Commonwealth Games: History, Shame & Pride (Part III)

         XIX Commonwealth games now goes into the history books and India able to successfully host the games which was even one week before the start of games looks skeptical because stadia’s and games villages lot of infrastructure work had yet to completed and media keep on exposing one after another weaknesses, which was enough to scare people of the country plus even games could be cancel in case if chef the missions of all the countries did not satisfy with the facilities at New Delhi, but three days before P.M.O. took control of the Commonwealth Games and clear the mess, thus India was able to host the commonwealth games successfully and remove the scares from the nation that it cannot host multinational big event. 
      From very first day of the games Indian Athletes were started performing as if they were with plan to prove that it will be best games of Indians as far medals tally were concern and also remove the bad name which India had for almost three months before the start of the games courtesy Organising committee messy preparations.
     Indian Athletes won total 101 medals out of it 38 were Gold, 27 were Silver and 36 were Bronze and it was contributed by 64 men and 37 women athletes in different sports, and its break up is below coded –

Happy Dushehra

     Today Indians are celebrating Dushehra festival, it is celebrated as marking happiness for Lord Ram’s victory on king Ravan, and also describe it as victory of goodness over evil. On Dushehra day from ages across country three demons (King Ravan, his brother Kumbhkaran and his son Meghnath) effigies demolish by burning with the arrow of Lord Ram character and establish end of sins, but in today’s environment its not realistic as all round us sins in different forms are increase many folds. True participation / involvement in this festival of everybody whether they are politicians, bureaucrats, law and order governing bodies, individual and public if we erase from society below coded demons which are roaring & spewing fire of venom –

Corruption cause of Concern

    Although India is marching ahead on the path of economic growth very fast & challenging China in plenty of areas, but unfortunately growth is hamper by incidences of corruption and it sends wrong signals to investment community of world as they prefer countries with political stability and least corruption in the system. Its really annoying situation when one had to get clearances or need to get his projects clear from different government departments then lot of time he/she frustrated with the behaviour and response from the concerned officer as work is not done until and unless he not get money (bribe), these are the words of Supreme courts two judge bench justice T.S. Thakur and justice Markandey Kataju. The stories keep on becoming headlines of corruption by government officers but its most irritating when one faces tax departments like –
  • Sales Tax
  • Income Tax
  • Excise Tax
problem with these tax departments is that public, businessmen and Industrialists often have to face these departments and if they get problem from any tax departments officers then complaints heard with deaf ears by departments senior officers, then no option left for woeful to take help of court. Recently a case goes into Supreme Court in which Income tax inspector Mohan Lal Sharma accused by lower court and ordered for one year jail as punishment was acquitted by High Court. When it comes to Supreme Court then words used by honorable two judge bench were ironical and accepted that almost from every government departments no work can be done without money especially Tax departments. The case story was like this –
  • Two judge bench comprises of Justice Markandey Kataju and Justice T.S. Thakur of Supreme Court of India responding to a case file by C.B.I. and express concern that it is unfortunate there is no control on corruption in the country, every Government departments especially Tax departments like Sales, Income and Excise corruption is wide spread and without money nothing is done. Accepting the petition file by C.B.I. in the Supreme Court of India to challenging the verdict given by Punjab and Haryana High Court to acquitted Income Tax inspector Mohan Lal Sharma whom lower court found him guilty of demanding and taking ten thousand rupees from a person and order him of one year jail in its verdict. Bench used very harsh words whose tone was ironic that why does not government leagalise corruption in the country and fix the price of every case so that any person get his work done by paying the fix money, while in same tone adding further “Poor Government Officers” cannot blame for responsible because of inflation.
      Above case shows that even Supreme Court of India accept through their two judges that in every government department corruption is wide spread, but it the pity that our government and law makers are closing their eyes from the demon which is making government departments services’ of earning money through unfair means by grinding common innocent people of the country.

Education Reforms Initiatives

      Last week at school and college level concerned authorities declared some reforms and it will comes into effect on concerned institutions from next academic session that is 2011-12 in Punjab State. Education department of Punjab announced ban on capitation fees and no screening process during admission & in the meeting of senate of Punjab University, Chandigarh it took decision to reduce burden on Punjab University’s examination branch, prepare result fast and lower the mistakes at the time of conducting annual examination. Announcements made by Punjab education department are final but Punjab University senate seeks proposals from its members to implement it in the next calendar year of its session.
     Punjab education department last week announced guidelines which will be effective from next session that is 2011-12. Under Right to Education Act-2009 and free education to children of state, governments release notification. Education chief secretary Mr. C. Rahul released notification, in which below code points are highlighted –
  • Now teacher will be bar to terrorise children at both levels mentally or physically, ban on beating them with sticks
  • No teacher can teach outside from his/her institution mean ban on giving private tuitions
  • Every elementary school will issue certificate after completion of study
  • Every school will maintain records of children and will highlights students achievements
  • No school will be allowed to get capitation fees and screening process of aspirants students during admission
as it is common practice in private schools where school used to get capitation fees from parents and also have provision of screening process at the time of admission, so from next session kids and their parents will be relieved from extra burden before the start of study.
    Right now One hundred and eighty eight colleges are affiliated with Punjab University, Chandigarh and to conduct exams is a big and complicated task as it needs accuracy which consumes time and money, but to reduce difficult yearly practice with accuracy and rapidly Punjab University senate has taken decision which will comes into effect from next session. Professor S. K. Sharma will make reports on to the proposals receive from members. Colleges’ affiliated with Punjab University will conduct annual exams of under graduate classes of different disciplines like B.A., B.Com, and B.Sc first and second year like from question papers to checking the answer sheets to results, every responsibilities will be lies on concerned institutions. While addressing senate meeting Vice Chancellor said with the implantation of the new examination system not only it will help to reduce the burden on examination department of Punjab University but also helpful to prepare result fast and reduce the mistakes at its lowest level which usually occurred during examinations plus big savings in the colleges’ funds. Senate seeks proposal from members, and as per few proposal –
  • At district level one centre erect, and district’s every answer sheets check at that centre
  • Another proposal was in place of centers regional centre should be make
     With both the above coded proposals at school and university levels it will help students & University to reduce there burden and work more efficiently and create environment of accuracy.

Great Opportunity

      Once Punjab was most prosperous state of the country, then it had seen phase of terrorism in the decades of eighties and early nineties of twentieth century, happily it came out successfully from the trap of terrorism but unfortunately terrorism leaves negative mark on the economy of the state in the tune of seven hundred billion rupees massive debt which state is still repaying to the central government and last year it had paid twenty billion rupees as principle amount and sixty seven billion rupees as interest., which mean amount which can be utilize on to the projects of state’s development is draining out in repaying debt and without its fault. Certainly it is making huge impact on to the policies plus hampering development projects which can be funded by state itself, but funded through borrowing thus putting burden on the exchequer of state. In the past state government plenty of time requests to the central government to waive off the debt by presenting their side of story which become reason to take loan but it was never consider by central government to write off the amount, it seem that in near future Punjab state wont be able to come out from this debt trap.
      In the beginning of this month, news came through statement of Finance Minster of Punjab State Manpreet Singh Badal that Union Finance Minster Mr. Pranab Mukherjee has constitute a committee to reduce or write off the debt burden of different states including Punjab, and central government has offer to waive off almost fifty percent that is three hundred and thirty five billion rupees of state debt but with certain terms and they are not stringent that we cant accept it, like –
  • End subsidy on Electricity in five years
  • Impose property tax
  • End state transport lose
and some other services under tax, so these are not tough measure which we cannot take but with this not only state’s fifty percent debt will be written off but also reduce burden on state government’s coffer of repaying principle and interest amount into half. As a economist Manpreet Badal consider this offer as best opportunity for state in recent time as far loan amount is concern, but his words not taken by his party and leaders especially deputy Chief Minister Sukhbir Badal in positive way and he even has given statement that from central government state has not receive any formal offer relating to waiving off fifty percent state debt. Despite being cousin and same institution student it will be interesting to note ultimately whose words become final, but there is no doubt if party consider this offer putting aside politically then state economy can benefited with offer and can come back on track of its prosperity times.
      Under less then one and half year left for state’s next assembly election and certainly in democracy any government will not show courage and dare to take risks of implementing anti public initiatives which can harm there vote bank and can cost heavily, but as this offer of waiving three hundred and thirty five billion rupees comes at crucial time and one has to wait who will be winner economist or politician and certainly it is store in the close fists of future which will open in very next coming days.

India’s pride in dock – Seven years ahead games awarded to bid city at its General Assembly, so India awarded XIX Commonwealth Games in the year 2003 and Organising Committee had enough time to create everything in order from stadiums to games village to beautification of Delhi to services and Chairman of organising Committee Mr. Suresh Kalmadi keep on saying on record that New Delhi will host the best games ever held in the history of Commonwealth Games, but just almost three months back in the year 2010 when organising committee had to meet the deadline of completion of all the infrastructure, every day almost everyday media started exposing scams and irregularities that’s goes in on the name of commonwealth games, it appears that every deal organising committee struck for getting services had scams or discrepancies, despite unofficial figures money pump in for games was around 50,000 to 70,000 Crores of rupees but rainy season expose the preparation of stadiums as lot of started leaking ,waterlogged on the playing filed because of poor draining system and that’s not all, even beautification of city become problems for Delhiites as with rain construction work was hamper and water logging was common scene of Delhi, and games village out of thirty four towers score of work was undone in almost ever tower. It was not only giving sleepless nights to organising committee and everybody who was attached with games but also people was surprise to watch incomplete works and surprise where huge money evaporated. With below coded problems it appears that top athletes can boycott or skip from taking part in the Games –
  • Channel Seven of Australia did sting operation in which it was shown that a journalist cross the barricade with full of explosive in the bag without any check up by police personnel’s who were present there for security, and two days before shooting incidence took place in Delhi before this string operation.
  • Due to excessive rain Delhi’s score of areas submerge into water and it become reason of outbreak of Dengue in Delhi.
  • Filthy and unhygienic pictures of games village shown by BBC in which spiting of pan on walls and staircases, dirty toilets, sign of stray dogs on the beds and unfinished works were enough to scare the athletes.
Week before the commence of the games score of countries Chef de Mission thumbs down to facilities and they warn to boycott if they will not get hygienic and liveable clean games village and countries were-

  • Scotland
  • Wales
  • Canada
  • England
and then PMO intervene and took control to rectify all the weaker links of games, even when England contingent arrived they stay in hotel for sometimes. Everything gave bad name to India in front of international communities and games which played on the sports field by sports persons was played non stop for almost three months but off the field courtesy organising committee’s failure.
Pride – As 3rd October passed with grand gala opening of commonwealth games, Indian Athletes are performing from very first day of games as if they make mind to clear and clean all the bad name and time Indian had seen and gone through before the start of games. At the End of Day Six Indian Athletes have won 20 gold medals and it wont surprise anybody if they even cross all time high of thirty gold medals tally of Manchester 2002 Commonwealth Games. We salute the heroes of India for fluttering the National flag high despite all odd around them created by handful of people.

What is Commonwealth Games?
Commonwealth is bouquet of countries of developed and developing countries and it is spread across every continent of Globe like Africa, Asia, Pacific shores, Caribbean; Commonwealth countries have thirty percent of world population and total head counts are two billion people. The Commonwealth Games is an international, multi-sport event which held after every four years (except 1942 and 1946 during the outbreak of World War II) and features competitions involving thousands of elite athletes from members of the Commonwealth of Nations At Present Fifty Four countries are members of the Commonwealth and 71 teams participate in the Games. Black Money

      First time in India issue raised of black money by any political party it was Bhartiya Janta Party senior leader Mr. Lal Krishan Advani during second phase of 15th Loksabha Election and he declared at that time if his National Democratic Alliance got majority then black money will be in the list of top priority of their agenda to bring it back in the country. Then later on when Manmohan Singh become Prime Minister of the country for second consecutive time then his government set up task for first hundred days and black money was one of task in the list, but with passing time government’s agenda of hundred days prove mere a wish list, now from time to time voice raised in the country by economists, intellectuals and media to bring back black money in the country as it is such a large amount that India’s score of problems will be solve in a jiffy and it can be utilize to repay debt, uplift the living standard of more then half of the population of country, but all it need will power and guts to take action as money deposited in the tax heaven countries by Indians through corruption and tax evasion hence they have strong relations at the highest level, and to expose them its not a easy job.
     As per report by famous organisation Global Financial Integrality based in Washington reveal that from last eight years five trillion rupees deposited in foreign banks through secret accounts by Indians, it’s a whooping amount and that’s not all organisation’s junior economist Carlo Carsio in the report coded that the said money earned by corruption and tax evasion. Wealthiness is increasing in India but due to lot of chunk of money siphon off to tax heaven countries hence money is not pumping in the country’s development projects which is the main cause of poverty, hunger, backwardness and cries. Out of 1.2 billion population of country seventy hundred million are spending there lives on merely at twenty rupees per day, which is ridiculous when one listen the statements of politicians that lot of work has done for general public socio and economical upliftment.
    To strength the world economy an organisation constitute which have thirty three countries as members, and the name of the organistation is Economic Contribution and Development Organistation (E.C.D.) and its assessment is that developing countries six trillion rupees are lying in foreign countries which named as tax heaven. Below are some different opinions that how much black money Indians have deposited in the foreign banks –
  • Tax Justice Network predicts black money of Indians deposited in banks is worth one trillion rupees.
  • India Economic expert Arun Kumar coded in his book “The Black Money Economy in India” that five trillion rupees of Indians are deposited in the foreign banks.
but if one go through the report of Swiss Bankers Association of year 2006, top five countries whose nationals have deposited money in Swiss banks are 2.512 trillion dollars, and countries are –
  •  India
  • Russia
  • Britain
  • Ukraine
  • China
but shocking revelation of report is that out of 2.512 trillion dollars more then half that is 1.456 trillion dollars or 57.96 % are of Indians. If 6.55 trillion rupees comes to India then in jiffy India’s foreign debts can be written off or black money can be distributed among poor people of the country per family with rupees one lakh to seventy million or with interest of black money government of India’s budget can be handle.
       It is a dream and wishes of intellectual and patriotic nationalist of this country that if a strong leader take charge of Central Government then it is possible other wise black money will remain out of reach and utility for country.

Success of Indigenous Drink: Lassi

     India is land of opportunities for those who are hard working, have ideas and ambitious because these are perfect ingredients for success & achievements, other then mentioned to pluck the fruit of success in life even money is secondary level requirement for these persons and also not very huge amount required to start any venture, just resources at your disposal are enough to flourish. To enter any new venture which is despite full of cut throat competition not only from unbranded, organised and multinationals and they are serving there products in attractive packaging, hygienic, with marketing and clubbed with schemes only ambitious person like Prabhkiran can dare to get into this trade without premises or shop, without manpower and just handful of money moreover at the age of twenty and being student of I.I.T. Prabhkiran resident of Punjab State but living in finance capital of India Mumbai from last three years because he is studying Civil Engineering course at I.I.T. Mumbai. Having awareness of financial losses to his father in business he thought to do something along with study, but without effecting study and pumping in huge money in the venture. He looks around the area he was living in and found that Punjab’s famous drink lassi is not available with same favour and taste, he made his mind to start selling lassi in the campus itself in the evening. He along with his friend Himanshu Dhiman before getting into the venture they did research like from where they will get economical main material curd which goes into to make lassi and they started it producing in the hostel rooms and then after fortnight get the views of their colleagues by offering them flavor of lassi. This year March month both started selling lassi in the evening after institute study over in the campus on computer table, in the beginning they started with conventional flavour of lassi by giving name to their venture “Khadkey Glassi” but later on added some more flavours of lassi and it was instant hit as within three months they were break even. As per reports now he has more then half thousand as his followers on social networking site Facebook, which have applauded and praise on to his venture Khadkey Glassi. He feel sorrow that his cofounder of venture has left him no doubt he is join by another one, but at the same time he feel proud that friends who were making joke of him for selling lassi despite student of I.I.T now appreciate his efforts. Some asked him if he had to sell lassi then why he get admission in the I.I.T, he responded with smile that from his childhood he had interest in food and beverage and have passion for Indian cuisine. 
    He is motivation for young aspirants who want to start any venture but because of shortage of money or premises or manpower are becoming obstacles on their way to kick starts venture, simply they should look around themselves and utilize resources, with some research and innovation can get in any field as countless opportunities are existing all it need little bit hard work and ambition to achieve something in life and certainly success is not far away from there fist.

Pakistan since its inception jealous towards India and often try to become source of problems like by sheltering anti Indian elements whether it is misguided youth or fugitives or fake currency and even producing terrorism to destablise India first during 1980’s to 1991 in Punjab then 1989 onwards in Kashmir by providing money, training and weapons to misguided youth, Punjab state terrorism ended with strong action by government but Kashmir is still burning under terrorism and often news keep on pouring of terrorism incidences’ in Jammu and Kashmir region. Terrorist’s activities create problems for the normal lives of regardless cast, creed and culture; no body in the valley feel safe and result of this Kashmiri Pandits in huge numbers migrate to country’s different states and majority in the Jammu province in the nineties and till date migrants families not return to their home town. Kashmir valley which was named as heaven on earth but with terrorism activities it becomes place unsafe to live. Recently from past almost three months Kashmir again starts simmering and life is under bandh and curfew after the gap of few days, normal life disrupts, business are standstill and study in school and colleges effective because of frequent close down. It is found that behind these disturbances local separatists fraction are playing the games of instability as it was capture by a Television news channel in which leader of hardliner fraction of huriyat Sayeed Ali provoke the local youth to indulge in stone pelting activities in return they get one hundred and fifty rupees per days but during demonstrations and stone pelting incidences in defence Para military forces and police fire tear gas shells and bullets. As per reports since these fresh incidences which begin from the month of June one hundred persons have lost their lives. Sayeed Ali asked shopkeepers to open shops and do business during night which become problem for local residents. Normal life is stranded in Kashmir, thus now even Muslim starts migrating to Jammu and it is equivalents migration of 1990 by Kashmiri Pandits. It is worth mentioning here that separatist leaders are living luxurious life without any problem even their child are getting education outside from country but they are becoming cause of crisis in the life of general public by doing protests and bandhs. Now even Muslim has no support for these separatist leaders. Even separatist leader ban on apple export to other parts of country but when fruits started rotten then allowed to export it. Once known as heaven on earth Kashmir is burning because of selfishness of separatist and they are trying to misled youth and making them there pawn but protest and bandh taking valley resident life full of problem. Government of India and state government are trying there level best to restore peace by lifting no stone unturned. Central Government just announced package of Rupees one billion to Kashmir valley, while declaring it Union Home Minster Mr. P. Chidambaram said Rupees five lakhs will be given to the kin of deceased in the violence, students will be release arrested for stone pelting and every charge against youth which were involve in these incidences will be taken back and bunkers not only in valley but throughout sate will be reduce. Hopefully package and some relief will work to end the disturbances in the valley and normal life will be restore in the valley.

Initiative to end Black Marketing

        For population living under poverty line Government of India runs scores of schemes but sometimes lack of proper monitoring, it often misuse by concerned officers /authorities /persons and it not reached at its full capacity to its target peoples of the country. In Punjab State one of Government policy which is for weaker section of society to give kerosene at subsidies rates under Public Distribution System at Ration Depot shops. In the open market rates of Kerosene is 30 rupees per liter but government is providing kerosene at ration depot shops at 12 rupees pre liter mean subsidies of sixty percent and Central Government has announced that it will not deregulate Kerosene and Gas cylinder because kerosene is used by weaker section of society. To control depot holder sold kerosene in the open market government almost one and half decade ago change the colour of kerosene from white to blue so that it can easily be traced but despite this depot holder sold kerosene to the big traders especially this practice is continue in the remote villages, and government is giving subsidies of rupees 225 on to each domestic gas cylinder and consider that it will keep on bearing subsidies cost as removing subsidies can put heavy burden on to the budget of mediocre section of society but yes amount of subsidies can be reduce little bit in future.
     In Punjab State families who have gas cylinder are not allowed to get kerosene from the public distribution system (ration depot shops).Food Supply department of Punjab State has recently issued new orders which give problems to the families who have gas cylinders. In the past when consumer took new gas connection then it was mandatory for the consumers to have stamp from Food Supply Department on to their ration card but as per new directive of food supply department at the time of taking delivery of refill gas cylinder then consumer has to get department stamp on to the ration card and without having department stamp by no mean customer will be able to get gas cylinder. It will help government to kill two birds with one stone because with this move drilling starts to end black marketing of domestic gas cylinder but also it won’t be easy to do black of kerosene. In first instance it appears that government’s main target is to clip the wings of allotted kota of depot holder. State Government has already started this system in some district as pilot project and under this Punjab State’s Food Supply Department will collect the consumer data, main reason of collecting records is that through this government will get information about customers who have gas cylinders but still pulling the share of weaker section by getting kerosene Under this whole process it is consideration to get list of consumers at district level and Food supply department will supervise. Two months back it was started and now it is almost completed and it is seriously considering the alternative ways to get stamp at the time of getting delivery of gas cylinder and as per speculations Food Supply Department will make some arrangements at gas agency dealers itself. It will help department to end black marketing of Gas cylinder and kerosene and will give relief to the families who deserve to get kerosene oil from Depot at subsidies rates.
