is sign of what will be the days ahead of coming summer in India?
     Union Defence Minister Mr. A.K. Antony, in the first week of April this year, while talking to media persons, on the occasion of launch of India's third missile destroyer INS Chennai, The ship, fitted with the indigenously designed BrahMos surface-to-surface missiles system - part of the Project-15 Alpha class - was launched by Elizabeth Antony, wife of the defence minister. Defence minister said, “we are getting information from our intelligence agency that during summer season, across the border, activities of enemies are going to increase & there will be massive bid for insurgency going to happen and we are ready to handle them firmly, as far security is concern then summer are going to prove more hot due to infiltration, without taking name of any neighbouring country he said Indian Army is going to have active summer because of insurgency. The need of the hour for our armed forces is to upgrade and government is with clear view that our armed personal should be upgraded rapidly, Chennai will join navy in the year 2013, it is 163 meter long and 16 meter wide as far its detail is concern. The ship's air defence capability, designed to counter the threat of enemy aircraft and anti-ship cruise missiles will revolve around the vertical launch, long range surface to air missile system which is being co-developed by DRDO.
   Along with security personnel’s, it is the liability of every citizen to remain alert as government cannot deploy army personal on every nook and corner of country, but with active participation and support of every citizen of the country, terrorism incidence can be reduce, its recent example is that ,Ruksana brave girl of Rajouri, which comes in Kashmir province, not only save her family from terrorists but also killed one terrorist with an axe, it happened on 29th September,2009,it mean that terrorists are strong until and unless they have weapons in their hands but once if somebody bravely face them, then terrorists can be overpowered and killed by ordinary man without having any prior training.

Make Mandatory to Vote

      Democratic set up is based and powered by its countrymen, as they have fundamental right to choose their representatives, for all levels of democracy, representatives have to get people’s verdict by their votes, which of course people decides by candidates work, efficiency and ideology, so all it make leaders a public servants and a bridge between government schemes & policies and common people, but this basic proposition of democracy is mold by our leaders as per their wish. At the time of elections big claims make for public and developments, in their party manifestos that if their party comes into power then they will serve, work and remain public friendly during their terms but when they comes into power instead of implementing their agenda and policies on priority basis, they even shun and put aside their promises’ of manifestos plus not easily approachable by public, which make voters feel cheated after every five years terms and tragic part of this that there is not any provision in our law that public challenges and demand transparency from their representatives’ works, ironically add insult to injury leaders even not afraid to use tax payers money for publicities in the newspapers. All this creates big ditch between voters and leaders. Despite holiday on voting day people avoid using their votes and percentage is dipping to use their voting right in recent past elections held in country of different levels. As per one survey which was conducted on voting percentage, shocking revelation comes out that nearly 60 to 70% of the educated Indians are not utilising their votes. Persons especially educated youth, college students, professionals, software guys / gals, PSU/Corporate officials are not at all interested in casting their votes. Only Upper Class and Lower Class people are casting their votes. The lower class people attracted towards liquor/money and other free offers given by politicians and use their votes irregularly. (One should realize that such free offers will convert citizens into beggars). Middle class people especially salary class, small scale businessmen doesn’t bother about all these things and blame government when ever they felt impact of the politician acts comes to their level. But they don’t think who are responsible for election of such politicians. It is understood nearly “Millions of Crores Rupees are mugging in some corrupted politician’s hands. The Corrupted amount of politicians in cash with Swiss bank is ten times more than Indian budget. Some politicians & their families are even richer than Bill Gates, Warren Buffet. It is the subject which needs immediate focus of our law makers to bring back eligible voters to the polling booths. Last year Mr. Narendar Modi, chief minister of Gujarat State make it mandatory for all the eligible voters to cast their vote but it was restricted only for civic body polls, it is a appreciable good move by the Modi and need to apply at all levels of polls as participation by minimum seventy to eighty percent voters turnaround is must which also express people’s interest and enthusiasm to elect their representatives, but at the same time some restrictions also need to be imposed on our representatives in efforts to woo voters to cast their votes –
  • At the time of Elections there should be provision for negative votes also, means if voters not like any candidate or all candidates then he/she can cast his/her votes with remarks that I don’t like candidate/or any candidates then if he/she gets more then fifty percent cast vote, negative in his/her favour, then his/her candidature will be cancel automatically.
  • Candidates with criminal background should not be allowed to contest any levels elections.
  • All candidates declared assets/wealth must be scrutinize by the income tax department thoroughly within stipulated time and get their nod of clearance irrespective of leaders status they are in power or opposition party.
  • There should be age limits for candidates to contest elections and after that age no candidates should be allowed to contest.
  • To contest elections candidate should be educated from recognised institute of country.
  • Should be mandatory for elected representatives to meet their constituency people, minimum four times in a month and their problems solve without bias, concerned government department order to clear/end it on priority basis without bribery.
Hopefully if such steps taken by authority/law makers then it will be beneficiary for our democratic set up strengthen further and return back faith of common people on to our leaders which then anyone can say proudly India is Democratic country.

Inflation Demon

        Indian Public is grinding under inflation from last year’s September month onwards and concerned ministry (food and Agriculture) either hearing voices’ of people with deaf ears or come up with statements in the media from time to time which resulted in shoot up of prices further of commodities named by F&A minister and it is not that Union Food and Agriculture minister name one item but he spare no commodities of Indian kitchen like sugar, milk. pulses, rice, vegetables and eatable oil, then jumps in the prices’ of these items seen in the span of eight months more then two to three folds minimum because of huge gap between demand and supply which created courtesy of shortage of rainfall during rainy season plus F&A minister statements in the media gives opportunities to the hoarders and black marketers to reap the profits by storing. When F&A saw and realize the anger of public against him and his ministries due to his statements in the media, he made two more statements to boil public further –
  • Astrologer can predicts when prices will come down.
  • His ministry is not purely responsible of price rise because decision taken by GoM and known to P.M.O. also.
Experts come up with their conclusion on to price rise and give some relief to furious people of this country that prices’ will come down when fresh bumper crop will reach the market and Government is simply buying time from public by issuing statements like inflation will come down very soon; government is taking all the required steps to control the demon of inflation which on ground not visible but such supporting statements issued by Finance Minster and Food and Agriculture Minister of and on to calm down furious common public whose budget goes haywire, but at the same time announcements and decisions of Government make people confuse and pressurise them to think twice what the government saying is correct or what they are doing is right –
  • Central Government issue notification to increase Dearness Allowances (D.A.) to it’s employees from 27 percent to 35 percent which will benefit approximately five million central employees and it will be effective from 1st January, 2010, with this announcement there will be additional burden on Government exchequer 6,969.36 Crores, Question here rises if government are doing efforts to control inflation then what’s the logic behind increase the dearness slab? Are Government employee’s lives in different atmosphere /society, then other citizen of this country?
  • Punjab Government in the Assembly present bill to increase Legislative members salary and perks, and shocking side of this story is that whenever question comes to increase the salary and perks of Legislator members then every party stand united and bill clear without any obstacles but on other hand when anything comes for development, benefit for society for discussion in Assembly or Loksabha then never ever opposition party stand united with ruling party and lot of undemocratic scene witness either of walkouts or uproar or disrupt of proceeding of house.
All this make common people of the country to think if government whom his vote give power to govern the country or state, government belongs to handful section of society whom they are working or every citizens are as much part of country as much any others but on grounds it not appears that government works for every citizen of this country as government worry for their employees and state legislator or Member of Parliaments worries for their perks but left common people on the mercy of their fates’. Example of this people are angry and vocal against inflation but despite passing of eight to ten months government did nothing ,other then hopes.

Right to Education

        Government of India make education mandatory for every child of the country, by making law, which came into effect on 1st April, 2010, so education in India, is fundamental right of every kid of this country. India join the group of handful of countries of the world which have such a statutory provision, it will benefit 10 million child of country who never goes to school or left study in between due of some reasons, are going to be in the bracket of advantage, to have primary education, irrespective of gender differences children of 6 to 14 age group, are going to come back to school, when local authorities and state governments bound to ensure for mandatory education to all these children. Right to education, how much seriously Central Government is pushing ahead, one can understand with this that on 1stApril, 2010, Prime Minister himself appeared on National Television and had touches different angles of education law. As per information provided by the finance Secretary, 25,000 Crores of rupees, funds allocate to the state governments for the right to education and in next five years total money required for education project are 1.71lakh Crores. While addressing Doctor Manmohan Singh said, “The Government at the Centre, in the States and Union Territories, and at the district and village level, must work together as part of a common national endeavor.      I want that the light of education should reach to all, words expressed by Human Resource Development Minister Mr. Kapil Sibal plays down his role and gives credit to the Congress leadership, Sibal finds the bill flawless but there is the huge requirement of teachers and the Government will have to recruit 1.2 million teachers in six months to achieve the optimum student-teacher ratio. There’s also a need for a massive teacher training programme over the next five because primary teachers will all have to get a Bachelor of Education degree. Within three years, basic infrastructure including classrooms and library in every school will have to be in place. Sixty-three years after Independence, the Government is guaranteeing the freedom from illiteracy. But will the guarantee be effective because the Government appears little prepared. It is still very uncertain if almost every village in India will boast of a school in the next few years. Recently, the World Bank announced two education projects worth a total of $1.05 billion for India - one of which is to boost the number of children enrolling in and completing elementary school. The World Bank says the number of children reportedly enrolled in elementary education in India increased by 57 million to 192 million between 2003 and 2009, more than two-thirds of this increase took place in government schools. The number of children out of school declined from 25 million to 8.1 million during the same period, as per the World Bank stats.
    According to the law, from the beginning of next school year, all recognized private schools must admit 25% students from economically poor backgrounds and socially disadvantage groups in age group of 6-14. The tuition fees of these students will be paid by the government. Though there will be serious problems in implementation, but this will of course put more power on bureaucrats to determine the students who are eligible to attend private schools, should they chose to do so. The new law makes it mandatory for all the private schools to obtain official government recognition within three years. Moreover, they must also have a certain size of land plot, a playground, library, the teacher qualifications and also salaries.
   From beginning of next session, in the country, all the kids in the age groups of 6 to 14 are going to have better opportunities as far education is concern, regardlessly their parents are able to meet the financial requirements or not, it is the story of past, as now the burden is taken over by government from their parents, through Right to Education law.

National Census-2011

     On 1st April, 2010, President of India, Smt. Pratibha Patel had officially started National Census-2011, which is 15th National Census of the country, on that day President, Vice President and Prime Minister had filled the National Census forms. National Census will conducted in two phases’ across India, which will start from 1st April, 2010 and completed on 1st June, 2010.Every part of the country will be covered, which is spread into 35 States & Union Territories and total population is 1.2 billion. Government invited maoists and declared if they will join the exercise of census then they won’t be arrested. As per Government declarations total 2.5 million officials are appointed for this huge and massive exercise of National Census. This is first time that along with National Census Government is going to prepare National Population Register (N.P.R.) an identity database of all usual residents in the country, contains specific items of information of each individual of the country, so it is meant to create a comprehensive identity database in the country, which would help in better targeting of the benefits and services under the government schemes and programmes. N.P.R. will include the items of information such as the name of the person, father's name, mother's name, spouse's name, sex, date of birth, place of birth, current marital status, education, nationality as declared, occupation, present address of usual resident and permanent residential address. The database will also contain photograph and ten-finger biometry of persons above the age of 15 years, data collected for the National Population Register will help in the issue of the 16-digit Unique Identity Numbers to all Indian residents and will be used in an even bigger and more ambitious project to give each citizen a unique identity number similar to a US social security number. The number will serve as a one-stop proof for all Indians to establish their identity, eliminating the current need to produce multiple personal documents.During first phase data will be collected for N.P.R. and list will be prepared through door to door campaign, the physical count of residents will be made between February 9-28 next year and the completed census will be released by mid-2011. Total funds allocations for both these activities are 595.6 million rupees and break up for these projects are 220.9 million rupees for National Census and 375.6 million rupees for N.P.R. April fools Day

        On 1st April, every year, people celebrates April fools day and on that day people intentionally creates scenes to fool others and they spare nobody whether they are their friends, relatives or unknown persons. When April fools days started? How it began? What is the history of April fool’s Day? As per information available relating to April Fools’ Day, is below coded –      An observance which takes place in many western countries every April 1, traditionally known as April Fools' Day or April Fish — in France. It's a day when humor reigns and harmless pranks, practical jokes, and hoaxes are sanctioned. Customary practices range from simple tricks played on friends, family, and coworkers to elaborate media hoaxes concocted for mass consumption. In 1708 a correspondent wrote in to the British Apollo magazine to ask, “Whence precedes the custom of making April Fools?” The question is one that many people are still asking today. The puzzle that April Fool’s Day presents to cultural historians is that it was only during the eighteenth century that detailed references to it and curiosity about it began to appear. But at that time, the custom was already well established throughout northern Europe and was regarded as being of great antiquity.
France: In 1564 France reformed its calendar, moving the start of the year from the end of March to January 1. Those who failed to keep up with the change, which stubbornly clung to the old calendar system and continued to celebrate the New Year during the week that fell between March 25th and April 1st, had jokes played on them. Pranksters would surreptitiously stick paper fish to their backs. The victims of this prank were thus called April Fish—which, to this day, remains the French term for April Fools—and so the tradition was born.
German: On April 1, 1530 a meeting of lawmakers was supposed to occur in Augsburg in order to consider various financial matters. Because of time considerations, the meeting did not take place. But numerous speculators, who had bet on the meeting occurring, lost their money and were ridiculed. This is said to have been the origin of the tradition of playing pranks on April 1.
       Instead of going through the history books and looking for when and how April fools day started, I think it’s better to enjoy and celebrates the April fools day, as in today’s busy, fast and tough life people get very rear time and chance when they enjoy lighter moments in their lives and targeted person does not take any prank or joke personally.
