Walk out and disruption of Parliament /Assemblies

In a democracy Parliament / Assemblies are holiest temples of country as from parliament / assemblies each and every bill / act pass which become legislation in the country, representatives of these institutions gets right to be members of any house by the votes of public, so they suppose to be in the house with the problems of their constituencies but instead it has seen that from past few years Parliament’s both houses’ and State Assemblies witnessing unruly, undemocratic scenes’ which make tax payers of this country confuse as with their money these institutions run that what their representatives are doing? Is this right way to protest? If Speaker's of the houses’ have any power to control unruly members? Whenever any party or leaders want they walk out from house? Below is glimpse of recently seen undemocratic pictures of houses’ or walk out by parties –
  • Rajya Sabha - When women reservation will presented in the upper house of parliament that is Rajya Sabha then some parties were against the bill and their leaders protest undemocratically and went to the chamber of the speaker and tear off the copies of the bill, and disrupt the proceedings of the house, then speaker of the house suspended the protesting members whose protest were violent and hampering the proceedings of the house along with it also alert the marshal to control the situation if agitating members continuously protest and become reason of house proceedings .
  • Orissa Assembly- The Orissa Assembly has been witnessing stalemate since July 14, due to coal scam as the Opposition have been insisting that Urban Development Minister Badri Narayan Patra and Mass Education Minister Pratap Jena be dismissed for their alleged involvement in the scam. Opposition parties Congress and BJP members continued to boycott the proceedings of the Orissa Assembly.
  • Madhya Pradesh Assembly- The Madhya Pradesh Government was today put in the dock when Opposition Congress staged a walk out on different issues, while ruling Bharatiya Janata Party members alleged that satisfactory replies were not provided to their questions. Public Works Department (PWD) Minister Nagendra Singh admitted irregularities and said concerned sub-engineers were suspended, while notices were issued to the executive engineer and the Sub-Divisional Officer in this regard.
  • Kerala Assembly-Kerala's Congress-led opposition Thursday walked out of the state assembly over what it termed a serious flaw in the pact between the state government and self-financing medical colleges in the state.Seeking leave for an adjournment motion, Congress legislator V.D. Satheesan said a student has to pay Rs.10 lakh for an application form to write the entrance examination for admission under the management quota in private colleges. "In these 11 medical colleges, there are 580 seats in the management quota. Due to this hefty application fee cost, a mere 720 candidates wrote the exam," Satheesan said
  • Bihar Assembly- The MLAs of ruling and opposition parties today created ruckus in the Bihar assembly over Patna High Court order for a CBI inquiry into the alleged irregularities in the welfare schemes, opposition parties want CBI enquiry, but Chief Minister of Bihar not agree with the demand of opposition parties.
  • Jammu and Kashmir -The Peoples Democratic Party (PDP) today attacked the government, saying the dignity, liberty and security of the people of the state had never been compromised as badly as at present,it boycott the all party meetings which was called to discuss the situation. Expressing these views at a meeting of senior leaders here, the party said “caging an entire population with a view to beating them into submission had never worked and Kashmir could not be an exception to this universal rule”. The meeting was presided over by PDP patron Mufti Mohammad Sayeed and party president Mehbooba Mufti and senior leaders attended it.
Instead of becoming part of such undemocratic scenes need of the time is that there should be stringent law to control members who protest undemocratically either they should not be allow to attend session or they should be suspended for period of one year to attend session first time second time half of the period of there tenure as member.

Horrifying Picture of Indian Migrants

Indian are very hard working by nature, whether they live and work in India or abroad with their hard work can mesmerize their employer, but because of exploitation not only by travel agents which send them on work permit or migrants with false commitments which on ground are not available to them and turns into mirage, and later on when their visa/work permit expires then their employer instead of sending them back to India exploits them and even points towards Indian that they are living in the country illegally despite their contract period is over, infect reality is else.
Just recently email to one of the leading newspaper of north India Punjab Kesari, which contains information how Indian are exploited and leaving the life of hell in Libya. Migrants from different part of cities of Punjab and they are eight hundred in numbers forcibly living in Libya despite their visa expires one year ago. Problem with them is that they are not getting money in return of their work, no medical facilities available to them -
  • Amritsar
  • Bijnore
  • Gurdaspur
  • Jalandhar
  • Kapurthala
  • Ludhiana
  • Moga
  • Nakodar
  • Nawashehar
  • Phagwara
  • Ropar
  • Sangrur
  • TaranTaran
As per information eight hundred Indian migrants from above coded Districts of country gone to Libya on work permit for Citarameghah Kerry Gemeelong (CKG), now there contract is over with company and even company has taken resign of these workers, but neither return their passports and nor issued tickets for them to return to India, instead Pakistani management of company by force taking work from them without salary and medical benefits from almost one year now, lack of medical facilities one worker Balraj Kumar died and tragedy is that Balraj Kumar corpse not handed over to them for his last rites. Company which has management of Pakistani origin people and they are doing atrocity on Indian workers, but with other countries nationals they are very cooperative and sending them back after their work permit is over, like –
  • Indonesia
  • Pakistan
  • Philippines
  • Thailand
When these migrant workers make contact with management and raise their concern of without assess to medical treatment their health is deteriorating, then management calls the police authorities and Police also did inhuman behaviour with them. Despite these workers make contact with Indian high commission in Libya but till date they did not get any positive response. Now they are appealing to the Prime Minister of India to talk with Libya Government so that they can get out from hell and return to India.
It is the responsibilities of Ministry of External Affairs to raise this issue with government of Libya and make arrangements for eight hundred Indian migrants to return India as soon as possible which are trap there because of Pakistani origin management and helpless to do work without any benefits.

Automatic Teller Machines

We are amidst of peak of Digital revolution, and almost everybody heavily depended on it, as it has taken liabilities of human beings with accuracy not only at work places’ but also in the field of entertainment. Digital innovations which change life style of human beings are-
  • Computer
  • Mobile Phone
  • Digital Camera
  • Automatic Teller Machine
  • Television Broadcast & Receiver
  • Video Games
  • Movies
above coded all the innovations not only have assess but also used by almost everybody across the globe because of its affordability. One of such widely used digital service by human beings is Automatic Teller Machine better known as ATM., it is vending machine used for withdrawal of cash with the help of a card, which inserting in the machine and after pressing some keys card holder can withdraw money instantly as per his/ her need, Banks in India charge very nominal fees on yearly basis from card holders and cards are available in two types of service to costumers –

1. Debit Card – Money deposited in the bank by costumers, then with the use of Debit Card he/she can withdraw money from any ATM in the country whether it is his/her bank or another bank, beauty of this device is that it is available for costumers 24 x 7, and country like India where in a year holidays are countless, and banks can close for any below mention reasons, it leave costumers stranded and scratching his/her head but only when ATM was not in custom to use –
  • Festival
  • Gazetted Holiday
  • Strike
  • Negotiable Holiday

2. Credit Card – With use of Credit Card, card holders can withdraw money of his/her bank and can do shopping, banks issue credit card with limits depending upon costumers income, and later on within specific period if costumer deposited money then there is no interest costumers have to pay, but if cross the time then they have to deposit used money along with interest rate. Advantage of carrying plastic money in both form ( Debit or Credit ) in India are that whenever wherever one need money, its available to them, no worry of Banks timings, long queue, loosing the money, robbed and without any type of additional burden on mind.
Inventor of ATM – Scotland resident Mr. John Shepherd Barron was born on 23rd June, 1925 in shillong India and recently on 15th May, 2010 he died. He got motivation to invent vending machine for withdrawal of money after watching the work of chocolate vending machine and in the beginning ATM was known as D.A.C.S.(De la Rue Automatic Cash System). Honour of getting World’s first ATM at their premises it was Barclay Bank, Enfield of North London. Some of the interesting facts related to ATM are –
  • First ATM in India started by Hong Kong & Shanghai Banking Corporation (HSBC) in the year 1987.
  • On 12 August, 2003 UTI set up ATM at maximum height I the country, it is 13,200 feet high from sea level.
  • Approximately 2 million ATM machines are working in the world.
  • World’s first floating ATM was started by State Bank of India (S.B.I.) in Kerla.
  • Two third cash withdrawal on daily basis from ATM and figure is as per rough estimates is 172 billion pounds.
Automatic Teller Machines taken headaches of human beings at both ends whether it is Banks or costumers and in a jiffy without waiting and wasting time, standing in long queue one can withdraw money at his/her convenience and that’s also 24 x 7,thanks to Late John Shepherd Barron, as he is responsible for giving us facility of ATM.

Indian Rupees gets Symbol

India joins the group of four Countries or group of continent which have symbol for their currencies. In the world every country has name and three letter code for their currency but only four have symbol for their currencies and they are –
  • Country  (Currency Code)  – Symbol  (Name)
  • U.S.A. (USD Code)– $ (Dollar)
  • U.K. (GBP Code) –£ (Pound)
  • European Union (EUR Code)– € (Euro)
  • Japan(JPY Code) – ¥ (Yen)
Indian Government was thinking and in process for symbol to Indian rupees, and it received 25,000 entries across India; out of it five were short listed and from these entries one has to select as symbol of Indian rupees. Yesterday Indian cabinet approved (the sign/design in picture) as symbol for Indian currency and entry was forward by Doctor Udey Kumar, who did Post Graduate study from I.I.T. Mumbai and his name will go into the history book as designer and creator of Indian rupees symbol, while talking to media person Doctor Udey Kumar was very happy and said next day he is going to join I.I.T. Guwahati as assistant professor in designer department of institute it was also confirm by Director of I.I.T Guwahati Mr. Gautam Barua, so it is a day for Mr. Udey Kumar which came with double happiness, and he will get prize of 2,50,000 Rupees also.
Now after getting symbol Indian Rupees can differentiate from other currencies which have same names like –
  • Indonesia - Indonesia Rupiahs
  • Mauritius - Mauritius Rupees
  • Nepal - Nepalese Rupee
  • Pakistan - Pakistan Rupees
  • Seychelles - Seychelles Rupee
  • Sri Lanka - Sri Lanka Rupee
after including symbol in Unicode Standard I.S.O. I.E.C. 10646 & I.S. 13194, then approved symbol can be used within or outside country.

Good News in the Offerings?

Indian are grinding under inflation from almost one year and efforts by Government are not showing any positive and desire results, despite time to time announcements in the electronics media by different ministers and bureaucrats like Prime Minister, Finance Minster, Food and Agriculture Minister and Deputy Chairman of Planning Commission. Till date no initiative of Government of India seems successful in holding firmly the razor sharp horns of inflation bull, who is making mockery of government all the efforts and left every sector of country to cry and feel the impact whether it is common average people of country whose budget is spoil or government who is getting additional names like failure, inefficient and anti public policies from opposition parties and even opposition parties also trap in the inflation riddle and fingers raises’ towards their action which backfires them, as on 5th July they call Bharat Bandh of one day, rough estimates predicts loss of 20 billion rupees to Indian economy, which instead of giving them any advantages become reason of shame and in future they will have to think hundred times of such protest against Government of India’s any policies.
Considering this to give some relief in one go to common average people of this country, Government of India is considering to increase the income tax slabs which will benefit them a little bit, right now income tax slabs in the country are -
  • Up to 1.60 lakhs Rupees - Nil
  • 1.60 Lakhs to 5 Lakhs Rupees - 10 Percent
  • 5 Lakhs to 8 Lakhs Rupees – 20 Percent
  • 8 Lakhs Rupees and more – 30 Percent
but as per draft released earlier by the Government of India on Direct Tax Code (D.T.C. )it was –
  • Up to 1.60 lakhs Rupees - Nil
  • 1.60 Lakhs to 10 Lakhs Rupees - 10 Percent
  • 10 Lakhs to 25 Lakhs Rupees – 20 Percent
  • 25 Lakhs Rupees and more – 30 Percent
so by increasing the brackets of first slab Government of India think tax payers of this country will be benefited at large and they can save up to 70,000 rupees if tax payers income is ten lakhs rupees, but with this tax slabs only higher end tax payers will be benefited and it wont help financially basic slabs which are score of people, but if one focus on to the new amended draft of Direct Tax Code (D.T.C.) then basic slab is not only widen up to 2,00,000 rupees but also in front of it there is not any percentage, mean tax exemption limit increase to 2 lakhs, which will certainly a good news for tax payers as with this they will be able to save up to 4,000 rupees if his income is 2 lakhs and government of India is also counting how much it will effect on to the government coffer.
Certainly it will be a good and appreciable move by Central Government, if it implements the new amended draft of Direct Tax Code’s basic slab of income tax, as till date Government of India’s all the efforts not prove any positive yield to calm down inflation bull instead it making people furious on to the failure to control inflation, but with this move it will certainly calm down citizen of this country a bit which are surrounded with inflation from almost one year now.

Beware it can be Trap

We are living in the cut throat stiff competition era, because of globalisation, for consumers everything is now available simultaneously in India as and when launch in international market, but for manufacturers and dealers to sell their products it need innovations, but beware sometimes it can be trap with glittering sheen just to rob you, but intelligent and alert smartly escape from it and greedy trap in it to grind, the moment when they realise something is happening with them wrong its too late to come out without unharmed financially or physically, below are two such real stories in which one person comes out after losing huge money and other at fag end because of his intelligent approach escape from the trap –
  • In the city of Jaipur, lonely son Rajesh of rich business family, was doing family business of gold and counted in the bracket of very high turnover on daily business. This makes gang to rob him in filmy style. Rajesh was in process to built ultra modern house, when he was in need of Tiles for his under construction ultra modern house, he instead of visiting showroom of Jaipur cities, prefer to go for advertisement in the newspaper having in mind logic of it will save his time, in the advertisement he requested dealers to meet him. lot of parties comes to meet him on to mentioned address, and offer of one party attract him very much, which was, marketing representative asked him to visit his factory’s main plant which is situated in Thailand and he can pick his requirement from countless amazing designs, offering him one week stay in the best hotel of Thailand along with return Air Tickets. All it make greedy to Rajesh and he accept the deal after some telephonic conversation with marketing guy’s Head Office he was able to get additional discount of five percent on prices’. On fixed day he fly to Thailand, after he landed in Thailand and reached hotel he was feeling as if he conquer the world, but he was unaware for coming times in which he was going to trap in, Next day when he was going to visit the factory for his requirements infect he was kidnapped by gang and from his family demanded ransom of 150 million rupees (15 crores rupees) and threaten otherwise he will be killed. In the beginning his family did not take the call seriously but when few more calls received by his family then his family realised that something really wrong happened with Rajesh and then they make contact with Police Station at Jaipur and lodged their complaint. Police taking action started taping phone calls of Rajesh family so that they can reach to the kidnappers, but with this move kidnappers were silent for few days, then they make contact with the family through the phone of their employee with warning to Rajesh father while scolding that either you love the money more then your son or you don’t want the life of your son, forward the money at mentioned place other wise just listen the voice of your son but for last time. Rajesh request his father to hand over the money other wise they can do anything to me. Then Rajesh father follow instructions and after money delivered to them they release Rajesh but Rajesh greed cost him lose of 150 million rupees.
  • A person from Ludhiana received SMS to collect money worth 1 million pound which he won and message came from England code, as company choose one lucky winner ever year from across the globe randomly and this year you are the lucky person, but along with it he was also asked to submit rupees fifty thousand as processing fees to claim the prize. Instead of trapping in greed and forwarding money, he think why anonymous person will give him huge money when neither he had investment nor he purchase any lottery, he found offer fishy and escape to send 50,000 rupees, thus avoid to become victim of scam.
We should consider and act on to any offer after using mind instead of straightway colouring our self in greed then that action can remorse us later on as there is saying –
There is no free lunch in this world

Accidents & Reasons

On daily basis newspapers contains lot of news of Accidents which are enough to horrify common people and lack of exact information relating to accidents always majority of people blame traffic systems in the country, they not consider other aspects of accidents like condition of vehicle, human fault or other reason, but data available to Road Transport and Highway ministry come up with conclusion that more then seventy five percent accidents occurred because of human fault especially of drivers which are directly responsible, and it can be further classified into different categories like –
  • Fast Driving
  • Tension or Stress
  • Not Proper rest
  • Age Factor
  • Take Overs
  • Not following Traffic Signals / Rules
  • Not fully focus on to Road Traffic or busy in talking with others or using mobile
  • Drugs
  • Work overload
but there is no doubt all the above coded reasons points towards Drivers mistake or human error, data prepared of year 2008 Road accidents happened in the country and people lost there lives are –

  • Reason  - Percentage
  • Driver mistake - 74.6 %
  • Fault in Vehicle - 2.3 %
  • Mistake of lane crosser- 1.9 %
  • Faulty Roads- 1.8 %
  • Mistake by cycle -1.5 %
  • Weather disturbances-1.2 %
  • Other reasons -16.9 %
  • Fast driving -5.924 %
  • Driving after intake of intoxication- 7.648 %
above coded details points towards mistake of drivers in the road accidents up to three fourth, and one can going through the stat’s without any confusion can points fingers towards major elements of accidents are human error. In the year of 2008 total 89,360 people lost their lives because of road accidents in the country and if anybody has to blame for three fourth accidents of year 2008 then it have to be blame drivers. United Nations raises its concern on to the increasing number of road accidents especially in the developing nations and asked countries to collect data of road accidents, so that United Nations can work on to the project named “Asia Pacific Road Accidents”, and with the help of data, road accidents can be reduce to minimal level. Report which was prepared by Road Transport and Highway Ministry comes to the conclusion after study of road accidents that it’s the drivers which are responsible of three fourth accidents.
Hopefully with the initiative of United Nations project it will help developing nations to reduce the accidents numbers in their countries, and drivers should also work with responsibilities when they drive the vehicles like avoid extra burden / stress, drugs, avoid to use mobile when they drive and not drive at the speed which make situation worse and turn into accidents and death of score of people.

Beware Corrupt Bureaucrats

In the country it’s often seen that schemes started by Government for the benefit of citizen not reached its target fully and on the way more then three fourth money evaporated and residue money not enough to fulfill its purpose, thus leave average people robbed by his own, of whom he even not dare to complaint or object. India is ranked 84 in the list of Transparency International’s “Corruption Perception’s Index 2009”,below is list of fifteen countries whose rankings are first five, eighty four and last five in the list of 180 countries, top the rankings mean less corruption in the country -

Even Late Prime Minister Mr. Rajiv Gandhi had said that money spend by Government on social work often not reached its target and out of Rupees 1 only fifteen paisey reached to the public. To check corrupt bureaucrats, Government of India is considering to constitute special team officers, and these officers could be recruited next year, their main responsibilities would be to have eye on to the schemes started by government for society and they will make sure that these schemes reached at grass root levels. If everything will goes as per plan, then after getting green signal from planning commission, then three hundred officers will appoints as Independent Evaluation Officers (I.E.O.), and to recruit new cadre, bill will be present in the parliament, after the bill cleared by both the houses then in the next year, Union Public Services Commission (UPSC) will host, all India level examination, and these officers will be in Group A service of the country. Right now Government has started its most favourite plan National Rural Employment Guarantee (NREGA), now named after father of nation Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) but the reports reaching to the government relating to the plan are not encouraging and its not reaching to the poor people of the country, for whom this scheme have started. That is why Central Government is enthusiastic to recruit these new cadre which will look not only effectively into the government plan across country to reach its beneficiaries but also stop misuse of funds, at the same time there is opposition on to the recruitment of new cadre, they have opinion that already government has surplus of officers, so there is no need to go for fresh recruitment, instead government can use surplus officers for this purpose, and after scrutinizing honest officers can take responsibilities of this task. Government’s main focus is on development programme as U.P.A. comes into power for second time because of development agenda that is the reason government is going to spend 1.37 trillion rupees in the year 2010-11 which is 37 percent of budget. That is why Government trying to covers all the holes which it thinks can become reason of drainage of funds.

Innovative Directive by Punjab Education Department

Punjab Government across state to get rid on to the shortage of teachers in the Government primary schools and utilize the surplus teachers at other levels of schools like middle, high or secondary level come up with unique and innovative idea, it is without new recruitment of teachers at primary level which ofcourse subject of additional burden on state government’s coffer, after discussion Chief Secretary School Education Punjab Mr. Mandeep Singh Sandhu pass on directive to state’s every district education officers to forward the list of primary schools which are sharing same campus with other level schools so that shortage of teachers at primary schools can be reduce while utilizing surplus teachers of other level schools.
Education department release the order to club state’s all the primary schools with middle, high or secondary schools, under this directive education department’s top brass asked states every district education officers to make the list of such schools and send it to the department. Question rises here why education department feel the need of clubbing primary schools and pass on such directive to district education officers? Reason is that education department was getting feedback that in the state there is shortage of primary teachers and other levels have surplus teachers, because of shortage of primary teacher’s situation is very chaotic in primary schools. Imbalance of surplus and shortage making government resources wane instead of giving any advantages, as per survey if primary schools which are sharing same campus its management hand over to one principal, then such schools can be run more efficiently and effectively. Considering this state’s chief secretary Mr. Sandhu directive all the district education officers, in writing to club primary schools with other level schools. Primary schools adjoining with middle, high or secondary schools or having same campus or sharing walls, then these primary schools will merge with other schools plus management control would be shifted to middle, high or secondary schools Head/Principal, other then this education department has plan for teachers of other level schools to take classes of primary schools as and when required and clubbed schools presence registered will be common. Principal responsibilities would be extended as not only teachers working for his schools there cases will be send to D.D.O. like teachers salary, Medical and special holiday’s and schools clubbed with it there division of work to teachers, discipline, secret report of teachers, whole schools management and liabilities. Despite education department has ordered clubbing of primary schools with other levels but primary teachers salaries, other financial disbursement and promotions will still be with district education officers, as before.
Education department has taken good step which will help to solve its purpose in lot of way, but without additional financial burden like –
  • Shortage of Primary teachers will be reduce to zero in the schools which are adjoining other schools.
  • Surplus teachers of other levels, who are getting salary without work and sharing same campus with primary schools, will be end as they will start taking classes of primary level.
  • No additional burden on state government coffer.

FCI Warehouses: Rotten Hub?

Government of India procure Grain from farmers through its agencies, every year to export, meet the demand of citizens of country and store in the warehouses, but as per news every year because of lack of proper facilities in the warehouses multi million tons of grain, rice and paddy turns into rotten and not safe for living beings, thus wastage of money and grain, it may be because of negligence of officers, corrupt officers or poor infrastructure, need thorough investigation as it not happened once but reports keep on pouring year after year. It is wastage of government money of multi billion of rupees, in a country where score of people not have access of two times quality full stomach food and dying because of hunger, plus prices’ of grain and rice are very high because of huge difference between demand and supply. All it shows inefficiency of government and its concerned ministry of Food and Agriculture.
As per information in the year 2008, Food Corporation of India (F.C.I.) had accepted that in their godowns 1.83 lakhs ton grain, 3.95 lakhs ton rice and 22,000 ton paddy were ruin during past five years. After this shocking revelation of F.C.I., Mr. Anand Kumar member of Parliament in the house had asked question from Food and Agriculture minister MR. Sharad Pawar, “If his ministry is going to take action against responsible officers who are unable to take care of food items.” In reply Mr. Sharad Pawar said that he will take action against it. When no action was taken then on 6th January, 2010, R.T.I. expert Mr. Ashish Bhattacharya seek an information under R.T.I. act from Food and Agriculture ministry, “What action government has taken against the question and how much grain rotten further in the godowns of F.C.I.? Shocking information received by Mr. Bhattacharya in which ministry accepted that until 1st January,2010 total 14,088 metric ton food items ruined further in the warehouses of F.C.I. Along with it ministry also forward stats of different zone –
East Zone – 1,010 ton grain
                     1,506 ton rice
                     54 ton paddy
North east Zone –  53 ton grain
                                6,80 ton rice
North Zone -  73 ton grain
                        4,648 ton rice
South Zone –  6 ton grain
                        71 ton rice
West Zone – 1434 ton grain
                      164 ton rice
                        81 ton paddy

as per words of Mr. Bhattacharya in the Government reply after 4rth August,2009, the day when Mr. Anand Kumar asked question, total 2576 ton grain, 7069 ton rice ruin in the warehouses of F.C.I. and in it 2083 ton rice from Punjab and West Bengal’s 757 ton another food items are not included. Courtesy R.T.I. Act shocking declaration make by ministry of food and Agriculture and Food Corporation of India, when all round inflation is spilling fire of higher prices, people are unable to meet there daily demand of food with ease, the godowns of FCI are becomes place of rotten machine.
Few months ago, news becomes highlight of news channels when in jaipur in the godown of FCI food items were laid in open without roof, but liquor stored inside. So everything is not correct in the domain of FCI and it needs thorough overhaul, how and which way it has to be look by concerned ministry? Tainted officers should be punish heavily so that it should be lesson for other officers and valuable assets should be utilize properly and money spent on to food items serve its purpose.

Reshuffling & Speculations

Right now every news channels are speculating on to the cabinet reshuffling, but there is no doubt that names of reshuffling, exit of minister and possible entries in the cabinet, every channel sources are pin pointing on to same names. As per information Prime Minister can reshuffle his cabinet before the beginning of monsoon session of Parliament which is schedule to start from July 26 to August 27. Necessity of reshuffle feel because of resigns of Mr. Shashi Tharoor as Minster of State for External Affairs; request by Mr. Sharad Pawar to offload some work from his shoulders as right now he has one State Minster for three ministries –
  • Agriculture
  • Consumer Affairs
  • Food & Public Distribution
and he is interested to retain Agriculture ministry and shed other ministries plus recently he becomes President of International Cricket Council (I.C.C.) for the period of next two years, whose headquarter is based in Dubai, so instead of becoming shuttle between his responsibilities of two different sector and places’ he prefer to reduce the workload of his ministries to minimal levels, thus he request to Prime Minister to reduce his liabilities so that he can focus sincerely as ICC Chief; unconfirmed reports also pointing towards A. Raja’s exit from Telecommunication Ministry. As per speculation, from two regional parties their president’s can be included in the possible reshuffle somewhere in between 10th to 15th July –
  • Mr. Ajit Singh ( RLD)
  • Mr. Ram Vilas Paswan(LJD)
Congress wants to accommodate Lok Janshakti Party president Ram Vilas Paswan in the Cabinet by assigning the ministry of petrochemicals to him. Currently, DMK leader M K Alagiri is in charge of the ministry of chemicals, petrochemicals, pharmaceuticals and fertilisers. Mr. A. Raja Union Telecommunication Minster, as coded above, can be axe because of uproar by opposition parties which accused him of corruption during allotments of 2G spectrum but everything will depend on his party Dravida Munnetra Kazhagam chief Mr. M. Kaurnanidhi’s stand as last week Mr. Pranab Mukherjee met him, so it has given wind to the speculation of A. Raja’s future. It is believe that reshuffle of cabinet will be focus on to below coded ministries –
  • Agriculture
  • Consumer Affairs
  • Food and Public Distribution
  • External Affairs
  • Telecommunication
and leaders which can inducted in the cabinet or axed, would be -
  • Mr. A. Raja
  • Mr. Ajit Singh
  • Mr. Ram Vilas Paswan
  • Mr. Shard Pawar
Until next fortnight it is believe that speculations will keep on coming from different sectors of society and it will get rest once reshuffle happen.

Punjab Government & Blame Game

Punjab State ruled by Shiromini Akali Dal (SAD) and Bhartiya Janta Party (BJP) alliance which enters in the fourth year of their governance. Three years of their rule BJP silently pass the time without raising any objection on to the action of its alliance partner whether it was power cut, inflation, corruption or any other differences, but now as the time is coming near for assembly elections, so party is trying everything to remain in the public mind & heart and party leaders are vocal and agitating, not missing any opportunity. Just week ago party appoints a committee to discuss and remind its alliance partner of their promises’ of adjusting increase tariffs of electricity bills plus VAT surcharge which was promise to spend on to the development of urban areas of state. Despite BJP is in power and it is their policies which effect state people directly, but BJP always looking issue to blame Central Government on to inflation, recently deregulation of Petroleum products especially petrol and soon diesel will also be deregulate from Government price control mechanism, except kerosene and L.P.G. cylinder will keep on getting subsidies, with this initiative of Central Government prices were bound to increase of petroleum products and silent BJP suddenly protests and on 1st July they agitate across state, but below code indicates in others direction who is responsible for inflation ,which is self explanatory and making mockery of their agitation –
  • Electricity – Highest duty /Octroi on Electricity per unit in Punjab which is seventy paisa and it is second state after Gujarat which has seventy three paisa, but in Gujarat State consumers are getting twenty four hours power and in Punjab State to get non stop power are a dream for more then decade now of Punjab state consumers.
  • Petroleum Products – Thirty three percent and half percent which is highest tax among all the states of the country on petroleum products.
  • VAT- Recently Punjab Government increases VAT slab, on to the recommendation of two members committee of Sukhbir Badal & Manoranjan Kalia, from four to five percent and Vat surcharge of ten percent on to five percent VAT.
that’s not all, even ministers keep on looking way’s to increase their ministry’s revenue by revising existing tariffs / tax slabs. Just recently, as per reports, state government has make mind to increase Bus tariff from present fifty six paisa per kilometre to sixty paisa per kilometre, and Punjab state is first to increase the tariffs, but as Punjab has highest tax on petroleum products, on one hand it is busy in counting how much money government will get from price increase on other hand their transport minister immediately put additional burden on commuters and along with it comes out to protest against Central Government price increase of petroleum products, quite a confusing stuff from BJP.As per minister’s words Punjab roadways are already in lose of 600 million rupees and if prices’ not increases then it will touch the figure of 1620 million.
BJP Party is playing three angles safe but blames game-
  • Protesting against Central Government price increase of petroleum products.
  • First State which has taken steps to put additional burden on commuters.
  • Silently allow alliance partner to do whatever they think best for their party, SAD is rural focus party, has their vote bank in rural areas of state thus they were passing on benefits /schemes at the behest of urban residents which is considered base of BJP.
For BJP not to get dent in their vote bank needs some concrete and effective steps for the benefits of urban population otherwise till date nothing satisfactory have gone in favour of urban part of state whom BJP can claim.

Exchange of Words

On 25th June,2010, Government of India increases prices of Petroleum products, courtesy deregulation of price control mechanism, very next day opposition parties especially National Democratic Alliance (N.D.A.) and communist parities announced Bharat Bandh on 5th July, but when Government of India saw heat among opposition parties and they call for Bharat Bandh, through petroleum minister Government of India defend its move of deregulation by advertisements in the newspapers and press conference, in which Mr. Murli Deora gave references of neighbouring countries prices of Kerosene and L.P.G., and said Government still bearing subsidies on both products by 18 rupees per litre on kerosene and 225 rupees on L.P.G. Cylinders. As per figures express by Union Petroleum Minister were –
  • Pakistan – 577 Rupees per Cylinder
  • Bangladesh – 537 Rupees per Cylinder
  • Sri Lanka – 822 Rupees per Cylinder
  • Nepal – 782 Rupees per Cylinder
  • India – 345 Rupees per cylinder
and then he also raise the question so in this scenario what is the logic behind bharat bandh? It made furious opposition parties and in response to these stats and question, convener of N.D.A. Mr. Sharad Yadav fires back question on Government and asked instead of spending huge money in support of its move, government of India should had talked with opposition parties on to the issue of inflation, but instead it prefer to take the help of media to defend itself, accepted petroleum minister have given figures of prices of petroleum products in neighbouring countries but few items and escape to mentioned price of petrol , which is higher among all the neighbouring countries –
  • Pakistan – 22 rupees per litre
  • Bangladesh – 26 rupees per litre
  • Nepal – 34 rupees per litre
  • Afghanistan – 30 rupees per litre
  • Myanmar - 36 rupees per litre
  • India – 53 rupees per litre
Mr. Yadav also clarifies the reason why it is so higher in India and as per his words In the country base price of petrol is 16.50 paisa but adding 11.80 paisa as Central Tax, 9.75paisa as excise duty and 8.00 Rupees as State Taxes and 4 Rupees as VAT total make the price of petrol 53 rupees, and in advertisements as per government argument high prices’ are responsible because of high International crude prices, so in India it bound to effect, but the fact is taxes on petroleum products which increase the prices’.
Both sides blaming each other for there moves, but it’s the hard fact that with action of both sides citizens of this country have to grind as government has increase prices of petroleum products which directly effects common people and opposition parties responded with bandh call which will give problems to common people as they had joined forcibly to shut down their business’, and common people have no option other then to watch silently but with confusion towards both sides, if they are worried for his interest or simply they are playing the game of politics on to his name.

Bharat Bandh

Today, Opposition parties announced Bharat Bandh, and it is supported by almost entire opposition parties of country. The call for Bharat Bandh is in protest against price rise of all the petroleum products –
  • Petrol – 3.73 Rupees per liter
  • Diesel – 2.00 Rupees per liter
  • Kerosene – 3.00 Rupees per liter
  • L.P.G. – 35 Rupees per Cylinder
infect as per government words, it cannot afford subsidies on petroleum products, thus it has deregulate price control on Petrol; on diesel right now government is still bearing 1.39 paisa subsidy, which will gradually ends; on kerosene government is still giving sixty percent subsidy and on L.P.G. government is passing 225 Rupees subsidies on every cylinder. As per words of Prime Minister subsidies on Kerosene and L.P.G. will be continue. Opposition parties, which comes together on to the call of Bharat bandh, are –
  • National Democratic Alliance (N.D.A.)
  • Communist Parties
  • Samajwadi Party
  • All India Anna Dravida Munnetra Kazhagam
  • Telgu Desham Party
  • Biju Janta Dal
  • Indian National Lok Dal
and convener of N.D.A. Mr. Sharad Yadav declared that he also talk with Rashtriya Janta Dal chief Lalu Yadav and Lokjanshakti Party President Mr. Ram Vilas Paswan to join the bharat Bandh as they have given call of bandh on 10th July in protest against petroleum products price hike; and with Bahujan samaj party supremo Mayawati contact was not made, Mr Sharad Yadav also give new slogan against inflation, which is –
             " हिंदू ,मुस्लिम,सिख,ईसाई,सबके घर में है महंगाई "
so, today Monday is choose for bharat bandh which is first working day of week, but as call given by all the parties, its major sufferer will be private shopkeepers, businessmen and traders who have not interference in government policies but still grind with bandh and forcibly have to support bandh, but the responsible government will not effected by large with the call as its every department will function normally with full security.
To raise objection, in a democracy, everybody have right but by force to make others part of your objection is not a democratic move, moreover when anybody don’t want to become part of it as they will have to bear the financial lose, plus by no mean bandh will solve the purpose except political parties, which will gain media headlines and bandh call for support of common people will ironically grind common people and private businessmen as both will lose their one day revenue.
In today’s time, opposition parties to protest against government policies or scheme in old style by call of bandh is destructive as far business is concern and economy is concern, rather they should debate on a platform with government concerned minister defend their objection and make them speechless plus pass on their suggestion, so that it is implemented instead roaming in street making noises and closing down private business forcibly.

Government & Inflation

On 25th June,2010 Government of India, gives present to its citizen, which will give wind to inflation further, and countrymen are agitating, protesting and vocal on to inflation from September last year, but perhaps Government of India lost the power to listen the genuine problem of their voters, which vote them to govern the country. Last May, U.P.A. comes into power for second time, and from September last year onwards till date inflation demon is spilling fire with all cylinders, and all the efforts of government of India goes into southern end to control it. It is not that only price increases of some items but unfortunately each and every essential items of kitchen increase many folds like sugar, fruits, vegetables, pulses, and spices. Government of India blames roaring inflation because of shortfall of rain during rainy season last year, but at the same time claiming G.D.P. growth, which can attracts foreign investment community but at the behest of its own citizen, whose voices are hear with deaf ears.
Lot of differences seen in the words and action of Government ministers when they gives statement or answers to the press relating to measures taken by government to control inflation and they often take time of two to three months by announcing that inflation will be control in next two to three months times, but at the same time opening the coffers for its employees, boards, member of parliaments and public undertakings as if only they are hit by inflation and need government sops and rest of countrymen need their false hopes, below are benefits pass on to or soon going to declared by government –
  • Dearness allowances of central government employees increase last year, so that heat of inflation not touch them.
  • Soon Government is going to accept the proposal of joint parliament committee, in which it recommended for Parliament members –
  1. Salary from present 16,000 rupees per month to 34,000 rupees per month
  2. Daily allowances from 1,000 rupees per month to 2,000 rupees per month which they will get on  attending parliament session
  3. Constituency area allowance increase from present 20,000 rupees per month to 40,000 rupees per month
  4. Office allowances from present 20,000 rupees per month to 34,000 rupees per month.
  • Citizen of this country get power or not but they are bound to get increase of tariffs every six month on an average either by regulatory commission or through revision on tax or surcharge, and if people raise question or objection then they get answer there is shortage of power in the country or because of increase in demand in summer season they are unable to meet the demand of power, well if there is shortage of power and consumers are not getting then what’s the fun to increase tariff ?
On 25th June,2010 Government of India announced deregulation of Petrol price and gradually diesel will also be deregulate, then citizen of the country will have to pay for petroleum products price as per international rates and as Government said that it was bearing subsidies on to petrol, diesel, Kerosene and L.P.G. Cylinder gas, from whom they have pull their hands back, now countrymen have to pay throughout country more on all the petroleum products which will be –

  •  Petrol – 3.73 Rupees per liter
  • Diesel – 2 Rupees per liter
  • L.P.G. – 35 rupees per cylinder
  • Kerosene – 3 rupees more per liter
as per words of government concern ministry government is still bearing burden of subsidy on to diesel 1.39 paisey per liter ,60 percent on kerosene. Directly citizens have to bear increase in petroleum products above mentioned figures but its effect are going to feel in every sector as transporter declares they will pass on price increase to its customers and they will pass on to end users, as transporters moves goods from one place to another in the country which counts almost seventy percent.
Opposition parties will agitate in the country to take mileage onto petroleum products price increase, will call for state bandh or bharat bandh depending upon their presence in the country, again its looser will be common people, which are doing business at small level, well if political parties have objection and anger against the policies of government then they should make target government business for bandh instead private business, which have nothing to do with government policies, instead they are also grinding.
Government of India should understand, declaring growth in economy, to woo other countries investor community is a wrong tradition, if your country’s own citizen have not good quality access of food, cloth and house in their country, then from where in the world they will get this basic facilities, it seen that government’s claims are at the behest of common people.
