Accidents and Compensation


     At the pace country is marching ahead on to the path of prosperity, some law needs immediate attention of government to amend it for the benefits of public because they belongs to the public directly but its lengthy and cumbersome process make them frustrated often, and in this list is compensation to the victims of road accidents. Across India there is 2.3 million kilometers or 14.375 lakhs miles long stretch of roads, based on the length anybody can assume that on these roads number of vehicles runs would be in many fold of millions, and on these roads everything is visible like cyclists, two wheelers, three wheelers, four wheelers, heavy duty vehicles, traditional Indian rural transport etc. etc., because of unsystematic and careless pedestrians every year countless accidents happened in India. As per section 146 of insurance, it is clearly mentioned that without third party insurance, no person should be allowed to drive the vehicle, and government of India has made important provision for the victims of road accidents, for this third party insurance is must, now the ambit of insurance is increased to private players also which was earlier restricted to only four government companies, before the era of liberalization. So victim of road accidents or his/her relatives should be certain with the provision of third party insurance that they wont face any difficulties in case of accidents, in getting compensation, plus in the year 1988, Motor Vehicle Act was amended for the benefits of road accidents victims and made it very simple and in addition of it there was list in which age and as per victims income, made the criteria, but its shocking here to code that ground reality is totally opposite of it to get compensation at the time of road accidents as still it takes a long period of courts verdict to declare.
    To make compensation package public friendly and easy, government can collect insurance from vehicles owner on the pattern of road tax as it is now collected for the life of vehicles, so that common people can avoid from the tedious process of compensation. Union government’s concerned department need to take initiatives by taking responsibilities of compensation to the road accidents victims, but it is possible only if government consider that process of compensating road victims is very tough and need government to make it simpler.

Punjab Public Service Commission & Controversies


    One of the important department of Punjab Government is under storms of controversies from almost one and half decades due to one reason or another and surprisingly during this period state is rule by different parties. Just recently it again catches the eyes of public because of Punjab Vigilance Bureau’s report in which it raises the fingers on to Punjab Public Service Commission’s selection of three hundred and twelve doctors as it has found irregularities on to the process of selection and lashes on to the members of PPSC. In the year 1995-96 then chief minister of Punjab state Harcharan Singh Brar, who was chief minister of state for the period of six months, appointed Ravinderpal Sidhu as President of PPSC. Later on Sidhu was found guilty of taking bribe from selected candidates, surprisingly on 10th October and then 26th December,2001, Parkash Singh Badal endorse his approval by requesting to then Prime Minster to nominate Sidhu as member of PPSC, but his request was not approved by Prime Minster. Then later on when congress party comes into power in the state in the year 2002, chief minister of state ask Sidhu to step down, but Sidhu deny accepting it, later on Punjab State Vigilance Cell raided on to the Sidhu’s government residential premises and recovered huge money which was declared by department as bribe, believed taken from one aspirant who want his selection and it was also seen by public on TV screen and wad of notes recovered from the lockers of Sidhu.
    Its not hidden from anybody that selections by recruiting agency is not based on the merit of candidates but often based on other grounds. Report file by Punjab Vigilance Bureau has accused that members of commission to favour there relatives or known has superseded normal procedure. Government agencies ignore the basic criteria of merit instead they opt or go for another option, may be pressure from some sectors or another reason, but if anybody join the government department after giving money, then certainly not only his first target would be to get back the money he spent plus also earn money many fold of it, and it will ignite the demon of corruption and public will have to grind in it.

Dark Spot Mapping


    Despite upgradation of roads across India, it is still cause of concern for authorities to reduce accidents, and it can be due to various reasons, some can be-

  • Not following Traffic Signals / Rules
  • Not fully focus on to Road Traffic or busy in talking with others or using mobile
  • Drugs
  • Work overload
but there is no doubt all the above coded reasons points towards Drivers mistake or human error, data prepared in the year 2008 on road accidents happened in the country and people lost there lives are –

In majority of accidents, study research reveals, almost seventy five percent accidents occurred due to driver faults, but for government to reduce /minimise the numbers of accidents is a challenge, now Punjab Government with the financial assistance from World Bank has taken initiatives to get rid on to the accidents happening in Punjab State, and started work on it, survey will complete in the next six months period as per targets.
      With the financial assistance from the world bank in this project, on 24rth January, 2011 it started in Punjab State by Punjab Roads and Bridges Development Board with the survey, which will complete in next six months and will cover 406.25 miles roads of Punjab, but during first phase radius of 62.5 miles of surrounding Chandigarh area will be covered and it has approximately one dozen areas which have high numbers of accident prone areas, below are names in alphabetic orders –

Under joint venture of Punjab Traffic Police and Transport department, and team of ten scientists of Central Roads Research Institute( C.R.R.I.) has started the work on the dark spot of Punjab state where maximum numbers of accidents takes place, after the deep study of reasons and type, state government will prepared final road safety study. After completion of 62.5 miles of Chandigarh team will move other areas of state like –
  • Amritsar
  • Ludhiana
  • Jalandhar
  • Bhathinda
Under the project survey team will make videos of these spots and police personals response, police personals problems, vehicle problems will be mapped and digitize. As per the words of Mr. R.P Singh Additional Deputy General of Police (Traffic and Railways) it will take time of one year to cover the whole state under this project, then based on the road safety study will adopt which will help to reduce the number of accidents happen in state, more over previous initiatives taken towards road safety awareness has provided us positive results and also campaign against wrong parking, rash driving and drunken driving dip the graph of death due to accidents in the state.
    Once dark spot mapping project completed then it will help experts to erect road safety strategy to reduce the number of accidents and save valuable lives.

Prime Minister & Press Conference


    On 16th of February,2011 Prime Minister invites editors of electronics media for interaction and it was believe that he is calling media persons for press conference to put government side of story on score of issues which were simmering in the country for quite a long time and government starts feeling the heat of it, thus to calm down every story it was need of the hour to come in front of public domain with honestly, government was under intense pressure from almost one year now on score of issues, like –

  • Scams
  • Black Money
  • Inflation
Prime Minister’s press conference was declared by experts as response to opposition parties which are raising fingers on to his silence, as few days left for the start of budget session and last session of parliament which was winter session, opposition parties does not allowed to held proceedings for 22 days which had total 23 working days. Since Independent only few Prime Minister’s had courage to face media and they were Morar Ji Desai and Indira Gandhi, so everybody glue to T.V. screen to know the government side plus how Mannohan Singh respond to nation through media on 16th of February, 2011, as national channel allowed to telecast press conference live, but in the end it appears as if he has nothing as explanation for the vocal communities of country other then to defend not only himself but also his tainted set of armory of ministers.
      Prime Minister responded to questions which becomes issues for all sector of country to boil whether it is political arena or public domain or media, without satisfactory angel and just do his level best to patch up every concern of public which was representative by electronics media like on 2G spectrum scam, despite in front of Controller Audit General, Mr. A.P. Singh who is C.B.I. director, claims loss to the nation was half a Trillion rupees, but F.I.R. against Raja and his aides were 22,000 crores of rupees, but as per Prime Minister’s words it was technical glitches and he does not stop here but linking scams to subsidies that government is giving on chemicals and food items which resultants in lose of billion of rupees of tax payers money then with loss of few Crores why there is so much uproar?   • On to question of ISRO Devas deal Prime Minister shrug his hands by responding he and PMO is not responsible, but it is ridiculous as deal mature having signature of PMO. It smells that he is just announcing Yes, he is Prime Minister, but any wrong doing happening he is not responsible, point here rises, so what if he carries clean image but if under his nose scams and corruption is uncontrollable and his ministers are involve in one after another controversies, then certainly he is also as much responsible as his tainted ministers, because despite accepting there involvements but still he is carrying them while closing his eyes its hard to understand, What is stopping him to take action? As flow of country’s wealth is keep on siphoned off. Question rises if he is unable to take action and not control of the situation then why not he quit from his job? In response to this question he said he wont quit until and unless his full term in the office.
There is no doubt that he is only second Prime Minister after Jawaharlal Lal Nehru who after completing his full first term as PM again become second time Prime Minster, but ground reality here is that if country has option, as western world, to consider the popularity of there leaders Prime Ministers/Presidents, then there is no doubt that his popularity has gone downwards drastically as he is totally fails on public acceptations in which they are grinding for countless times viz scams, black money, inflation, corruption etc etc., if his government does not feel the heat from media and political parties then perhaps score of issues let down country, without making dent on government like-

Bihar State Setting Milestone of Clean Governance


     Bihar State under the leadership of Chief Minister Mr. Nitish Kumar is rapidly changing and setting milestones for other states to follow if they want prosperity and satisfied public but it can happen only if there leaders are sincere as it need political will to do it. During his first term as Chief Minster of State he had taken scores of initiatives which were public friendly like more then half lakhs criminals punished, roads were constructed, electricity supply in the state improve, invite industrialists to invest in the state which will help to improve GDP of state. His work is applauded by the public which they reciprocate by giving second term to rule the state with thumping majority with his alliance party, whose break up is as follow –

  • Total - 206 ( Bihar Assembly has total 243 seats)
      Now continue with his unfinished agenda of clean governance to the public he has taken more such steps which is first time in the history of independent India like he make it mandatory not only to the ministers to declare there properties but also include himself and now it is available on to the website of Bihar state, and going further in this direction he asked every IPS and IAS to declare there properties until March month failure of it will not get his salary until and unless he/she declare his properties.
     Further tightening the grip on to anti public elements he make law, in which he gets nod from the President of India, that any government employee found guilty of corruption/bribe then his/her property will be seize by government as in the past tainted employees punished but his/her property remain with them. Now on seize property state government will construct educational institutions, and its please to code here that its not appears in the paper as law but state government machinery has taken action against tainted government employees which were caught by state vigilance department and under Bihar special courts act 2009, now in six special courts against fourteen government officials cases are under trail for having misappropriate of assets which is worth 250 million rupees. As per state’s vigilance department against three hundred and ninety eight cases charge sheet were filed and have collected 27.5 million rupees. These persons were arrested taking bribe. In a case which is worth mentioning here is related to a government employee who was caught red handed by state vigilance department for taking half a lakh of rupees as bribe and after investigation it is found that he has misappropriate of assets, case goes like this –
  • State’s vigilance department was keeping eyes on a government employee against whom complaints were piling on daily basis, then department create trap to catch him red handed, and he was arrested in the net of vigilance department taking bribe of fifty rupees. Then after probe it was found that he has misappropriate of assets like two plots, one building under his wife’s name and a building in his ancestral town and has money worth 5 million rupees, under Bihar courts act 2009 if any government employee found guilty then his/her property will be seize by state government, thus officer does not get any relief and now government is going to construct educational institution on to his property.
Chief Minster of Bihar is working it wont be surprise that Bihar will become number one state, and people of the state gets corruption free, people friendly government employees, highest GDP growth, so if leaders of the country wishes to give people clean governance then its not impossible but only requirement is political will to act against corrupt minds whether they are leaders or bureaucrats.

Baba Ramdev with Mission Clean India?


    On India’s horizon name of Baba Ramdev starts buzzing one and half decades ago, and since then he is busy to boost lives of Indians through breathing exercises/yoga/ ayurvedic medicines, it appears as if he is on mission to clean India from all bad elements that exit around Indian like diseases, corruption etc.etc. as he recently starts targeting Indian leaders and also announce political party by name Bharat Swabhiman on 10 March,2010 and declared that his party will file candidates in all the 543 seats in the next general elections but now saying that it can start from Utter Pradesh Assembly elections also, he is very vocal against ruler to bring back black money deposited by Indian in the tax haven countries plus also against tainted leaders, erase corruption, now on different platforms he use to call Indians as his children and announcing that it is his liabilities to take care of my every children. Recently he protests along with another guru against corruption. Now People of this country have started taking his words and action very seriously and have faith on to Baba Ramdev as his every meeting and exhibitions people turns into tens of thousands.
   In the beginning he starts his campaign of operation clean to remove the source of bad health from Indian that is disease by hosting breathing exercises/yoga camps and teach them to change there lifestyle for healthy livings, which starts appearing as positive results in few years times, and people told there stories of recoveries from fatal diseases which through allopathic not possible and even patient has to take medicines throughout his/her life. As per words of Baba Ramdev in Human body there are billions of cells, which needs oxygen to recharge themselves and in the absence of require oxygen, cells starts decaying which become reason of disease, so doing on daily basis breathing exercises for half an hour anybody can become healthy, and if anybody has some disease then he/she will get rid on to it and if a person has no disease then he/she will live life without any disease. Stories of leaders that are involved in scams are hitting the news on every fortnight basis, now he made mind to file his party’s candidate even in the coming UP Assembly elections. Recently talking to media person he declared that there is total 400 hundred crores of black money exits, three hundred crores are deposited in the tax haven courtiers and one hundred crores exits in the country it self and he have proof of his words which he will reveal at right time. As this money belongs to India and it should bring back to country. His words are attracting average Indian and it will be interesting to see if his party gets support of the public then how his representatives do work and give people relief from score of demons which are part of Indians, because there is lot of difference in ones words and actions.

Manpreet Badal: Name to Reckon

     Punjab State is under one year period of assembly elections. In the state assembly total number of seats are 117 and state is divided into three region by name Doaba, Majha and Malwa. In Punjab politics horizon there are main three political parties around whom balance of power moves and they are Shiromani Akali Dal, Bhartiya Janta Party and Indian National Congress party but in the state Bhartiya Janta party has alliance with Shiromani Akali Dal and they get down on the pitch of elections from last three assembly elections with Shiromani Akali Dal but recently because of churn in the Akali Dal, one more name is emerge in the political atmosphere of Punjab that is Manpreet Badal (former Finance Minster of Punjab), who was asked to resign from his post almost six months back because of differences with other leaders of party on to the issue of subsidies, as Manpreet being finance minister was in favour of removing the subsidies which were becoming burden onto the state government exchequer but his party wants to continue on subsidies which state government is giving as it has opinion its not viable to end the subsidies, along with it one more issue become Manpreet Badal’s exit from ministry that was centre offers to write off half the debt of state which is approximately 75,000 crores and it was taken during the phase of militancy in the state, but with terms like end subsidies on to electricity, improve financial health of state transport department etc.etc, Manpreet Badal was interested to accept the offer as on every year state is paying multi thousand Crore only as interest of centre where as his party against the offer.
     Manpreet Badal is now busy in public meetings throughout state and giving the facts to the public, with him some leaders of his former party are also starts join his campaign, on every meeting it is seen that he is able to pull the crowd regardless of place and region, it starts give feel to the observers that Manpreet is going to play a major role in the state assembly elections which are going to held in the state in the year 2012, and for Congress and Akali Dal it will not going to be easy elections and Manpreet Badal is going to give them run for there money, so considering the Manpreet Badal wave in the state now his some meetings are either disrupts or not allowed to held in some part of state. Although Congress and Akali Dal party leaders are claiming that Manpreet Badal is not going to change any calculations but one can say that these are the words of leaders but ground reality is that people are attending Manpreet Badal’s public meetings with full enthusiasm. Recently Manpreet Badal approach Guru Nanak Dev University to host a seminar on to Punjab’s fiscal crises, but vice chancellor of university not give permission and said University premises does not allow any political debate, but Manpreet Badal’s representatives clear the confusion in the press note they have not any political agenda in their mind in he university campus but they was simply wants students to aware the Punjab state fiscal crises, its clear either vice chancellor is right or he was stop by some invisible force to hold seminar in the university, but it appears obstacles on the way of Manpreet Badal won’t stop him to make dent in the February 2012 results. It won’t be miracle if he surprises everybody with results which will unfold at the time of February 2012 elections.

Tribute


     Today is birthday of one of the very few persons whom I respect a lot from my bottom of my heart and also owes a lot of them, Mrs. Pawan Jaswal, in the picture is one of them, but unfortunately completed her life’s journey on 16th April,2008 and left every relatives of this world crying, for her heavenly abode. It’s may be almost three years now since she left but because of her good nature, smiling face and openness to help generously for needy persons, her memories cannot be faded from our mind. Although we lives in this world until our body has breath but fact is we are in this world until and unless there is current/energy/soul/ what ever one can name it, remain in body, once it leaves the body then despite all the parts of the body intact human beings turns into lifeless, as there is saying in Holy GITA-

 “Soul never dies, its body which is mortal and once body completes its circle then soul immediately takes next birth, as we change our clothes same way soul changes bodies”

 So where ever you are right now I am thankful to you for your kindness, generosity and helps during my low phase of life.

Freedom From Telemarketing


    After long wait of Mobile Number Portability (MNP) on 20th Jan, 2011 it comes into effect across country, which gives relief to customers to choose there operator, Now one more good news for the mobile subscribers to get rid on to unwanted calls and SMSs’ which often belongs to telemarketing, Telecom Regulatory Authority of India (TRAI) has given option to mobile subscribers to get SMS or Voice Calls from selected category or fully block them. From yesterday onwards subscribers can register and it will comes into effect from 1st March, 2011.It is divided into eight below coded categories –
  •      0  Fully Block
  •      1  Banking/Insurance/Financial Products/Credit Cards
  •      2  Real Estate
  •      3  Education
  •      4  Health
  •      5  Consumer Goods and Automobiles
  •      6  Communication/Broadcasting/Entertainment/IT
  •      7  Tourism/Leisure
To choose particular preference or fully block Telemarketing subscribers can activate by doing below coded formalities –
  • START < option > send to 1909 , suppose if subscribers wants SMS or Voice calls of Health then he/she can do it by START < 4 > and then send it to 1909.
  • If subscribers add 0 in his/her preference then it will consider Fully Blocked like START “0,2,3”,
  • To opt for multiple preferences from categories send SMS “Start ” to 1909. For example for receiving commercial SMSs from Banking Insurance/Financial products/Credit cards and Real Estate, send SMS in the format “START 1, 2”.
  • To stop preference getting any commercial voice calls or SMSs’ then subscriber can do it by STOP < 4 > send it to 1909.

Engineering Aspirants: Tough Roads Ahead


    Today’s generation is ambitious, conscious and intelligent as it know the value of time, so instead of wasting time in the study of degrees, they after clearing eligibility study of plus two choose technical/ medical /information technology course for safe and secure career, in spite of hard fact that is to get admissions in technical /medical/information technology institutes first they have to clear entrance examination with good marks to get admission in the country’s best and highly respected institutes/colleges/universities, so to become professional it is demanded tough approach from young aspirants even before the start of study courtesy mandatory to clear the examinations. Tough Time For Indian National Congress


     In a democratic set up public is supreme, political parties and leaders agrees on to it at the time of elections when public gives its verdict and choose its representatives depending upon there performances, but after wining elections political parties and there leaders are not accessible by common people with ease, thus public’s problems/voices unheard and which reflect as anger in following elections of various level of our system, public vote against the non performer parties/leaders. Citizen of this country applauds U.P.A. alliance led by Indian National Congress party during fifteenth lok Sabha elections’ as they were able to won two and six seats and left with sixty seven seats short to form the government, but every new day unfold with crises for U.P.A. government. Like inflation, corruption, scams, black money issue, adulteration and problem generate by alliance partners, but as six states are gearing up for the assemblies elections during this year and for Indian National Congress and its alliance partners certainly it will not be a smooth ride as they get at the time of fifteenth lok Sabha elections from public, so U.P.A. will try before the start of election phase to settle the dust which was in the air against them through inflation, scams, corruption charges and issue of black money, but its appear from the action of government that they are clueless like –
  • How to handle the inflation demon?
  • How to escape its ministers and government from the heat of scams?
  • How to present its side of story which makes them genuine in the eyes of public, opposition party and Supreme Court, which are seeking explanation from government why it is not disclosing the names of Indians black money account holders in the tax haven countries ?
  • Alliance party Rashtiya Congress Party (RCP) refute whenever any leader issue statements against there leaders especially against there President Mr. Sharad Pawar.
  • Trinomool Congress Party often opposes government when ever central government takes anti public initiatives.
From past almost two years now country is under pressure of inflation and unfortunately it is not under control of central government, but yes there different leaders not forget to pass on press statements by giving assurances to public that government is doing its level best to check the inflation and in coming month or two months period it will be ease down, but on ground noting is change infect there every action ended going towards south end.   • Prime Minster – In the past he declared that coming months prices of essential commodities will come down which was (December 2010) ……but recently at the time of cabinet reshuffle he declares that I am not soothsayer to tell you when it will come down.
  • Finance Minster – Inflation is due to increase in the some food articles prices’ and it not reflects correct picture, which is temporary phase and will over soon…….due to increase of peoples income and our policies for weaker section help them to purchase more which is the main reason of inflation .
  • Food and Agriculture Minster – It is due to unseasonable rain and in coming two to three weeks period(first week of January) it will cool down….but despite passing of mentioned time prices’ increase further of essential commodities.
  • General Secretary of Indian National Congress – In the era of coalition government congress is unable to do anything.
  • Home Minster - Inflation in the country is like a tax and people are paying for it.
But once any price of commodities starts cooling down other article become reason of inflation like recently government companies have increase the price of petrol which is dearer in less then one month period approximately Five Rupees per liter, despite protest from Mamta Banerjee to roll back the price as she is seeing assembly elections in her state, Now even Supreme Court also seeking explanation from government why they are not taking any action to bring back the country’s wealth, plus name of his ministers in the scams and corruption charges, every issue becoming very tough for party to handle, so it will interesting to see how party get rid on the crises’ and will go into the domain of public to get there mandate, but right now there are all-round in the country anger against U.P.A. especially its main party Indian National Congress party and one can say time ahead for party is not smooth by any mean.
