Right to Service Act

     In the country for general public to get their work done from government departments in stipulated time is not easy task as government officers’ keep on dragging it by one reason or another and asked them to come on next time without bothering if it is possible for them to collect on specific dates, ironically all the basic services comes under the domain of government departments, hence peoples choose another ways to get their work done and money is one of major alternative way adopted by peoples, thus score of time their work done on the spot or even off time also. Thanks to the election year in Punjab state that state government is implementing public friendly schemes, in the state speculation was in the air from past few months that government will soon introduce Right to Service Act in the state and under ambit of bill all the basic services’ will include like ration card, passport office, municipal committee etc. etc and it is the hard fact that public face lot of harassment in the government departments, so It is good news for the residents of Punjab state that government has force the right to service act in the state and now government’s forty six services’ are entitle to give public time bound services’ other wise concerned department will be entitle for monetary fine.
     On fifteenth August,2011 which is day of India’s Independence, in Punjab state right to information act comes into force, although notification for right to information act was issued by state government some times back. As far information available state government has included forty six services’ to give time bound services’ to the public, once anybody approach any department and failure of it to give services’ within mentioned time then they are entitle for monetary fine from five hundred rupees to five thousand rupees. Punjab state’s deputy Chief Minister is very excited on the bill as it will reduce huge burdens from the minds of public. The services covered under the Act include certified copies of all documents at Village-level- record of land rights (Jamabandi), girdawri, mutation, demarcation of land, sanction of water supply/sewerage connection, certified copies of Birth/Death Certificates, registration certificate of vehicles, fitness certificate for commercial vehicle, issue of driving licence and renewal of arms licence, among others. To give time bound services’ to the public right to service commission will be constitute and mean time chief secretary of state SC Aggarwal will be in charge of this act. The first appellate authority would be the DSP or in-charge of Community Policing Suwidha Centre at the concerned police sub-division while the SSP or Officer In charge of Community Policing Resource Centre of the concerned police district would be the second appellate authority. Any body can appeal to commission if they won’t get service within time frame. Recently SC Aggarwal had meeting with the Deputy Commissioners of all the districts and asked them to forward suggestion in writing so that act can implement in the state effectively. As per words of SC Aggarwal bill is comes into force and anybody can lodge complaint to the commission.
     Now peoples of the Punjab state will get their basic services’ done within time frame as failure of any government department is entitle for monetary fine.
