Utilisation of Surplus


   Government departments of country often face criticism and accused of surplus hence available workforce not utilise properly, but if any government department needs of motivation how to utilise additional manpower? Then they need to take leaf out of Punjab Education department’s book, as state’s educational minister have made policy to utilise surplus teachers services’ by rationalizing it and shifting them to government school which are facing shortage of teachers and hampering the institution study and for this it has made ratio of teachers and students and also set minimum periods to be taken by teachers, principals and headmasters of government schools of state, but still if it found that any teacher’s number of periods are not completed then he/she will be entitle to complete the remaining periods by taking classes of lower standards of schools for the subject he/she recruited and still if it not fulfill then he/she will have to take period of subject for which they are promoted, motive behind this workload from government schools teachers is to get work from teachers which are appointed in a school that has surplus power, then by making adjustments through shifting to a school which has less teachers as per requirement of institution.
     Punjab state’s education minister release order of rationalization in government schools by shifting surplus workforce in government schools of lecturers, masters, mistresses’ where shortage of teachers is feeling and for this chief secretary of education department school has issue rationalization of policy for transfers and shifting of lecturers which was issue to all the districts education officers and it should have base of September 2010 record, ratio set for the policy for different level classes’ are –
  • Sixth to Eighth Standard - One teacher behind thirty students
  • Ninth to Tenth Standard - One teacher behind thirty three students
  • Eleventh to Twelfth Standard - One teacher behind forty students
for any subject or group minimum ten students are required, under this policy teachers bound to take mandatory periods are –
  • Principal – Six periods
  • Headmaster - fifteen periods if total number of students are five hundred,
  •                      Twelve periods up to one thousand students,
  •                      Ten periods if number of students are one thousand and five hundred,
  •                      Seven periods if students are two thousand
  • Lecturer     - Twenty four to Twenty seven periods
  • Master/Mistress - twenty seven to thirty periods
Practical for subjects under medical and non medical sections will be constitute of minimum twenty students. With the rationalisation state educational department is trying to fill the gap of shortage of teachers simply by plugging in the surplus teachers into the institutions where shortage of teachers’, this way without putting any finical pressure on to government exchequer, thus utilising the surplus workforce more effectively. Hopefully with this step of education department it will help not only to get rid of shortage of problem of teachers in some government schools but also help to utilise additional workforce available to education department.
